    1.1 Overview of the organization

    World Vision has been working in South Sudan since 1989 and was one of the aid agencies that provided emergency assistance throughout the war to the displaced populations. After the country became independent in 2011, World Vision began recovery and development activities. However, with the outbreak of conflict broke out in December 2013 and again in June 2016, World Vision South Sudan initiated and strengthened its emergency response Programme. World Vision has experience in Health, Nutrition, Food Security and Livelihoods, Non-Food items, Water, Sanitation and Hygiene and Child Protection. The objective of this project is to improve and clean water for the communities and institutions within Aweil


    • To produce a detailed feasibility study report that shall guide world vision international in its South Sudan Wash interventions in NBeG state(Aweil) within the considerations of the state of the environment for the proposed manual and machine drilling interventions


    • To carry out ground water feasibility assessment for Manual drilling considerations in 4 schools, 2 in Aweil East (Madhol and Warlang Garam Payams) and 2 in Aweil North (Malual North & West Payams) areas of Northern Bahr el Ghazal.
    • To carry out a comprehensive geo-physical and Hydro-geological feasibility study in 4 locations of Northern Bahr el Ghazal(Aweil)
    • To carry out a comprehensive environmental impact assessment (EIA) on ground water exploitation and abstraction through manual drilling and water infrastructure development


    The consultant should carry out detailed feasibility assessment of ground water potential through a thorough hydro-geophysical survey of Four (4) sites provided by WVI south Sudan. The Consultant is expected to use both secondary and primary data in the exercise. Secondary data will involve desk study of available information/data on existing boreholes, drill logs, reports and maps while primary data will be obtained by carrying out hydro-geophysical measurements within the study area using the necessary hydro-geological surveying equipment, the new ABEM Terrameter SAS 1000, which distinguishes between clays and fresh water by use of Induced Polarization (IP) measurements is recommended for this assignment( in devoid, SAAS Analytics -ABS1000 shall be used). The consultant shall go ahead and assess the Environmental impacts of the proposed ground water exploitation and develop a full Environmental impact assessment report that shall guide the client in decision making in pursuit of ground water exploitation

    The scope of works includes:

    • Site visits to familiarize with the project areas. Identify any issues that might hinder the implementation of works in any of the areas.

    • Conducting feasibility studies of water resources within the proposed project area and advice on the most feasible water for livelihood project.

    • To obtain, study and synthesize background information including the geology, hydrogeology and existing borehole data, for the purpose of improving the quality of assessment and preparing comprehensive hydrogeological reports, detailing the viability of both Manual and Machine drilling

    • To carry out hydrogeological evaluation and geophysical investigations in the selected sites in order to determine potential for groundwater and appropriateness of manual drilling of boreholes at the proposed sites

    • Policy framework: Review and describe policy and legal basis within which the project is to be implemented, making reference to relevant National and International water and environmental policies and guidelines.

    • Carryout baseline study of the area and its environment: This will provide a description of the current status and trends of environmental factors (e.g. water pollution, land degradation and changes in biodiversity) of the host area against which predicted changes can be compared and evaluated in terms of significance, and also to provide a means of detecting actual change by monitoring once a project has been initiated.

    • Significant environmental impacts: Exhaustively Identification both positive and negative inherent in the proposed projects. These shall include: long term, short term, minor, moderate, and severe, direct and indirect impacts during screening. Select the manageable, significant impacts based on the magnitude, significance, extent and sensitivity of the environment.

    • Socio-economic analysis: Identify and analyze both positive and negative impacts on socio-economic characteristics of the existing location. This shall include the land use, the main economic activities, government structures, migratory patterns, traditional usage management systems for water catchment.

    • Justification of the proposed project and analysis of alternatives: Based on the impacts identified, the project shall justify the proposed project and identify and analyze alternatives of each option based on their potential impacts, cost benefit analysis.

    • Establish mitigation measures taken under the Environmental Management Plan to ensure implementation is acceptable with local environmental standards and evaluate the proponent’s knowledge, awareness, and responsibility for the application of the relevant environmental legislation.

    • Establish detailed recommendations for corrective measures, Monitoring schedule, and mechanism for implementation.

    • Bring a better understanding of the project by the different stakeholders (key people and the community) and gain their inputs and support as well as provide environmental baseline information.

    • Develop an Environmental Management Plan (EMP) to guide the community in decision making and implementing the project in an environmentally friendly manner and future auditing.


    The hydro-geological/geophysical investigations will be carried out in a multi-step approach:

    • Desk study: Review of existing data, topographical maps, satellite images, existing studies and borehole site investigations in the area, geological reports and maps (if available), borehole and surface water records, etc.

    • Hydro-geological fieldwork: Detailed reconnaissance survey of project area. (GPS co-ordinates/P-codes, water level measurements, condition of these boreholes, usage and performance where applicable) inspection of geological, geo-morphological and structural characteristics of the investigated area; verification of existing data and findings.

    • Geophysical measurements: resistivity measurement using both Horizontal Electrical profiling (HEP) and vertical electrical soundings (VES).

    • Analysis of hydro-geological/geophysical data.

