Overview:

IBTCI is pursuing a United States Agency for International Development-funded opportunity in the Democratic Republic of Congo (DRC). The opportunity, Monitoring, Evaluation and Coordination Contract II (MECC II) will provide support to the USAID Regional Mission based in DRC, encompassing the DRC, the Republic of Congo (RoC) and the Central African Republic (CAR. The support will include technical and advisory services in planning, designing, conducting, disseminating, and learning from monitoring and evaluation (M&E) of the Mission’s portfolios in order to measure progress towards its development objectives and improve the achievement and sustainability of the Mission’s development outcomes. MECC II will provide services to strengthen the Monitoring, Evaluation, and Learning (MEL) capabilities of USAID/DRC staff, targeted local partners, and the Government of DRC. The Mission is developing this contract to improve upon and provide additional implementation support to the Country Development and Cooperation Strategy (CDCS) and USAID’s regional strategic frameworks through an enhanced MEL system.

To support this opportunity, IBTCI is seeking a qualified Third Party Monitoring (TPM) Manager. This is a full time position based in Kinshasa/DRC. The TPM Manager will facilitate, manage and ensure the quality of third party monitoring of USAID implementing partners’ activities, covering all of the MECC II geographic areas. The TPM manager will report to the Deputy Chief of Party. Applicants must have strong English and French speaking and writing skills.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Support the Deputy Chief of Party (DCOP) in the direct supervision and reporting of all work related to Third Party Monitoring.
  • Day-to-day responsibility for managing the TPM activities and for monitoring compliance with contract delivery requirements and USAID policies. S/he will liaise with the COP and DCOP on all technical requirements of TPM activities and all matters related to budgeting, recruitment, and subcontracting of data collection firms for these activities.
  • Responsible for developing data collection tools and facilitating training, as needed, for data collection subcontractors.
  • Responsible for planning and oversight of a detailed, high volume work plan for TPM activities, and ensuring that the staff and funds are coordinated effectively and efficiently in the delivery of high quality deliverables. This will require that some time (approximately 25-30%) is spent in the field to support the training of and/or oversee the work of Field Supervisors, Third Party Monitors and other consultants.
  • Collaborate closely with IBTCI Home Office and Field Office staff to ensure adherence to organizational program standards, procedures, and contract requirements. This will require liaising with individual program staff, consultants, and Third Party Monitoring firms.
  • Must collaborate, communicate and be transparent with USAID to clarify TPM needs and coordinate with IPs to obtain necessary documents and information for tool development, planning, and logistics to execute site visits.

Responsibilities include, but not limited to:

Work Planning and Work Plan Implementation:

  • Directly responsible for the detailed planning of all key TPM work processes from pre-deployment, through data collection and field work to post-deployment and reporting.
  • Routine monitoring of the TPM master work plan and workflow processes and problem-solving against constraints experienced in consultation with the COP and team.
  • Monitor compliance with contract delivery requirements and USAID policies.
  • Propose appropriate TPM policies and implementation strategy, and update periodically in consultation with the COP.

Quality Assurance:

  • Directly responsible for ensuring that TPM processes are executed in accordance with established protocols and guidelines, and USAID and IBTCI standards.
  • Timely and substantive review and finalization of TPM deliverables and reports for submission to USAID, ensuring that they meet USAID and IBTCI quality standards.
  • Presentation of TPM analysis and key findings to USAID and IPs ensuring that they meet both USAID and IBTCI quality standards, involving the COP and team.
  • Obtain input and approval of new/revised tools and protocols for TPM activities from the COP.
  • Approve all TPM Team deliverables prior to submission to the COP and HO.

Budgeting, Contracting, Reporting and Representation:

  • Negotiate, with the help of the Home Office, the TPM budgets prior to each Round of data collection in accordance with the terms of the contract, review and approve specific task orders for TPM subcontractors, and conduct the initial review and submission through the COP of the TPM invoices for payment to the Home Office.
  • Play a key role in the face-to-face meetings with the TPM subcontractors to ensure they are meeting USAID and IBTCI quality standards, and that they receive regular feedback regarding their work and inputs.
  • Review and approval of TPM monthly budget projections.
  • Develop analytic framework to identify trends, key findings, outliers and lessons learned per each round of TPM activities.
  • Prepare periodic Synthesis and Analysis Reports for selected IPs, working with the COP and Learning Specialist.
  • Plan and lead the preparation and delivery of regular USAID presentations with the input of the MV&R Manager and team.
  • Key point of contact for TPM activities in the absence of COP.

Technical responsibilities include, but not limited to:

Consultant and Third Party Monitor Management and Capacity Development:

  • Take the lead in the day-to-day supervision and management of the performance of TPM contractors (TPMs subcontractors, report writers, other consultants etc.), including development of scopes of work, selection, procurement, budgeting and performance monitoring with inputs from the Chief of Party.
  • Manage any STTA assignments relevant to the delivery of MV&R obligations.
  • Develop and assist in the delivery of training in the field and in Kinshasa for TPMs subcontractors, Field Supervisors, and Report Writers.
  • Develop the skills and capacities of the TPM Team members.

Additional Duties/Tasks and Responsibilities:

  • Represent IBTCI to the client and, where possible, in conferences and workshops.
  • Other duties/tasks as assigned.

Qualifications

Minimum Requirements:

  • Approximately seven (7) years of experience in program management and contract compliance.
  • Strong organizational skills, analytical capabilities, able to work in a fast-paced environment, demonstrated ability to handle multiple tasks.
  • Excellent verbal and written communication skills in English and French.
  • Familiarity with standard/office IT applications including program management software.
  • Demonstrated previous involvement in research or monitoring and evaluation projects.
  • Demonstrated ability to produce and edit reports and technical documents.

Education: Bachelor’s degree required; advanced degree preferred.

Preferred Knowledge, Skills and Abilities:

  • Demonstrated skills in working collaboratively with others to create and maintain a team environment and culture.
  • Familiarity with financial systems and administrative procedures, ideally with USAID or USG.

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This position requires the incumbent to be mobile and agile at a moment’s notice in case of emergency. This is largely a sedentary position that requires the ability to speak, hear, see and lift small objects up to 20 lbs.

Supervisory Responsibility: The TPM Team Members and subcontractors will report to this position.

Travel: An average of 25% to 35% travel for project implementation and/or project management. Percentages may vary depending on portfolio needs). International travel may be required and may include travel to fragile and/or conflict-prone zones.
