Org. Setting and Reporting

This position is located within the United Nations Investigative Team to Promote Accountability for Crimes Committed by Da’esh/ISIL in Iraq and the Levant (UNITAD) and will be based in Baghdad, Iraq.

The incumbent will serve as Chief, Information Systems Management Unit under the overall direction of the Special Adviser of UNITAD and the direct supervision of the Chief of Analysis and Evidence, working closely with the Office of Field Investigations.

UNITAD was established by the Secretary-General pursuant to Security Council resolution 2379 (2017), according to which it is mandated to support domestic efforts to hold ISIL (Da’esh) accountable by collecting, preserving and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide committed by the terrorist group ISIL (Da’esh) in Iraq.

Responsibilities

Within delegated authority, the Chief of the Information System Management Unit will be responsible for the following duties:

• Conceptualizing, developing strategies for, and overseeing the design and implementation of major systems initiatives and technical cooperation projects; manages/oversees multiple, concurrent and often disparate tasks for projects that often involve innovative applications, dissimilar systems, as well as databases and highly complex system integration and linkages;
• Leads the execution of a digitization project aimed at supporting national authorities in developing a comprehensive inventory and searchable database of evidentiary material relevant to ISIL crimes and digitizing such material in line with international standards. Oversees the implementation of the digitization project related information management programme, monitors the progress of programme in client offices, ensures compliance with International standards and guidelines. Prepares and monitors the budget, work programs, and spending plans related to the digitization project.
• Develops innovative solutions to resolve intricate problems and lead technological changes across UNITAD and directs change management procedures within the project management framework, while providing authoritative technical and policy advice to senior managers on systems development;
• Leads and directs a team of information systems officers; plan and allocate work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs.
• Manages procurements, including conducting needs assessments and benchmarks, preparing bid documents and arranging contracts; supervises, coordinates and negotiates the services required to enable the management and operation of interdependent administrative, financial, human resources and other information systems.
• Define the formal procurement and innovation strategy for the UNITAD combining the needs of investigators, analysts, information security, evidence handlers, lawyers under an eDiscovery methodology conforming to international evidentiary standards, as well as applicable domestic legal requirements
• Ensure the confidentiality, integrity, availability, value, and security of information and evidence assets throughout the UNITAD’s lifecycle. Overseeing the establishment of an information governance strategy that conforms to international standards that Ensures the development of standards, procedures and practices to ensure a stable and effective systems environment
• Engage key external stakeholders and partners across academia, civil society, private sector, public sector and international organizations, forming partnerships where appropriate, to enhance the UNITAD’s investigative and analytical capacity and to increase operational efficiency.
• Keep abreast of developments in investigation technology, machine learning, and e-discovery fields, and assessing the need for further evaluation of new products and technologies
• Perform any other duties as required by the Special Adviser.

Education

Advanced university degree (Master’s degree or equivalent) in information systems, computer science, mathematics, law, business administration or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification in eDiscovery is desirable. Certification in project management, PMP or Prince 2 practitioner, is required.

Work Experience

A minimum of ten years of progressively responsible work experience in technology, law or investigations is required.
Experience with innovative or emerging techniques in closed and open source investigation, data protection, information security, evidence acquisition and eDiscovery is required.
Experience conducting technology needs assessments, prioritization of product backlogs, evaluating and procuring software is required.
Experience creating and managing team of investigation technology professionals within a startup context is desirable.
Experience forging partnerships and collaboratively working with the private sector, government agencies, civil society, and constituents, to address complex challenges is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in Arabic is an advantage.
