The Program

On behalf of the Australian Department of Foreign Affairs and Trade Coffey is managing the delivery of support and technical assistance to the Vanuatu Ministry of Education and Training (MoET) as part of the Vanuatu Education Support Program (VESP II). We support the MoE in implementing its reform program that is focused on children across Vanuatu having better access to an inclusive, quality basic education, as well as supporting the management and allocation of education resources through evidence-based decision making.

VESP II commenced in February 2019 and will help build on the Ministry s reforms to date and support teachers and students into the senior Primary years. As part of VESPII, the Australia Awards Vanuatu (AAV) will also be supported.

Coffey through VESP II is seeking applications for the position of Team Leader to lead and manage our Program team.

The Position

The Team Leader will work in partnership with DFAT and Government counterparts to ensure that the VESP II program delivers aid and development activities in Vanuatu in accordance with DFAT and partner Government priorities, agreed workplans, and contractual obligations. A key function of this role is to build strong partnership and collaboration with Government counterparts.

Key responsibilities will include:

Lead and manage the VESP Phase II Management Team and other Advisers to provide high quality, responsive support to government counterparts to deliver on planned program outcomes.Establish and maintain strong partnership and collaboration with the Ministry of Education and Training, supporting VESP Phase II to be embedded within the Ministry s priorities. Maintain effective working relationships with all key stakeholders (including other government agencies, donors and DFAT programs) and support MoET to lead donor coordinationProvide high-level strategic direction and oversight of all aspects of program implementation.Driving collaboration with all stakeholders in the sector and across the program to strengthen the effectiveness of existing and new activities;Ensure the coherence and sequencing of Program inputs and outputs in consultation with MoETSupport the integration of monitoring, learning and social inclusion across all program componentsEnsure gender equality, disability inclusion, climate change mitigation and the environmental protection are promoted throughout implementation of all activitiesProviding support or directly managing the performance of Program team members and encouraging a culture of collaboration and high performance

The Person

The ideal candidate will have extensive Education experience and proven experience managing and leading a complex donor program with strong leadership skills and experience in educational delivery, administration, personnel management, operational oversight, identifying program risks and collaboratively resolving issues.

For success in this position, candidates will need to demonstrate highly developed skills in relationship management, engaging meaningfully with diverse education stakeholders including government partners and DFAT and managing effective communication. A demonstrated ability to build an understanding of the local political economy and government systems is required; as well as a detailed knowledge of DFAT development policies and a commitment to addressing cross cutting development issues including gender equality and social inclusion.

The candidates will need to demonstrate flexibility, to respond in an agile and constructive manner to external pressure and maintain high standard of implementation under extreme conditions (such as natural disaster).

Previous experience working in the Pacific is highly desirable.

Team Leader positions are typically classified Category C, Level 3 or C, level 4(long term) or higher under the DFAT Adviser Remuneration Framework.
