Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Ukraine, UN Women delivers results across its strategic priorities through its triple mandate of normative support, UN system coordination, and operational activities, mobilizing urgent and sustained action to advance gender equality and the empowerment of all women and girls. Prior to the full-scale invasion, UN Women had already been actively supporting national priorities, including women’s political participation, gender-responsive public policy, and women’s economic empowerment

UN Women’s activities in Ukraine are focused on three key thematic areas: Women, peace, security, and gender-based violence, as well as gender-responsive governance, including gender-sensitive recovery and European integration and humanitarian assistance and coordination. UN Women in Ukraine provides technical support for developing and implementing national gender equality commitments, including laws, policies and budgets, advocacy, social mobilization, and capacity-building activities to government authorities at all levels, human rights institutions, women’s initiative groups, civil society organizations, and the private sector. 

Ukraine is actively working towards Sustainable Development Goal 5 (SDG 5) for gender equality, implementing strategies like the Istanbul Convention ratification and gender-responsive national plans, but faces challenges, especially with the war exacerbating inequalities in income, violence, and resource access, despite efforts to build resilience and empower women through policies and projects by organizations like the UN and local NGOs. The State Statistics Service of Ukraine (Ukrstat) is the primary source for gender data, producing publications like “Women and Men in Ukraine”, “Social Protection of the Population of Ukraine”,  and collaborating on the EU-aligned Gender Equality Index (GEI) and “Indicators for monitoring gender equality in Ukraine – 2021” to track disparities in different spheres of life like justice, human rights, political participation,  gеnder pay gap, health, etc.

Sector-specific sex-disaggregated data is crucial for creating targeted, evidence-based policies and monitoring their implementation to achieve gender equality and unlock economic growth. Without this granular data, it is impossible to accurately identify, understand, and address the specific causes of gender disparities in different fields. The Gender Equality Facility (GEF) in Ukraine – “Technical assistance for accelerating Ukraine’s gender-responsive EU integration and Recovery” project aims to advance gender equality and empower women and girls through evidence-based interventions. Currently, gender-related data is available from multiple sources but lacks a unified structure, making analysis and reporting challenging. To address this, the project seeks to engage a consultant to summarize, group, and harmonize existing gender statistics into a coherent sector-specific framework aligned with international standards and programme priorities.

To strengthen the efforts of the government of Ukraine (GoU), UN Women will contract National Consultant to provide sector-specific expert support on grouping and interpreting gender data in the area of: agriculture, education, health, economic empowerment, political participation, justice, labour force, unpaid care and domestic service, and other relevant sector-specific topics  in Ukraine.

Description of Responsibilities /Scope of Work

Under the overall guidance of the UN Women Representative in Ukraine and direct supervision by the Programme Specialist, the National Consultant will provide support to UN Women to assist the government of Ukraine (GoU), with expert and technical support on development of the comprehensive grouping framework for available gender data, harmonize datasets, and produce a master dataset with clear taxonomy, metadata, and documentation to enable consistent analysis and reporting.

The consultant will report to the Programme Specialist, and will be supported by Programme Analyst, who will be the point of contact on the contract and payment issues.

All reports should be submitted in English and include the full set of supporting documents, such as analytical briefs, meeting notes, event reports, concept notes, agendas, handouts, and lists of participants, etc. The supporting documents can be submitted in Ukrainian.

The assignment will include, but not be limited to, the following tasks developed in coordination with the institutions of the GoU and UN Women: 

  1. Sector-Specific Gender-Related Data Bank 
  • Conduct an inventory of all available sector-specific gender-related datasets and data sources (since 2000). UN Women will provide the list of sectors of interest and detailed guiding questions; however, the Consultant is expected to explore beyond these questions, as relevant. 
  • For each source, document data coverage, formats, disaggregation levels, and quality.
  • Identify gaps, inconsistencies, and duplicates across sources.
  • Match the data sources with corresponding programme priorities and reporting requirements (e.g., SDG 5 indicators, donor KPIs), and highlight priority gaps for action.

Key output: Database file with metadata and brief report on how the data sources can support the programme priorities and reporting requirements. 

  1. Taxonomy of Sector-Specific Gender Indicators
  • Develop a hierarchical grouping structure (taxonomy) for sector-specific gender indicators (domains, sub-domains, indicator families).
  • Map existing indicators to the taxonomy.
  • Create an indicator catalogue with metadata (definitions, units of measurement, levels of disaggregation, source, frequency).

Key outputs: Document with indicators taxonomy, spreadsheet with indicators catalogue and metadata. 

  1. Data Harmonization
  • Standardize available datasets, including formats, column names, encoding.
  • Harmonize levels of disaggregation across datasets (including sex, age, geography, disability).
  • Apply grouping rules and business logic for multiple sources and time-series consistency.
  • Produce a consolidated master dataset in a tidy, analysis-ready format.

Key outputs: Analysis-ready dataset (CSV, Excel)

  1. Data Visualization and Documentation
  • Prepare sector-specific summary tables and prototype visualisations (charts, graphs, and simple dashboards in Power BI/Tableau/other tool if applicable), focusing on key highlights and trends over time and within each sector. 
  • Develop user documentation and standard operating procedures (SOPs) for dataset maintenance updates. 
  • Conduct training sessions for programme staff on using the dataset.
  • Conduct a public session for the representatives of the institutions of the GoU.

Key outputs: Tables, charts, graphs, dashboards (Power BI / Tableau / other tools); documentation for dataset maintenance; training materials.

Required Qualifications

Education and Certification:

•  Advanced (Masters) degree in statistics, data science, gender studies, or related field. 

Experience:

  • At least 2 years of relevant work experience (after Master’s degree) in the field of statistics and human rights or gender equality, governance and public administration, civil service or other related fields; 
  • Proven experience with gender statistics and SDG indicators and international gender frameworks 
  • Strong data/analysis skills (ETL, QA, metadata). 
  • Experience with UN Women and other UN agencies will be considered as an asset;
  • Experience with coordination and technical support of meetings and consultations with government authorities.
  • Strong skills in data processing tools (Excel, Power BI, or similar), and documentation/training delivery. 
  • Understanding of data ethics and safeguarding.
  • Proven experience in gender data analysis and harmonization. 

Languages:

  • Fluency in verbal and written English and Ukrainian is required. 
  • Knowledge of any other UN official language is an asset
