UNICEF Gulf Area Office 2019-2023 sub-regional programme covers Bahrain, Saudi Arabia, United Arab Emirates, Kuwait, and Qatar. Though each country has its own country-specific programme, UNICEF sub-regional programme is underpinned by two mutually reinforcing priorities: fulfilling programmes for the children of the Gulf as well as supporting Gulf based partners to serve as champions for children both in the region and around the world.

The State of Kuwait has submitted its Combined 3-6th Report on the Convention of the Rights of the Child (CRC) to the CRC Committee on November 23rd, 2018. The state-party dialogue between the CRC Committee and the State of Kuwait, originally scheduled to take place in June 2020, has now been rescheduled to the first quarter of 2021, due to COVID restrictions. In the meantime, the pre-sessional working group would e-meet in October 2020 to discuss the UN Report and NGO Shadow Report. Prior to this meeting, UN Country Team in Kuwait is expected to prepare and share its UNCT Report the latest by August 2020. The Kuwait Resident Coordinator’s Office and Kuwait UNCT will oversee the preparation of this Report, while UNICEF, who is just establishing office in Kuwait, will remotely provide day-to-day support to the drafting process.         

Preparation of the UNCT Report for the Committee on the Rights of the Child pre-sessional working group would provide the opportunity to take stock of Kuwait’s achievements and identify remaining gaps in consultation with all UN agencies active in Kuwait, as well as INGOs, NGOs, young people and children. It will provide valuable information to the CRC Committee about the main issues related to children’s rights, as well as identify points of programmatic focus for UN further work in the country. 

How can you make a difference?

The purposed of this assignment is to prepare a Kuwait United Nations Country Team Report for submission to the Committee on the Rights of the Child pre-sessional working group prior to the review of the State Party Report, on behalf of Kuwait UNCT and Gulf Area UNICEF Country Office.

Deliverables:

 

  1. Report

The report should be in English and follow the ‘UNICEF guidance for written submissions to the Committee on the Rights of the Child’ (dated March 2016). It should be a maximum of 20,000 words long and prepared in a widely consultative manner, in order to include inputs from all other members of the UN Country Team and civil society actors, and should also include the views and concerns expressed by children and youth.

 

In particular, the report should include:

  • Important informational gaps in the State Party report and new developments since the submission of the report, including laws, policies and programmes as well as research advancing new knowledge;
  • Positive developments since the previous review by the Committee, showing evidence of Government commitment to realizing the rights of children, including progress in implementing previous concluding observations;
  • Challenges and constraints in the realization of child rights, at various levels, including geographic, ethnic, gender, socio-economic and other disparities, public awareness of and attitudes towards child rights, resources;
  • Specific issues of concern to be raised with Government, including previous concluding observations and recommendations that have not been implemented
  • Emerging challenges, such as the impact of climate change, the economic crisis, migration, corporate business activities that impact on children’s rights, etc.;
  • Specific categories/groups of children, e.g. stateless children, children of migrant parents,  minority children, children in domestic labor, children with disabilities, etc.
  • Focus on the entire life cycle, including information on early childhood development and adolescence.
  • Different rights violations experienced by girls and boys.

 

The consultant will work with the UNICEF GAO in Kuwait and with all UNCT member agencies to also include the following in the report:

  • Questions the Committee may consider asking the State Party delegation in the List of Issues or during their dialogue;
  • At the end of each section, concrete recommendations on specific, feasible and realistic actions needed in order to inform the List of Issues, the dialogue with the State Party, and Concluding Observations; in particular, the report should identify 3-5 recommendations which could benefit from prioritization. These should ideally: have a multiplier effect; respond to specific time-sensitive opportunities; address a particularly grave or systematic violation; have been recurrent or long standing issues for which there has been limited traction.
  • Indications of where UNICEF and/or other UN agencies in Kuwait may provide technical assistance
  1. Compilation of relevant laws, policies, action plans and independent research pertaining to realization of children’s right in [name of country] for submission to the Committee on the Rights of the Child
  • With support from RCO, UNCT members and UNICEF GAO consultant will identify and compile all relevant laws, policies and action plans that have been developed and adopted since the submission of the previous country report to the Committee on the Rights of the Child.

 

 

Duration :

 

This contract is for the duration of 40 calendar days, over a period from 25th June, 2020 and 15th August 2020. Due to COVID 19 related restrictions the consultancy would be conducted entirely through distance working. It would, however, require frequent communication with all UNCT members in Kuwait.

 

The schedule of deliverables and payments: 1) Inception Report with detailed plan is to be submitted by 30th June, at which time 30% of the overall consultancy fee would be payable; 2) Draft UNCT CRC Report is to be submitted by 27th July, at which time 40% of the overall consultancy fee would be payable; and 3) Final UNCT CRC Report is to be submitted by 15th August, at which time 30% of the overall consultancy fee would be payable.

 

Supervisory Arrangements and responsibilities:

 

This contract is overseen and lead by UNICEF Chief of ECD in Kuwait who will also serve as the focal point for all day-to-day needs. UNICEF Gulf Office Deputy Representative and Kuwait Resident Coordinator, on behalf of UNCT, would review and approve all deliverables. UNCT member agencies would provide the consultant with contacts of their focal points who would remain available throughout the drafting of this Report. 

 

UNCT members, RCO and UNICEF GAO would provide consultant with all available materials, including recent studies, government and CSO documents and reports. Kuwait Resident Coordinator’s Office will facilitate consultant’s meetings with individual UN agencies, INGOs and GOs active in the country and would support organizing e-round tables with children and youth.

Consultant will draft the report, edit and submit the final version no later than 15th August 2020.

 

To qualify as an advocate for every child you will have…

  • An advanced degree in international law, social sciences, public policy, or other protection-related field;
  • A thorough understanding of relevant international and regional child protection instruments including the Convention on the Rights of the Child and General Comments on its implementation
  • Excellent written and verbal English communication skills and excellent knowledge of information gathering tools such as focus groups, in-depth interviews etc.
  • Ability to conduct discussions with young people and children in Arabic will be considered a major advantage
  • Ability to work under tight deadline and produce a high quality output.
  • Experience of drafting country reports or/and pre-sessional submissions will be considered as a major advantage.
