How can you make a difference?

The Education Section, UNICEF Thailand Country Office is seeking an individual consultant to provide support to achieve the results of the EU-UNICEF initiative to help children affected by migration have better access to education service. This includes coordinating with government (central and local level), schools and other relevant agencies in terms on planning, management, logistics, and technical support to ensure the efficacy and effectiveness of the partnership, policy/public advocacy and programme implementation.

Nature of Consultancy:

The EU-UNICEF Protecting children affected by migration in Southeast, South, and Central Asia -initiative is a 42-month programme (2018-2021) with the overall objective that children affected by migration are effectively protected and their rights promoted. This includes enhancing policies and procedures that provide better access to basic service (e.g. education, health, legal aid) of all children affected by migration.

The purpose of this consultancy is to support UNICEF Thailand Education Section to plan, implement and monitor the education component in the EU-UNICEF initiative to achieve the results in identifying gaps and enrolling migrant children in the public-school system. The responsibilities of consultant are:

Developing advocacy material and generating evidence of what works through case studies and field work with local education authorities and schools.Partnership with local education authorities and schools to plan for, implement and monitor enrolment of migrant children in the public-school system and initiatives to improve their learning.Developing and strengthening public-private partnerships between private sector and local education authorities and schools to enroll and support the learning of migrant children.Managing and monitoring school based activities to address barriers to integration for migrant children.

Work Assignment:

In support of the EU-UNICEF initiative of Education Section and under general guidance of Chief Education, the consultant will undertake the following work assignments:

Support education section to design and implement the migrant education programme.

Oversee the development of case studies of schools and local education authorities successfully enrolling migrant children including the translation, layout, editorial and ensuring publications are published on timely manner.Support education authorities in Tak to implement, monitor and report on the programme addressing barrier to integration for migrant.Support education authorities in Chiang Mai to enroll and support the learning of migrant children and to identify cost effective and sustainable ways to provide education to all migrants.Analyse barriers to enroll children living in construction sites in Bangkok Vicinity and develop the concept note to address specific barriers based on the analysis.Monitoring and reporting the progress of the programmes through desk review and field visit, providing recommendations to improve the quality of services.

Support education section for policy and public advocacy for inclusion of migrants in existing education schemes and funds (including through legislation) and greater investment for schools enrolling migrant children.

Gather relevant data and information as well as existing evidence to support inclusive education and greater investment for disadvantaged children including migrants, prepares background material, working papers and tables for briefing and review sessions as may be required by section.Coordinate with government officials and non-government organization on the various opportunities to advocate for inclusion of migrants in quality education services.Coordinate and provide materials, content and support to Communication Section on the topics related to migrant education for advocacy.

Provide technical and logistic support to education section

Completing and organized filing of administrative-and program-related materials, correspondence and other official documents.Taking Minutes of meeting in the Education events and provide support to the Education Officer as required.Coordinating with common service unit in processing required administrative support in relations to migrant education programme and activities.

Work Schedule and Deliverables:

Against the main tasks as highlighted above, the consultant will prepare a monthly progress report, highlighting main tasks undertaken, completed that will be endorsed by the section head for monthly payments. Progress report should include reference to overall progress vis- -vis the following outputs.

Case studies report development.Dissemination of evidence on effective ways to enroll and support learning of migrant children.500 students in schools that enroll migrant in Tak have increase understanding of global citizenship.Partnership with Chiang Mai education authorities expanded to support the enrolment of 550 migrants in public schools.Public-private partnerships between private sector and local education authorities and schools strengthened with at least 5 new schools in Chiang Mai generate partnerships with private enterprises.The programme document to address specific barriers to enroll migrant children living in construction sites in Bangkok Vicinity developed.

Estimated Duration of Contract:10 months, starting 6 January 2020.

Official Travel: Travel within Thailand to support project implementation and to attend the meetings.

Qualifications or Specialized Knowledge/Experience Required:

Minimum undergraduate education with at least 5 years experience on Education, Social Studies, Public Administration, or related filed.Experience of working with local education authorities and teachers is preferred.Strong experience in providing logistical support for travel, events, seminar, workshops and meetings.Strong English and fluent Thai communication skills.Decision-Making: strong problem-solving abilities, takes initiative, drives for results, ability to prioritize work, communicates problems and proposes solutions, as appropriate, organized.Execution: Sense of urgency and responsibility, meets deadlines, flexible work style, ability to multi-task, prioritize and work under pressure, detail oriented.Computer proficiency in MS Word, Excel, Access, Outlook, Internet search skills, PowerPoint.Ability to work independently and as part of a team.Thai National only.
