BACKGROUND
Transparency International (TI) is the global civil society organisation leading the fight against corruption. Through more than 100 chapters worldwide and an international secretariat in Berlin, Germany, TI raises awareness of the damaging effects of corruption and works with partners in government, business, and civil society to develop and implement effective measures to tackle it.
The Transparency International Secretariat (TI-S) in Berlin is seeking a (team of) consultant(s) to audit TI internal communications. The aim of the audit is to review the main internal communications channels, their content and audiences, and desired functionalities to ensure alignment with the new TI strategic direction to 2030.
OBJECTIVES
- Assess the efficiency and performance of TI’s main internal communications channels, methods, and products
- Evaluate how well-informed various parts of the TI movement are in 2020 and their desired functionalities regarding movement-wide communications in the new strategic cycle
- Conduct two focus groups, virtually, to understand what works and what does not in internal communications at TI in 2020 and what needs strengthening in the short, medium, and long term
- Conduct ten interviews, virtually, with key stakeholders to get a representative overview, observations, and experiences
- Outline up to five case studies that reflect the main usage and recommendations for improvement for key channels/products, such as Yammer as enterprise social network and “Eye on TI” as movement-wide newsletter
- Based on data gathered, create personas for targeted future communication at TI
EXPECTED DELIVERABLES AND TIMELINE
This audit is expected to be mostly desk-based, conducted remotely with a maximum allocation of 25 working days. The consultant or team of consultants are expected to submit the following to the TI-S team overseeing the audit:
- Desk review results not exceeding 10 pages by 30 September 2020
- Two focus group discussions and their report by 9 October 2020
- Ten interviews and their collated analysis by 22 October 2020
- Five case studies and personas by 6 November 2020
- Short survey in English, with translations in French/Spanish/Arabic between 10 and 25 November 2020
- Based on insight gathered through quantitative and qualitative methods, produce draft report by 30 November 2020
- Final audit report documenting all findings, recommendations, and an action plan by 10 December 2020
The methodology for the audit as well as key questions for the deliverables must be agreed by the Internal Communications Manager and the Technology Manager. The internal communications and technology teams will provide the necessary support, needed access to internal channels and data in line with the German Data Protection Law and with respect to GDPR.
The audit should use a participatory and gender sensitive approach, with respect to diversity across a global movement like Transparency International.
All presentations and reports are to be submitted in English, in electronic form, in accordance with the deadlines stipulated above. The Consultant is responsible for editing and quality control of language. The audit should abide by ethical protocols including participant confidentiality and privacy if they require that.
The TI Secretariat retains the sole rights with respect to all distribution, dissemination, and publication of the deliverables.
SELECTION CRITERIA
TI-S is inviting expressions of interest from individual consultants or a team of consultants to carry out the internal communications audit. The (team of) consultant(s) should have the following qualifications:
- Thorough knowledge and proven experience of conducting internal communication audits in international organisations, ideally with not-for-profit sector
- Proven experience in the conceptualisation and facilitation of participatory focus groups and interviews done online/remotely
- Experience with the evaluation of Microsoft Office 365 tools
- Excellent command of English at the native speaker’s level. Knowledge of French and/or Spanish is a plus
- Outstanding communication skills
- Positive, open-minded, culturally sensitive personality
REMUNERATION AND COSTS
The (team of) consultant(s) should provide their estimated total fee as a lump sum or as standard daily or hourly rates before any VAT or other charges.
