The OECD has earned a leading role in supporting entrepreneurship and small and medium-sized enterprise (SME) policy, tourism policy, local and regional development, and cities, as well as multi-level governance and decentralisation issues. The ; Centre for Entrepreneurship, SMEs, Regions and Cities (CFE) is the focal point for the OECD’s work in these areas. It provides comparative statistics, analysis and capacity building.

Within CFE, the unit on Decentralisation, public investment and subnational finance, part of the Statistics, Economic Analysis and Multi-level Governance Division (ESG) has developed a new stream of work on subnational financing of climate objectives. The team focuses on how cities and regions can finance the environmental transition to a low carbon economy, using both public and private sources of funding and what national governments can do to support them in this endeavour. The Young Associate will contribute to the stream of work developed by the OECD/CFE on environment and climate finance in cities and regions, which will include both quantitative and qualitative work on these issues.

Role

The Young Associate will support the new CFE project for 2020-2022 on “Tracking and Enhancing Subnational Climate-related Finance for Climate Actionâ€, which aims at developing a standardised international methodology to better assess ;climate-related subnational expenditure and investment at regional and local government levels, as well as identify source of revenues related to these expenditures. The project also aims to support cities and regions in enhancing subnational climate finance to support the transition to a low carbon economyThe Young Associate will contribute to the research, analytical work, data collection, and drafting in this essential area of work. The Young Associate will also support the team in cross-cutting work including contributions from the unit to broader horizontal activities, including on multi-level governance and subnational finance, communication and outreach.

Main Responsibilities

  • Carry out quantitative work applying the OECD tracking methodology, using the OECD subnational finance database, national accounts and budgetary accounts.
  • Carry out research assistance (data cleaning and analysis, creation of tables and figures) to support the climate finance stream of work and keep abreast of relevant policy developments in selected member and non-member countries
  • Draft contributions to case studies of cities and regions on subnational climate finance and green budgeting.
  • Prepare briefing notes and materials to support the work and its dissemination, in addition to contributing to methodological and analytical papers.
  • Follow the work of relevant OECD committees and maintain links with Member Country Delegations and staff in other Directorates.
  • Help organize conferences and workshops.

Ideal Candidate Profile

Academic Background

  • Undergraduate degree in one of the following disciplines: public finance, economics, public policy, geography, political sciences, statistics or econometrics.

Skills and Tools

  • Data analysis and quantitative skills including work with Excel required. Experience with Stata or a similar statistical software would be a distinct advantage.
  • Excellent drafting skills and good ability to synthesize complex material.
  • Ability to work on different projects with varying timelines.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

What the OECD offers

  • Basic monthly salary from EUR 3 468, plus allowances and benefits depending on personal circumstances, exempt from French income tax
