Visit www.unjspf.org for more details. This position is located in the Data Architect Unit, Information Management Systems Service of the United Nations Joint Staff Pension Fund (UNJSPF). The incumbent reports to Chief of Unit. ResponsibilitiesWithin limits of delegated authority, the Information Systems Officer may be responsible for the following duties: • Manages projects involving feasibility studies, systems analysis, design, development and implementation of new systems, and/or, participates as a member of a development team with responsibilities for major components of complex systems. • Develops detailed systems and other functional specifications, including user documentation for major systems. • Provides specialized advice to users, analyzing requirements and translating them into new applications; determines application systems integration and linkage issues. • Maintains, upgrades or enhances existing data and user systems; troubleshoots and provides continuing user support; addresses problems; suggests the use of new techniques; monitors transactions to measure performance, and ensures continued effectiveness of assigned systems. • Develops and maintains computer programs that require integration with interrelated systems and program elements; ensures appropriate data security and access controls, considering both local and wide area architectures. • Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing. • Research, analyze and evaluation of new technologies and makes recommendations for their implementation. • Develop and maintain modern data and integration cloud technologies such as on Microsoft Azure, Amazon Web Services, or Google Cloud. • Define and implement scalable data integration frameworks, ETL/ELT pipelines, and data ingestion processes across cloud and on-premises environments. • Develops and maintains BI reports, dashboards, and scorecards to deliver information requests and strengthen the business analytics capabilities of the Organization. • Designs, develops, tests, optimizes, and deploys SQL Server Integration Services (SSIS) packages to process data integration requirements. Ensures that design and development tasks conform to all data consolidation, data integration, data transformation, and data quality best practices. • Participates in working group activities related to data quality, metadata, and data governance. • Evaluates and recommends Cloud based data platforms and tools and methodologies for data integration and reporting. • Supports the development of policies and procedures for the collection and analysis of data. • Provides guidance to – and may supervise – new/junior staff, consultants, etc. CompetenciesProfessionalism: Knowledge of information technology/information management, particularly in systems analysis, database design and programming. Knowledge of several high level programming languages and significant exposure to, and demonstrated proficiency in, all aspects of programming and analysis, including structured/object-oriented design, relational systems, scripting and query languages, document design and management, hardware and software requirements, systems facilities and execution protocols. Strong analytical and problem-solving skills, including proficiency in the development and implementation of systems of moderate size/complexity. Knowledge of interactive systems; good knowledge of organization’s information infrastructure and IT strategy, as it relates to user area(s); ability to independently maintain assigned systems and develop innovative approaches to resolve a wide range of issues/problems. Work ExperienceA Minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of Cloud Data Platforms and Business Intelligence solutions preferably with Pension Systems, HR and Finance areas is required. Technical work experience with cloud-native data platforms and services, including Microsoft Azure Data Factory, Azure Synapse Analytics, AWS Glue, Amazon Redshift, AWS Lake Formation, or equivalent technologies, is required. Expert-level proficiency in SQL, data modeling, and performance optimization techniques, including query tuning, indexing strategies, partitioning, and the development of complex analytical datasets and reusable semantic models, is required. Technical work experience in Data Science related advanced cloud BI technologies, writing complex Data Analysis Expressions (DAX) in Power BI & Analysis Services is required. Experience on Pension and ERP systems including Oracle Fusion, ServiceNow with HR and/or Finance is desirable. Experience in an international organization or financial institution is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required. French is desirable.
