Org. Setting and Reporting

This position is in the United Nations Development Coordination Office (UNDCO) and jointly reports to the Chief of the Partnerships Section in the Policy and Programming Branch, and the Chief of Governance and Sustainability in the United Nations Global Compact (UNGC).

The Sustainable Development Officer (Private Sector Officer) works closely with the Strategic Finance Section in the Branch and Partnerships & Development Finance Officers at the RCOs to ensure DCO and UNGC can better leverage each other’s resources and networks to increase the scale and impact of private sector, especially local business action in support of the SDGs and COVID-19 recovery.

This joint position aims to enable UNGC and DCO to each deliver stronger, more measurable impact on private sector and local business engagement for the SDGs and for COVID socio-economic recovery. 50% of the Private Sector Officer’s time is devoted to implementing DCO’s private sector engagement strategy. 50% is devoted to supporting UNGC’s UN Relations and Partnerships portfolio under the direction of the UNGC Chief of Governance and Sustainability.

The UNGC-focused elements of the position emphasize building and strengthening relationships between UNGC headquarters operations, Global Compact Local Networks, companies, UN Resident Coordinator Offices and Country Teams. The DCO-focused elements of the position aim to enhance DCO’s strategic support on private sector engagements and capacity to coordinate the work of local partnership/finance officers, among other RCO and UNCT personnel, to enable more effective collaboration with private sector and local business communities.

Responsibilities

Within delegated authority, and working closely with the Programme Officers (Partnerships & Development Finance) (International Financial Institutions) (Innovative Finance), and (UNGC); the Sustainable Development Officer (Private Sector Officer) will be responsible for the following:

• Analyzes and tracks trends relating to private sector engagement in sustainable development and contributions to the implementation of the 2030 Agenda.
• Provides technical support to the engagement of the DCO Director and UNSDG Chair with private sector actors for sustainable development, as appropriate.
• Advises the Chief of Section, the Chief of Branch, the DCO Director and UN Country Teams (UNCTs) on private sector engagement in sustainable development.
• Forges and maintains partnerships with private sector actors and UN platforms for private sector engagement in sustainable development that contributes to the work of the RC system in support of the implementation of the 2030 Agenda, including on innovative finance.
• Serves as the primary liaison between DCO, UNGC and other business networks.
• Coordinates “compliance” – i.e. due diligence processes for private sector entities, monitoring and reporting on progress for various strategies, frameworks, and directives from EOSG, UNGC’s Board, the UN Sustainable Development Group, and Member States.
• Supports Global Compact Local Networks, RCs and UNCTS to take practical steps towards enhanced collaboration
• Facilitates uptake of UNGC programmatic offerings at the local level by RC Partnership Officers and other DCO personnel to enhance the scale and impact of UNCTs work with the private sector on the SDGs
• Assists RCOs to champion UNGC and the Ten Principles in countries where the UN Global Compact does not yet have an established presence
• Promotes stronger connections between the UNGC-led “Private Sector Focal Points” and other DCO-led coordination platforms, so that local UN-business partnership initiatives can more effectively capitalize on resources and opportunities offered by UNGC and other UN entities at global level
• Coordinates monitoring and reporting on progress relating to various strategies, frameworks, and other guidance from EOSG, UNGC’s Board, the UN Sustainable Development Group, and Member States
• Closely liaises with DCO Regional Desks to ensure effective support to RCs and UNCTs on private sector matters that contributes to research, capacity building, knowledge sharing and country level efforts on private sector partnerships.
• Facilitates the work of relevant UNSDG working mechanisms and the RC system on private sector engagement for sustainable development.
• Researches, monitors and analyzes private sector sustainability and funding engagements and their viability to support new and emerging development opportunities; reviews relevant documents and reports; identifies problems and sustainable development issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
• Performs consulting assignments, in collaboration with UN agencies, the donor community, Member States; plans and facilitates workshops and other interactive sessions on private sector partnerships; assists in developing action plans that clients will use to manage change.
• Researches and analyzes private sector partnerships issues and presents information gathered from diverse sources.
• Develops draft policy recommendations on private sector partnerships issues, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, Organizes and prepares written outputs on private sector partnerships and other sustainable development issues, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. Prepares speeches and other inputs for presentations by senior staff on sustainable development and private sector and partnerships issues.
• Provides substantive backstopping to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, and preparation of documents and presentations on sustainable development issues.
• Provides substantive support on sustainable development issues to intergovernmental bodies such as the Strategic Support Group on Partnerships and Strategic Finance, the United Nations Sustainable Development Group (UNSDG) for Strategic Partnerships (especially on Private Sector) and the High-level Political Forum on Sustainable Development, the Economic and Social Council, and the General Assembly.
• Participates in or take the lead in specific inter-agency or expert task forces or working groups either internally or with outside parties.
• Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
• Designs, manages and monitors the implementation of capacity building on strategic private sector partnership issues

Education

Advanced university degree (Master’s degree or equivalent) in sustainable development, economics, public policy, public administration, finance, natural resources management, engineering, law, social sciences or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in strategic private sector engagement, partnerships and financing for development is required
Experience working within UN Development System or a comparable international organization at the country level is desirable
Experience working at the headquarters of a development cooperation organization is desirable
Field experience in development cooperation is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official UN language is desirable.
