Background

The scope and scale of delivering health and well-being for all demands innovative partnerships and financing.

UNDP’s partnership with the Global Fund (GF), in line with UNDP’s HIV, Health and Development Strategy 2016-2021: Connecting the Dots, makes a vital contribution to UNDP’s Strategic Plan 2018-2021, the 2030 Agenda for Sustainable Development and the pledge to leave no one behind. When requested, UNDP acts as interim Principal Recipient (PR), working with national partners and the Global Fund to ensure management, implementation and oversight of GF grants, while simultaneously strengthening health institutions and systems for national entities to assume the PR role over time.

In Angola, the Ministry of Health and UNDP have had a long-standing, strategic partnership for health service delivery through Global Fund grants. Currently, UNDP is acting as the Principal Recipient for the 2018-2021 HIV Grant, in partnership with the National HIV/Aids Institute (INLS), other Government and Civil society partners. UNDP exercises its PR role in consultation with other UN agencies, bilateral donors and International Financing Institutions. In 2020-2021, UNDP will act as Principal Recipient for a consolidated HIV, malaria and tuberculosis Grant.

Most of the interventions planned in this Grant will be implemented at national level and in priority provinces based on their epidemiological burden. However, a new sub-national approach will be introduced in Benguela province. Its objective is to expand the coverage of high quality HIV, malaria and tuberculosis services for the most vulnerable populations: pregnant women, children under 5, adolescent girls and young women and key populations. To that end, UNDP will intensify monitoring & evaluation, supply chain management and technical assistance efforts at all levels of the health system in Benguela province, including community, health facility and laboratories. Lessons learned from the Benguela sub-national approach will inform the next Global Fund Funding cycle in Angola.

To help the UNDP Project Management Unit (PMU) deliver on the sub-national approach and its expected results, UNDP Angola is recruiting a Monitoring & Evaluation Specialist, based in Benguela, who will lead on the implementation of the approach.

Duties and Responsibilities

Summary of Key Functions:

  • Leadership, coordination and management of grant implementation in Benguela
  • Ensuring achievement of Grant performance targets for the province
  • Ensuring the success of the sub-national approach in Benguela
  • Knowledge building and knowledge sharing in support of national health programmes
  • Management of UNDP human resources and assets in Benguela

Under the supervision of the Senior M&E Specialist / Deputy Coordinator, the M&E Specialist will:

1. Provide leadership for the implementation of the sub-national approach in Benguela province :

  • Co-represent UNDP vis-à-vis the Provincial Government, the Provincial Health Directorate as well as in strategic partnership forums related to HIV, malaria and tuberculosis within the province
  • Develop and maintain excellent working relationships with Provincial and Municipal Health Directors in the province to ensure ownership of project/Global Fund grant implementation
  • Ensure adequate synergies between Provincial Government, Global Fund and other donor-funded activities taking place in the province which are related to HIV, malaria or tuberculosis
  • Ensure the development and implementation of detailed activity workplans to help achieve grant performance targets for the province, in collaboration with the Provincial Health Directorate focal points for HIV, malaria and tuberculosis as well as NGO Sub-Recipients
  • Ensure the development and implementation a provincial monitoring & evaluation plan including field visits to health facility and community-based activities, in Benguela’s 10 Municipalities, in close collaboration with the Provincial Health Directorate
  • Ensure the timely collection, reporting and quality assurance of UNDP/GF Project data from the province; address queries raised by the Ministry of Health Disease Programmes, Global Fund or the Local Fund Agent (LFA)
  • Monitor key grant performance indicators at provincial level and ensure that they are reported and discussed with Provincial and Municipal governments
  • Support NGO Sub-Recipient management and oversight through M&E visits and grant performance review meetings at provincial level
  • Coordinate all Project meetings and field visits to and within the province; support the organisation of visits to Benguela project sites by Luanda-based UNDP staff, the Global Fund or the Local Fund Agent
  • Support UNDP health product procurement activities, including quantification, forecasting and distribution, to help avoid stock-outs of diagnostic and treatment products in targeted health facilities
  • Identify, report and help address bottlenecks to the achievement of grant targets for the province, at health facility or community level
  • Identify and communicate risk areas in particular the risk of deviation from the implementation plan to avoid delays; formulates and implements risk assurance measures
  • Support the identification, documentation and dissemination of positive performance, success stories as well as lessons learned from the sub-national approach
  • At the request of the Senior M&E Specialist / Deputy Coordinator, contribute to periodic UNDP reports for the Country Coordination Mechanism, UN Joint Team on HIV/AIDS, Malaria and TB, bilateral partners, Civil society and the general public as and when necessary;

2. Facilitate capacity building and knowledge sharing in the area of public health implementation and use of data for HIV, Malaria and Tuberculosis, focusing on the following:

  • Provide coordination support and technical guidance to the Provincial Officers for Malaria, HIV and TB (OPMTVs) in Benguela
  • Help identify and respond to capacity development needs expressed by the Focal Points for the three Disease Programmes
  • Contribute to the design, delivery and documentation of UNDP capacity development in evidence-based public health interventions that increase the coverage and quality of prevention, diagnostic, care and treatment services for HIV, Malaria and TB in the province, including systems development
  • Support the management and oversight of international or national technical assistance coming to Benguela
  • Participate in and/or lead national and provincial technical and management trainings designed for national counterparts
  • Collaborate and help coordinate technical assistance efforts with those of other bilateral and multilateral partners operating in Benguela, including other UN agencies and bilateral partners (USAID and CDC)

3. Manage UNDP human resources and assets in Benguela province

  • Line manage a team of two (2) including an M&E and Logistics Associate and an Administrative Assistant/Driver ; develop and monitor annual performance and professional development objectives
  • In all project operations, ensure compliance with UNDP Programme Operations Policies and Procedures (POPP)
  • Ensure proper management of Project-procured assets including asset inventory and reporting;
  • Ensure proper accountability, use and reporting of Project funds.
  • Ensure comprehensive archiving of Project documentation, both electronically and physically
  • Ensure the safety of UNDP personnel and premises in consultation with UNDSS

Required Skills and Experience

Education:

Required:

  • Master’s degree in Public Health, Medicine, Economics, Business Administration, International Development, Public Administration, Social Sciences or any development related field. Bachelor degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Desirable:

  • Degree or training in case management of HIV/TB Co-infection, Malaria, especially in children under 5 years of age, pregnant women, young and adolescent women and/or key populations

Experience:

Required :

  • 5 years professional experience in HIV, Malaria and/or TB programme management
  • Experience in the use of evidence-based public health interventions in HIV, Malaria and/or TB
  • Experience working with Angola’s health sector
  • Solid project management experience

Desirable:

  • Experience with Global Fund funding and/or international Projects
  • Experience working in Benguela

Language Requirements:

Required:

  • Fluency in Portuguese, both written and verbal

Desirable:

  • Good working knowledge of English, both written and verbal
