Background

UNDP in Uzbekistan in partnership with the Ministry of Employment and Labour Relations (MELR) of the Republic of Uzbekistan initiated a project “Promoting Youth Employment in Uzbekistan”. The initiative is funded by the Russian Federation – UNDP- Trust Fund for Development (TFD) under its Youth Window. The project is aimed at promoting youth employment in Uzbekistan, particularly among college and university graduates, young women, returning migrants, and other vulnerable groups by helping the Government implement a number of active labour market initiatives stipulated in the government’s medium-term Employment Promotion Programme and policies. The project concentrated its work in three major directions:

  1. Support to and promotion of youth employment through active labour market policies;
  2. Promoting youth and women entrepreneurship and business start-ups;
  3. Increasing the capacities of MELR to deliver services in support of youth employment;

To ensure successful implementation of project, it is especially important to reach consensus and partnerships among stakeholders, as well as raise awareness on youth employment initiatives, benefits of National Employment Programme among stakeholders and youth population on the whole and deliver unified message of how UNDP supports the country’s reform efforts.

Within this context, UNDP in Uzbekistan is seeking to recruit a Public Relations and Outreach Assistant to support the Project “Promoting Youth Employment in Uzbekistan” with all communication related matters. The Public Relations and Outreach Assistant is expected to be well-informed about the strategic priorities of the Government of Uzbekistan, national partners of the project, all activities of the project and lead the awareness raising, PR activities to deliver the message to intended audiences of the projects’ main results.

Duties and Responsibilities

Under the direct supervision of the Project Manager, the PR and Outreach Assistant of the project will perform the following duties and responsibilities:

  • Assist project team in establishing and maintaining cooperative relationships with national partners, government agencies, international organizations, private sector, UN agencies and other development partners, to keep them informed on Project activities and encourage for active partnership;
  • Prepare and distribute all project-related press-releases, newsletters, infographics, success stories and promotional materials to ensure projects visibility with national partners, civil society, donors, national and international mass media;
  • Design, develop and implement PR annual workplan, as well as provide recommendations on new feasible solutions for increasing overall visibility of the Project activities;
  • Liaise with UNDP CO Communications Analyst to ensure regular and timely publicity of the Project activities and outputs in the UNDP web-site;
  • Develop and submit to Project Manager recommendations on new feasible solutions for increasing overall visibility of the Project activities;
  • Assist in identifying and establishing partnership with potential stakeholders and donors, contribute to resource mobilization and reporting for joint project/sub-project activities;
  • Facilitate and assist project team in organizing and conducting various PR events including roundtable discussions, workshops, seminars and forums;
  • Take photo and video, support in developing publications and media materials, identify and coordinate services of engaged consultants and companies;
  • Ensure wide coverage of the events in the media through involvement of representatives from print and broadcast mass media to these events;
  • Ensure translation of all project press-releases, news, bulletins, follow-up stories to three languages (English, Russian, Uzbek);
  • Ensure common style and coordination of design and usage of project information in all project printing materials and publications in compliance with relevant UN standards;
  • Monitor media and supply project staff with information relevant to project activities, develop periodic reports on media coverage of project activities and results;
  • Perform other duties related to the scope of work as might be required.

Required Skills and Experience

Education:

Experience:

  • At least 2 years of progressively responsible experience in the field of PR, outreach, journalism and media communication;

  • Work experience with UN agencies or any other international development organization is an advantage.

Language requirements:

Others:

  • Prior experience of liaison with print and broadcast mass media is a distinct advantage;

  • Good understanding of strategic priorities of the Government and youth employment issues.

  • Strong organizational and communication skills, ability to work in a team;

  • Excellent editing and presentation skills

  • Ability to express ideas clearly, initiative, analytical thinking, ethics and honesty, ability to work under pressure and against tight deadlines;

  • Skills and ability to use ICT as tool and resource, photo shooting and video taking;
