The OECD has earned a leading role in international tax issues. The Centre for Tax Policy and Administration (CTPA) is the focal point for the OECD’s work on all taxation issues, both international and domestic, and it works to advance the Strategic Orientations of the Secretary General, ensuring impact of the OECD tax work in the international governance architecture, in co-ordination with the OECD Sherpa team. The CTPA also provides the analytical support to the OECD’s Committee on Fiscal Affairs (CFA), which consists of senior tax policy and administration officials from OECD countries, Associate and Partner countries and other international and regional tax organisations. Through its work, the CTPA enhances the OECD’s global role in standard-setting, building knowledge, communicating with various stakeholders and interacting with governments from around the world to inform and influence policy making in the tax area.

The Business and International Taxes Unit, located in the Tax Policy and Statistics (TPS) Division of the CTPA is looking for a Young Associate to support its ongoing work on the tax challenges arising from the digitalisation of the economy. This research area was identified as one of the main areas of focus of the OECD/G20 Base Erosion and Profit Shifting (BEPS) Project. More recently, Members of the Inclusive Framework have agreed to explore several specific reform proposals and to carry out more in-depth economic analysis focussing on revenue, economic and behavioural implications.

Role

The Young Associate will contribute to this work stream by developing empirical evidence required for the analysis of international tax issues. His or her work will make use of different macro- and micro-economic datasets, including ORBIS and potentially other firm-level data as well as more aggregated data such as Country-by-Country Reporting (CbCR) statistics, the OECD Activities of Multinational Enterprises (AMNE) database, the National Accounts or Foreign Direct Investment (FDI) statistics. The selected person will work under the supervision of the Head of the Business and International Taxes Unit.

Main Responsibilities

  • Contribute to tax policy research on corporate, business and international taxation to support high-priority areas of the TPS Division’s work.
  • Carry out empirical research on international taxation, including data management, coding and analysis.
  • Support data collection, preparation and management with a view towards improving the empirical basis for high-priority work of the TPS Division.
  • Follow the work of relevant OECD committees and maintain links with delegations and other technical experts from the Member Countries of the Inclusive Framework.

Ideal Candidate Profile

Academic Background

  • Undergraduate degree in economics or a related field with a strong emphasis on quantitative analysis.
  • Course work in micro- and macro-economics as well as econometrics is required, course work in taxation and public finance is preferred.

Skills

  • Data management, analysis and programming skills are required, including experience with statistical software packages such as Stata or R.
  • Ability to draft analytical papers, as well as policy-oriented discussion papers, research notes and reports.
  • Ability to communicate complex technical issues in an accessible way to non-specialist audiences.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

What the OECD offers

  • Basic monthly salary from EUR 3 468, plus allowances and benefits depending on personal circumstances, exempt from French income tax