    • Compilation, analysis, and evaluation of the gathered data and information.

    • Site selection, recommendation and reporting, with clear illustration of relevant hydrological curves

    • Validation of the study with state ministry of Water resources ( GOSS) and World vision international South Sudan both at state and national levels

      The Environmental Impact assessment will be carried out in a multi-step approach:

    • Desk study: Review of existing in country policies, regulations, guidelines, rules and laws governing environmental conservation, laws governing ground water abstraction and regulatory frameworks from relevant ministries and watch dog bodies

    • Review existing environmental impact assessment studies and the state of the environment in the country and in NBeG.

    • Field work: stakeholder mapping and analysis and carry out consultative forums( KII, FGD) and deployment of any other information gathering methodology to inform a sound and reflective study

    • Analysis of field data: Stakeholder views observation, KII, FGD, ground water quality( physiochemical and bacteriological)

    • Compilation, analysis, and evaluation of the gathered data and information.

    • Site selection, recommendation and reporting, with clear illustration of relevant hydrological curves

    • Validation of the study with state ministry of environment( GOSS) and World vision international South Sudan both at state and national levels


      5.1. Mobilization and startup meeting planning

      World Vision field office will be responsible for mobilizing the stakeholders for effective participation in this exercise.

      The consultancy team will meet with WVSS field staff and State Ministry of Physical Infrastructure to discuss and agree on the scope of work, confirm the understanding of the TOR and agree on the proposed methodology. During this meeting a detailed program of work will be presented in order to agree on specific timing for various inputs, progress meeting and report dates.

      5.2. Desk Review

      The team will review all the relevant available documents that include but not limited to the following:

    • EIA guidelines and administrative procedures

    • Topographical maps of the area

    • Design report of the proposed water project

    • The program documents.
    • Water resources policy in South Sudan.
    • Catchment Management plan of the area
    • ECMA 1999/2018, Water Act 2002/2017,
    • Water and Irrigation policies of South Sudan
    • South Sudan environmental management and protection guideline

    5.3. Field Study

    The team of consultants will carry out feasibility studies of water resources in the County by collecting necessary primary data from the field. Conduct topographical survey of the project site to be able to determine the capacity of the water pan, the volume of earth works, position of the dam wall, spillway and draw off system.

    Hydrogeological survey (HGS) shall be conducted for selected 4 borehole drilling sites. This will entail conducting both Horizontal electrical sounding (HEP) vertical electric sounding (VES) at the proposed borehole sites. This exercise will make use of tarameter SAAS Analytics (ABS1000).

    EIA Team will conduct field visits in order to obtain further data and consult the stakeholders. The team will establish the nature of the surroundings which will include existing infrastructure, economic and social set up of the local communities whose normal daily activities will be impacted in any way by the implementation of the projects. Structured questionnaires, geographical information systems (GPS), camera, and voice recorders will be used to collect data.

    5.4 Community consultation

    Views of the target groups and the local stakeholders shall be taken into account according to the World Bank’s OP/BP/GP 4.01. Community consultation shall be carried through meetings. The objective of the consultation sessions shall be to buy the views of the stakeholders’ into the project. This will improve the project design, implementation and ownership, it will lead to sustainable environmental management.

    6.0 Deliverable/ output

    Based on the above methodology draft reports will be prepared by the lead consultant. These shall be review by WVSS technical team and comments communicated. The consultant will deliver the following at the end of the assessment (Both in hard-3 copies-well bound and soft copies)

    • Comprehensive feasibility study report of water resources within the County.
    • Hydrogeological report complete with analytical curves (generated using software) indicating the most viable VES.
    • Produce a geological map of the surveyed area
    • An Environmental screening report
    • Environmental Management Plans (EMPs) Report
    • Final Environmental Assessment Report.

    7.0 Consultancy timeline

    The exercise is expected to commence as soon as a possible and reports submitted by 30th November 2019.

    8.0 Desired qualification

    The Consultant will have:

    1. The lead consultant must have MSc. in Geology and B.Sc. in Geology, Water and Environmental Engineering, Civil and structural Engineering or related fields.
    2. He/She must be a registered lead expert by NEMA and be a member of Environmental institute of Kenya
    3. At least 8 years of professional experience in similar consultancy work in East Africa Counties.
    4. Specific knowledge and experience in designing Water catchment structures.
    5. Exceptional skills in appropriate engineering tools for mapping and laying out, drawing engineering designs and developing BOQ for Water catchment structures.
    6. Experience of working in South Sudan or Arid and Semi-Arid Counties in Kenya/Ethiopia.
    7. A good understanding of South Sudan geological characteristics

    7.0 Logistics

    1. While undertaking this assignment, WVSS will, for international consultant, meet cost of flight, from Nairobi to Juba and local transport including security escort, within Northern Upper Nile, meals and modest accommodation.

    2. However, the Consultant will be responsible for their own Insurance during the subsistence of the contract and WVSS will not be responsible for any injuries or damages incurred during the assignment. The contractor (here in referred to as “the consultant”) will also meet their own telephone costs. Therefore, the costs submitted must be inclusive of all anticipated expenses

    8.0 Mode of application
