POSITION OVERVIEW

The IRC’s has been implementing Early Childhood Development (ECD) programming across West Bank and Gaza for almost 2 years and is looking for a candidate who will drive IRC’s overall Education in Emergencies and ECD programming across the occupied Palestinian Territory.

Reporting to the Deputy Director of Programs (DDP), the ECD Coordinator will serve as the project lead, working closely with IRC technical and operations teams and partners to provide technical direction, leadership for design, content creation, implementation of high quality, inclusive and safe learning programming for young children.

The Coordinator will ensure timely and high quality deliverables, reporting, working closely with partners to ensure shared capacity building and implementation of ECD programming. The Coordinator will engage with other sectors including Protection ,and potentially other sectors as relevant to ensure integration where feasible to build inclusive programming for children between 0 – 8 years old As education programming expands, the Coordinator will lead the scaling of education interventions, ensuring coherence across ECD and primary education initiatives. ensuring alignment with the education cluster and relevant authorities.

The ECD coordinator will travel between West Bank and Gaza with travel to Amman, Jordan as relevant.

Major Responsibilities:

Program Quality and Implementation

  • Provide programmatic leadership, overall technical management, working closely with partners to ensure that ECD projects are on time, on scope, and on budget ensuring quality, inclusivity and alignment with IRC’s standards, humanitarian standards and local systems.
  • Develop and/or adapt technical tools and approaches to ensure ECD programming is responsive to the varying context and responsive to the needs of partners in line with IRC’s PEERS approach
  • In close collaboration with the MEAL department, design and implement appropriate monitoring and evaluation (M&E) systems ensuring consistent analysis, that informs programming and is line with internal and external compliance
  • In close collaboration with the partnership team, support on stakeholder and partner analysis to identify key actors and where feasible establishing new partnerships for ECD programming

Grants, management and business development

  • Support and as required lead business development opportunities including project design, proposal writing, budget development, with a Partnership first approach. Where feasible integrating with other programs and departments, ensuring proposals are technically sound, cost-effective, and responsive to donor priorities.
  • Ensure timely and quality development and submission of internal and external reporting including but not limited to financial, narrative reports, and reporting against indicator performance
  • Represent IRC in strategic partnerships, donor engagements, and coordination forums to advocate for ECD priorities and positioning IRC as a leader in the sector.

Staff management

  • Supervise the ECD team across West Bank and Gaza leading on recruitment as required
  • Coach, train, and mentor staff to strengthen their technical capacity, exchange knowledge within the team, and provide professional development guidance in line with IRC’s performance management approaches to support team and staff success in their positions
  • Ensure and support staff to adhere to relevant policies
  • Maintain open and professional relationships that promotes strong team spirit and enables team members to succeed in their positions

3. Coordination and Representation

  • Maintain effective working relationships internally across departments (Supply Chain, Finance, HR, MEAL, Partnerships, Grants, other program teams)
  • With the support of the DDP, represent the IRC and maintain effective working relationships with external stakeholders, for example clusters, donors, other humanitarian actors, the UN, relevant local authorities
  • Actively develop and maintain effective working relationships with key collaborators including government actors, UN agencies, international and local NGOs, and other relevant actors.

6. Other duties

  • Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to senior management
  • Other relevant duties as assigned by supervisor to further IRC oPt’s strategic action plan especially when related to ECD

Minimum Qualifications:

Work experience:

  • Relevant educational qualifications in education, early childhood development, social work or equivalent work experience/qualifications
  • At least 5 years of professional experience in the management of early childhood development or education programs in emergencies
  • Competency in literacy, numeracy, and social and emotional learning methods for children affected by the crisis, familiarity with the Healing Classrooms model is an advantage.
  • Previous experience in an insecure or conflict-affected setting and experience with remote management preferred.
  • Previous experience managing diverse teams to deliver results on short timelines, including the development of spending plans, procurement plans, and work plans.
  • Demonstrated experience working with institutional and private donors such as but not limited to EAA, ECHO, SIDA, the UN
  • Demonstrated experience in project cycle management including experience with donor compliance and budget management
  • Demonstrated ability to work in a fast paced response with attention to detail, with a solution oriented approach and can-do attitude
  • Professional fluency in spoken and written English required and those with Arabic will have added advantage..
