Background |
Although UNDP has been in Uganda for over 50 years, its formal relationship with the Government of Uganda began with the signing of the Standard Basic Assistance Agreement on 29 April 1977. This agreement defines ‘the basic conditions under which UNDP and its executing agencies shall provide assistance to the government in carrying out its projects, and under which the projects shall be undertaken’. As Uganda’s partner of choice for development knowledge sharing, building and strengthening national capacities, UNDP continues to ensure that the achievement of the new global Agenda 2030 and its 17 Sustainable Development Goals (SDGs) remains a key item on the national agenda. Although priorities have evolved over the years, UNDP’s commitment to Uganda continues to be to empower lives and build a resilient nation. Under the leadership, guidance and direct supervision of the Resident Representative, and the day to day supervision of the Deputy Resident Representative, the Partnerships, Innovation and Development Solutions Specialist, will work with the Senior Management to spearhead the Country Office (CO) overall efforts to support Uganda’s Vision 2040, accelerate the implementation of the Sustainable Development Goals (SDGs) during the decade of action, the third National Development Plan (NDP III: 2020/21-2024/25), the UN Sustainable Development Framework (UNSCDF) and UNDP’s new Country Programme Document (2021-2025). In particular, h/she will support strategic partnership building, and implementation of innovative approaches to addressing complex development challenges in the 21st Century. In addition, the specialist will contribute substantively to UNDP’s strategic engagements on SDG acceleration through creating and promoting development solutions and providing intellectual and strategic leadership on innovation subjects. H/she will spearhead donor intelligence and build and sustain strategic partnerships with the United Nations (UN) system, the wider innovation community of practice, Government (national and sub national) institutions, Development Partners, Private Sector, Civil Society, religious and cultural institutions, and other stakeholders. The specialist will also coordinate the development, regular updating and implementation of the CO partnerships and resource mobilization strategy, tools and procedures. |

Required Skills and Experience |
Master’s degree in social policy, public policy, politics, economics, development studies or a related area. Work experience at the national or international level, including experience in partnership development and resource mobilization. Extensive experience working on innovation and applying innovation methodologies, including design thinking. Familiarity with a broad range of innovation approaches and methodologies, including but not limited to alternative finance and data innovation. Proven experience in partnership building with non-traditional partners such as private sector and academia. Proven experience working with national partners and international bilateral partners on development projects/programmes. Strong problem-solving skills. Strong capacity in the usage of MS office package (Word, Excel, Powerpoint, etc). Experience in the UN Common System or comparable international organization is desirable. |
