Purpose of the Job

The United Nations Children’s Fund (UNICEF) Jordan Country Office in Amman seeks a dedicated, experienced, highly motivated and proactive candidates Youth & Adolescents professionals. Under the overall guidance and direct supervision of the Adolescents Development Officer, the incumbent will support with key partnerships aimed at advancing youth access to accredited technical and vocational training and support with the roll out and scale of the social entrepreneurship programme. This post will be critical in further enhancing UNICEF work in social entrepreneurship, by also providing technical business support and programme management to a network of 16 social innovation and entrepreneurship incubators. This post will also be expected to design pathways for youth-led projects to enroll in various social business incubation services related to follow-on funding, mentorship and guidance, technical feedback, and establishing and operating a business. It will connect high-potential youth-led projects with technical stakeholders across Jordan who may support with project to business link and scale up and will strengthen synergies between the social incubator programme and the UNICEF skills building programme and the social enterprise acceleration programme.

1. Knowledge Management for Programmes

  • Contribute to country programmes by supporting knowledge management through providing professional assistance in data collection and analysis, complete and accurate reporting as well as participation in the Programme Knowledge Network system of ‘lessons learned’ and other corporate-level databases.
  • Participate in information exchange with partners as well as in the development of training and orientation material by providing professional technical assistance.

2. Programme Development and Management

  • Support with researching, analyzing, verifying, synthesizes and compiles qualitative and quantitative data and information from a variety of sources on youth economic engagement to facilitate preparation of reports, working papers, and presentations.
  • Provide professional technical assistance to UNICEF Jordan implementing partners and contractors, as well as oversight for meeting targets and providing high quality interventions for the most vulnerable young people.
  • Support in the preparation of the Situation Analysis for programme development and management by collecting and analyzing data and monitoring implementation progress as required.
  • Contribute to the identification of critical intervention points and measures by administering a consistent and transparent monitoring system; analyze country level socio-political-economic trends and their implications for ongoing programmes and projects.
  • Draft or prepare programme work plans as required. Propose adjustments/changes in work plans. Propose program recommendations for inclusion in formal programme documentation, and new approaches, methods and practices for supervisor.

3. Optimum Use Of Program Funds

  • Monitors youth economic engagement programme implementation progress and compliance. Monitors the allocation and disbursement of programme funds, making sure that funds are properly coordinated, monitored and liquidated according to donor conditions.
  • Takes appropriate recommendations or actions to optimize use of programme funds.

4. Programme Monitoring and Evaluations

  • Undertakes field visits to monitor and assess programme implementation and decides on required corrective action.
  • Collaborate with partners to carry out a rigorous and transparent approach to monitor and evaluate programmes, working with supervisor, section team and PME team to improve efficiency and quality of programme delivery.
  • Collaborate and prepare annual program status reports in a timely manner, as required.
  • Prepare monitoring and reporting information for supervisor on agreed performance indicators to drive more efficient management and accountability for results.
  • Support with the analysis of data from pre- and post surveys administered to programme beneficiaries.

5. Rights-Based and Results-Based Programme Management Approach

  • Support rights-based programmes approach in the formulation of programme goals and objectives and development of strategies and implementation frameworks.
  • Collaborate with partners and assist in the strengthening of quality of child rights-based programmes consistent and effective planning, design, implementation, monitoring and/or evaluation of programmes and projects.
  • Contribute to coherence, synergy and added value to the programming planning and design processes using a results-based management approach to programme planning and design.
  • Provide professional technical assistance in preparing viable recommendations on project implementation, alternative approaches, and optimal utilization of resources that contribute effectively to the fulfilment of the rights of children and women, and recommendations on programme, new initiatives and management issues to ensure achievement of stated objectives.

6. N ational and Local Capacity Building/Sustainability

  • Promote and maintain the building and reinforcing of the commitment and institutional capacities of the national and local partners by identifying these partners and partnerships and providing continuous supports, coordination and collaboration for sustainability.

7. R ights Perspective and Advocacy at the National, Community and Family Levels

  • Supports in analyzing programme related issues and policies from a youth and women’s rights perspective and advocacy at the community and family levels for elevating credibility in national policy debates.
  • Promote the organization goals of UNICEF through active advocacy and communication.

8. P artnership, Coordination and Collaboration.

  • Facilitate partnership and collaboration with internal and external counterparts, including those of the UN and national partners, to improve the ability to collect and disseminate development data and information, exchange information on the youth economic engagement programme status and implementation and movement/distribution of supplies.
  • Establish and maintain linkage to the Regional Programme Knowledge Network to ensure the availability of current and accurate programme data.
  • Collaborate with the Operations Section to establish and maintain sound internal controls supportive of programming endeavors and to coordinate financial and supply management requirements and accountability. Approve allocation and disbursement of funds ensuring they are properly coordinated, monitored and liquidated in accordance with the programme budget allotments (PBA).
  • Supports the line manager with the development and implementation of key partnerships with the private sector and other organizations as appropriate.
  • Supports the supervisor in the preparation/compilation of key materials needed for meetings and events, and with follow up actions from key meetings and ensures that key material for external audiences (e.g. presentations) is available in both Arabic and English.
  • Supports with the ideation and development of communications material, updates blogs and drafts communications for social media in English and Arabic.

To qualify as an advocate for every child you will have…

  • Education: University degree in Social Sciences, International Relations, Economics, Public Administration, Public Policy, Social Policy, Social Development, Community Development, Business Management, Entrepreneurship, Innovation, or related fields program.
  • Experience: Minimum one year of relevant professional work experience in leading/managing economic engagement programs, entrepreneurship development programs/projects or employment programs focused on youth or vulnerable groups is required. Prior experience working in the field of adolescents and youth development and engagement is an asset. Furthermore, prior work experience in managing technical and vocational training programs, Social Enterprises, Private Sector, and National Institutions is considered an asset.
  • Language: Fluency in English and Arabic is required.
