The Division of Public Partnerships (PPD) works to strengthen UNICEF’s position as a partner of choice for children’s rights among governments and public actors around the world. The division connects UNICEF’s positioning on child rights in the intergovernmental and multilateral fora to negotiations and engagement with governments and public institutions (including IFIs) as resource, policy and program partners. A key premise for PPD is that the engagement with countries is based on multiple levels of partnerships, including around resource mobilization and policy advocacy.

How can you make a difference?

Under the overall supervision of the Public Partnerships Manager, Asia-Latin America and the Caribbean (LAC) team, the Consultant will provide professional support in the areas of partnership development, resource mobilization and leveraging, inter-governmental advocacy and engagement, and strategic analyses. The Consultant will also provide any other related support to the PPD Asia & LAC team, as necessary. 

  1. Duration of agreement:  From 15 June 2020 to 28 Feb 2021
  2. Schedule and Duty Station:  The consultant will work 4 days a week, initially remotely within the United States, and then gradually work will be done on-site, as needed, at UNICEF New York Headquarters, guided by the organisation’s plan for re-opening of the NYHQ premises.
  3. Tasks and Deliverables:

Partnerships Development:

  • Assist bilateral meetings between UNICEF senior management and government partner representatives, including by drafting briefing notes and notes for the record.
  • Contribute to the development of partnership engagement plans and strategies. This includes identifying partnership (advocacy and resource mobilization) entry points through the gathering of financial (ODA, thematic, humanitarian) and political intelligence of donors and matching it with UNICEF priorities.
  • Efficient contributions management to build trust and credibility. This includes due diligence and oversight related to grant creation and allocation, timely and quality reporting, etc.

Inter-governmental advocacy and engagement:

  • Support engagement with the Member States in the inter-governmental fora, such as UN General Assembly’s Third Committee on Social, Humanitarian & Cultural issues; Security Council; and ECOSOC.
  • Support engagement with Member States in the UNGA’s formal meetings and informal consultations as well as side-events.
  • Support the organization of theme-based briefing sessions for Member States related to UNICEF’s work in collaboration with other HQ Divisions.
  • Provide political analysis and advice by a) identifying, analyzing and monitoring political developments, trends and emerging issues in countries and regions as relevant/needed b) assessing implications and proposing recommendations to senior management on possible policies, strategies and other measures to address issues of concern and to advance human/children’s rights.
  • Track and advise on strategic, policy and operational decisions by the UN that may have human rights and protection implications for children and advise on measures necessary to protect and promote human rights of children in the countries.

Strategic analyses:

  • Monitor, analyze and report on perspectives on the global and regional development agenda which directly and/or indirectly affect children, with special attention to governments. Support the team in advising senior management on developments and trends as well as on recommendations regarding follow-up activities in Asia and LAC regions. Track and share emerging trends and directions through mapping exercises and documentation.
  • Attend and report to relevant regional and country offices on the Inter-agency Task Force (IATF) meetings related to the coordination of UN response in countries.

Resource Mobilization:

  • Assist the team in promoting increased contributions to UNICEF from countries in Asia and LAC. Regularly, use financial databases to generate updated information on the status of Regular Resources and Other Resource contributions to facilitate proper monitoring.
  • Assist in promoting country offices’ access to south-south cooperation funding mechanisms such as the India-UN Development Partnership Fund.  

To qualify as an advocate for every child you will have…

  • A first University Degree (or higher) in the social sciences, international relations, public administration, law or related field.
  • A minimum of two (2) years of relevant professional experience in the areas of partnership management and resource mobilization, especially with UN development agencies, is required.
  • Experience with UNICEF and in inter-governmental processes is an asset.
  • Experience in research (secondary-sources minimum), use of financial databases, analyzing and synthesizing information, and producing briefing notes for senior managers is required. 
  • Excellent written and oral communication skills, with a strong attention to detail.
  • Strong command of Office computer software (Word, Excel, PowerPoint, and Outlook) and internet research tools.
  • Ability to work in an international and multicultural environment.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Because of the current Covid19 crisis, the selected candidate will work remotely at the beginning of this consultancy.  After clearance is received for the gradual re-opening of the UNICEF New York premises, the consultant will work on-site, as needed. 

Consultants working at NYHQ, must have a valid G-4 visa prior to their arrival. The UN will not register a Consultant who is on a different type of visa (i.e. visitor’s visa).  Consultants employed at NYHQ who are not on a G-4 visa must take immediate action to obtain a G-4 visa and register with the UN accordingly.  

Travel: No Travel is expected for duration of the contract.  However in the case of unexpected travel the following will apply: Unexpected travels shall be calculated based on economy class travel, regardless of the length of travel and ii) costs for accommodation, meals and incidentals shall not exceed applicable daily subsistence allowance (DSA) rates, as promulgated by the International Civil Service Commission (ICSC).

Health Statement and Insurance Coverage: Statement of good health and demonstration of health insurance coverage should be provided by the contractor.  The Contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members.
