The Position:

This consultancy seeks to update the Ministry’s Strategic Plan (2018–2024) through a comprehensive evaluation of its vision and mission drivers. The consultant will analyze the existing Theory of Change, identify major implementation gaps and recommend strategic interventions to enhance MIGEPROF’s organizational effectiveness and goal attainment over the next five years.

The consultant will work under the direct supervision of MIGEPROF Permanent Secretary, and in close collaboration with the MIGEPROF and UNFPA team.

Job Purpose:

United Nations Population Fund (UNFPA) in Rwanda is seeking a national Individual Consultant with expertise in Policy or strategy development/formulation to revise MIGEPROF five-year strategic plan spanning 2025/2026-2029/2030.

A successful Individual Consultant will prepare and submit the following deliverables: Inception report or Draft 1; Draft 2: (Draft – revised strategic plan); and Final document (Revised strategic plan Final).  A five-year revised strategic plan written in English language must have following crucial elements: 

  • Clear deliverables (objectives, outcomes, outputs, indicators, targets, interventions), and direct guidance on implementation towards achieving our common goals. 
  • Situation & SWOT analysis supported by clear evidence /data for the Ministry, as well as for the sector.
  • Develop a theory of change linked to the National vision and Strategy for transformation.
  • An appropriate institutional framework for the effective implementation, coordination, monitoring, and evaluation of the revised strategic plan. 
  • M&E framework and a costed implementation plan.
  • Present drafts of the strategic plan to the Ministry’s stakeholders and final document of strategy to the Ministry’s Senior Managers for validation purposes.

Qualifications and Experience: 

Education:  

At least a Master’s degree in Economics, Project Management, Development studies, Gender studies, public policy & management, and Social Sciences with notarized copy.

Knowledge and Experience: 

  • A proven record and at least five years of relevant experience in Policy or strategy development/formulation with at least three certificates of good completion. 
  • A brief note describing how the consultant understands the current situation in areas of Gender equality promotion, child development, family promotion, and women empowerment in Rwanda. 
  • Strong conceptual and analytical skills, particularly in child development, gender equality promotion, and women empowerment areas proven by report/paper /research prepared, presented & published in those specified areas. 
  • An excellent command of the English language, both speaking and writing is mandatory; Knowledge of Kinyarwanda and French will be an added advantage;
  • Ability to work with a range of different stakeholders, including high-level policymakers, government officials, private sector and civil society organizations.

Languages: 

  • Fluency in English is required, and proficiency in French and Kinyarwanda
