    Organizational Setting and Work Relationships

    The Chief of PSP MENA is part of an international team of Private Sector Partnership (PSP) experts that are expected to co-ordinate, advise and support PSP markets in the region they are based.
    The incumbent serves as the Global Advisor and Liaison person between the assigned country offices/National Associations in the regional grouping and PSP, HQ and the MENA Bureau.

    S/he will have global management responsibility initially for existing markets in the MENA grouping currently including but not exclusive to the UAE, KSA, Qatar, Kuwait, Lebanon, and Egypt could also be called on to develop new markets in the MENA Region and support other MENA programs as needed.

    PSP MENA is playing an integral part in the global PSP goal and strategy to raise 1 Billion USD annually by the year 2025. The region is expected to yield approximately 10% of this amount, being part of a group of markets that aims to raise 100M USD in 2025, and grow this figure sustainably every subsequent year.

    Furthermore PSP MENA has initiated, developed and implemented a global strategy for the institutionalisation and proliferation of an Islamic Philanthropy program. The incumbent is expected to oversee this development of the program globally and ensure its methodical growth as one of the strategic pillars that PSP is adopting globally as of 2019.

    The Chief of PSP MENA will be coordinating closely with regional offices and functions and represent the PSP Head of Service in the pursuit of delivering PSP plans and strategy.

    In addition, the incumbent will lead and be responsible for the performance and development of all employees under his/her care.

    S/he will, further, cover the full spectrum of managerial oversight, manage performance and monitor the adherence of PSP Country Operations to UNHCR¿s rules and regulations, monitoring, identifying and addressing any emerging issues and risks as appropriate. The incumbent also promotes a culture that is results-oriented, efficient and based on trust and pursues measures to ensure that inclusion, gender balance and diversity are taken into due consideration in staffing, resource allocation and representation at all levels throughout the areas of responsibility.

    Finally and as a key custodian of the organization¿s standards of conduct, the incumbent will proactively establish a working environment where all personnel feel safe, heard, equipped and empowered to speak up; demonstrate no tolerance for sexism, gender inequality, discrimination of any kind, abuse of power, harassment or sexual harassment; foster ongoing dialogue on those matters; take seriously all issues of inappropriate behaviour and actions reported, whether formally or informally; and seek guidance and support as necessary to ensure that appropriate follow-up is taken, working on the basis of zero tolerance for any form of misconduct.¿

    All UNHCR staff members are accountable to perform their duties as reflected in their job description.     Duties

    • Represent the PSP Head of Service in all matters related to PSP strategy and functionality in the MENA region.
    • Ensure the existence of a regional PSP strategy for MENA that is in line with and supports the global vision.
    • Oversee the Islamic Philanthropy Strategy and execution globally.
    • Oversee the development of and sign off on PSP Annual Plans, Budgets and Reports, ensuring a results oriented approach.
    • Understand the intricacies of a complex region such as MENA and the impact of geopolitical events on the performance and results of the regional PSP operation.
    • Be prepared to react and have ready contingency plans to any situations that ensure optimal performance of PSP MENA in its pursuit of global goals.
    • Stay abreast of and prepare for any challenges that may arise which could impede PSP vision.
    • Oversee the relations with key regional private sector donors / supporters, including regional corporate partners, high net worth individuals and trusts.
    • Account for the Unit any application to the National Growth Fund (NGF) in line with Annual Plans and opportunities arising in each market.
    • Manage and ensure timely reporting on UNHCR¿s PSP investments in the regional grouping (including through the NGF).
    • Serve as advisor to the Head of PSP service and regional heads and representatives on all matters pertaining to private sector engagement, partnerships and fundraising.
    • Recommend and oversee any new market entry in the region and analyse the competitive environment (key performance indicators) to monitor PSP performance and make recommendations to the Chief, PSFR Operations.
    • Approve forecasts and reporting within the regional grouping and report on performance; evaluate the fundraising effectiveness within the regional grouping and making timely recommendations to achieve or surpass targets.
    • Elevate the standing of UNHCR among private sector actors in the region as well as among public opinion through strategic vessels such as high profile corporations, business leaders and opinion influencers.
    • Provide support, advice and training (including skill-shares and meetings) to PSP partners on testing and implementing – PSP techniques as well as regional guidelines and tools where necessary.
    • Act as focal point for PSP international working groups, task forces, special projects and other strategic and management tasks as and when required.
    • Ensure that staff and financial resources are managed efficiently and are matching with operational requirements.
    • Serve and support the local/regional offices in any matters that may arise that require senior leadership.
    • Perform other related duties as required.

    Minimum Qualifications
    Education & Professional Work Experience
    Years of Experience / Degree Level
    For P5 – 12 years relevant experience with Undergraduate degree; or 11 years relevant experience with Graduate degree; or 10 years relevant experience with Doctorate degree

    Relevant Job Experience

    Essential:

    • Minimum 10 years previous relevant work experience with 5 – 8 years¿ private sector fundraising experience in a not-for-profit organisation or an international organisation or a marketing/fundraising consultancy firm at an international level.
    • Proven expertise and up-to-date knowledge in existing and new PSP techniques including direct marketing and direct response fundraising, telemarketing, monthly donor programmes such as face-to-face, mass appeals, major donor fundraising, e-fundraising and emergency fundraising.
    • Experience in starting up PSP programmes in new markets.
    • Proven ability to meet fundraising targets.
    • Current market knowledge of PSP in the MENA region is essential.
    • Proven expertise and up-to-date knowledge in existing and new PSP techniques including direct marketing and direct response fundraising, telemarketing, monthly donor programmes such as face-to-face, mass appeals, major donor fundraising, e-fundraising and emergency fundraising.
    • Experience in starting up PSP programmes in new markets.

    Desirable:

    • Knowledge of humanitarian assistance and UN environment preferred.
    • Understanding of the complexities of working with an international organization with multiple geographical operational sites.
    • Capacity to manage multiple stakeholders, an aptitude for formal and informal networking; and to build trust with internal and external partners.
