Background |
UNDP has been supporting the development efforts of Kazakhstan since independence, with major focus on all pillars of sustainable development: social, economic and environmental. Its work is aimed at strengthening human development for all so that no one is left behind. The UNDP CO jointly with the Government institutions and other stakeholders implements several strategic initiatives in various sectors ranging from preserving biodiversity to supporting people with disabilities. Governance area is an integral part of the UNDP CO programme, which primarily focuses on building effective, efficient, transparent and accountable institutions, free of corruption. Governance programme consists of several strategic initiatives that support Kazakhstan modernization efforts with focus on priority reform areas stretching from Civil Service Reform and Rule of Law to Prevention of Violent Extremism and addressing the needs of most vulnerable groups of population. The Governance programme activities are implemented in close partnership and collaboration with the Government of Kazakhstan on national and subnational levels, expert community, academia and civil society organizations. Under the guidance of the Head of Governance Unit, Development Analyst acts as an advisor on key areas of UNDP engagement in Kazakhstan, including, but not limited to Civil Service and Public Administration Reform, Local Governance, Rule of Law, Prevention of Violent Extremis, Social Modernization and building Knowledge based economy. The main role is to provide sound analysis of the development context and main trends, support development of knowledge products, draft concept notes, statements, addresses, preparation of reports, including UNDP and UN-wide reporting, support knowledge building and sharing. The Governance Analyst advances horizon scanning activities and proactively contributes to development of new projects and initiatives in the Governance area. The Development Analyst works in close collaboration with all projects in the Governance Unit and, if required, other units, actively supports the and engages in collaboration with Operations team in the CO, Programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to successfully implement the UNDP programme. |
Duties and Responsibilities |
The Governance Analyst will be responsible for analytical, design and innovation work. She/he is expected to closely cooperate with the entire programme team to ensure sound and well-functioning knowledge generation and management system is in place. In this context, the key functions of the Development Analyst include:
