1. About Christian Aid

Christian Aid is an international development organization working globally for profound change that eradicates the causes of poverty, and striving to achieve equality, dignity and freedom for all, regardless of faith or nationality. We work with partners to implement integrated and innovative programs to end poverty by addressing the underlying causes. In Kenya, we focus on 4 thematic areas including: health and nutrition, climate change and energy, inclusive markets and humanitarian and resilience.

2. Project Background

Christian Aid secured funding from Climate Justice Resilience Fund (CJRF) in 2019 to implement a project titled; ‘Strengthening Pastoralist Community Resilience to Climate Change in Marsabit and Samburu Counties, Kenya’. The goal of the project is to enhance the climate resilience and adaptive capacity of communities in the two counties through capacity building of communities to meaningfully participate in county planning and budgeting processes, capacity building of community based institutions on natural resources management, supporting livelihoods diversification and contributing to development of legislative framework around natural resources management and climate change.

The project lays special emphasis on involvement and participation of women and youths in climate change governance and natural resources management. Climate change affects men, women and youths differently depending on their roles and responsibilities in the households and communities. As a result, men, women and young people are likely to have different priorities when it comes to responding to climate change. Women and youths’ needs are often marginalised because of social and cultural factors that reinforce structural inequalities. Moreover, their effective participation in public or community engagements is limited. The project has continually made deliberate efforts to ensure their voices are captured and their priorities recognized to enhance their resilience to climate change and climate related stress. It’s against this background that the project intends to conduct a study to assess what is working well and what’s not and advise on whether to continue with interventions as planned or to adjust. In addition, the study will provide the project with critical evidence that will be used to inform policies in the two counties as well as contribute to the global discourse on gender and climate change action. Furthermore, it will generate learnings and recommendations for future programming

3. Specific tasks

The specific tasks for the study will include;

· To examine the extent to which the project has achieved its objective to enhance meaningful participation of women and youths in the planning and budgeting for Climate Change Adaptation in Marsabit and Samburu Counties.

· To assess the factors that inhibited or facilitated the achievement of the objective above of enhancing meaningful participation of women and youths.

· To interrogate the integration of women and youths in all legal framework both at county and national levels relating to natural resources management and climate change including but not limited to the 2010 Constitution, EMCA 1999, National Climate Change Action Plan, Marsabit and Samburu Counties’ Climate Change Policies and Laws among others. (Focus is on level and ways of integration, roles/responsibilities and gaps)

· To identify and assess strategies employed by different actors in the climate change and natural resources sector to integrate gender and age concerns/issues and their participation and involvement in decision making and actions at national and county levels

· Interrogate involvement and participation of women and youths in informal/ indigenous institutions decisions making processes and actions in natural resources management in Marsabit and Samburu Counties.

· Explore the barriers to youths and women’s participation and involvement in decisions and actions related to natural resources management and climate change issues

· Explore and make recommendations on practical ways for youth and women involvement and participation in natural resources management and climate change issues

· Develop policy briefs for further advocacy on women and youths participation and involvement in decisions and actions relating to natural resources management and in climate change governance.

· Develop a community-based learning tool that can be used by stakeholders in government, community members and civil society organisations to identify gender-responsive and climate-specific priorities of women and young people, and how well those priorities are being met.

4. Project Site

The study will be conducted in the project implementation sites including Laisamis, North Horr, Moyale and Saku Sub-Counties of Marsabit County and Samburu East, Samburu West and Samburu North Sub-Counties of Samburu Counties.

5. Methodology

An appropriate mix of quantitative and qualitative methods will be used to gather data/information, to diverse perspective to the study, and to promote participation of different groups of stakeholders. To maintain the quality of the data, all quantitative data will be collected using digital data gathering devices. All data, both qualitative and quantitative must also be disaggregated by location, age, sex, disability. All raw data collected will be shared with Christian Aid. The consultant must propose a methodology and plan for the study which will be approved by CA Program and Monitoring and Evaluation staff

The consultant (s) will be expected to:

· Participate in briefing and consultation meetings to discuss the assignment, become familiar with the Strengthening Pastoralist Communities’ Resilience to Climate Change Project and to collaborate with the CA project and partner staff and other project implementing partners on the development of the study design and implementation plan.

· Develop in collaboration with CA and partners a detailed data collection and analysis plan, including plans for pre-testing tools, meaningful participation of partners and community, sampling methodology, implementation of data collection in the field; qualitative and quantitative data analysis and reporting.

· Develop in collaboration with CA and partners, rigorous and robust, qualitative and quantitative data collection tools that can gather reliable and replicable data on each of the project indicators (sample tools to be developed, shared and approved by CA prior to data collection).

· Lead data collection in the field including designing and leading key informant interviews and focus group discussions where applicable; designing and leading surveys; training research assistants/enumerators; monitoring and ensuring data quality and research ethics of research assistants.

· Analyse data in a rigorous, robust manner using appropriate statistical and qualitative analysis techniques.

· Draft a high-quality study report. The report must be written in good quality English and must include robust and detailed analysis of data findings.

6. Expected Outputs (Deliverables)

The Consultant is expected to produce the following key outputs

· An inception report with a detailed methodology, tools to be used to gather data/information, quality assurance mechanism of data collection, sampling, pilot testing, ethical considerations, roles and responsibility of team members, key milestone, detailed work plan and budget.

· Original and cleaned data sets including field notes, audio tapes and transcribed material

· A policy brief with recommendations and further policy options aimed at enhancing participation of women and youth in natural resources management and climate change affairs

· Draft report and community-based learning tool to Christian Aid for discussion and comments

· Final report incorporating feedback from CA and other stakeholders

· A simplified report for dissemination

7. Duration of the assignment

The consultant is expected to carry out the exercise within 21 working days with the exercise starting from 15th September 2020 and submitting the Draft Report by 15th September 2020 and the final report not later than 30thth October 2020. The consultant will be responsible for the overall management of the assignment and the production of the final report.

8. Qualifications of the Consultant

The consultant (s)/consultancy firm must have the following qualifications and experience to be eligible for this assignment:

· The lead consultant must have a technical background in Climate Change, Disaster Risk Reduction or related field, (at a minimum of master’s degree level).

· The lead consultant (s) must have demonstrated experience and expertise in designing and managing such studies for similar projects and in delivering agreed outputs on time and within budget.

· Experience in conducting studies with a gender focus is an added advantage.

· Demonstrated experience and expertise in implementing rigorous research using Quantitative and Qualitative evaluation methodologies.

· Understanding and experience working on Climate Change governance in Kenya is a key requirement for this assignment.

· Demonstration of good knowledge of the context in Marsabit and Samburu County is an added advantage.

9. Reporting

The consultant will report to the Programme Officer and will work closely with the M&E Assistant.

10. Protection of beneficiaries and other participants

Christian Aid has a Safeguarding Framework that includes the Code of Conduct which has been developed to guide the conduct of all those connected with the activities of Christian Aid including consultants in a manner that avoids possible conflicts of interest with our values of dignity, love, equality and justice and ensure maximum protection of Christian Aid programmes and programme participants. In this regard, it is the responsibility of the consultant to demonstrate commitment to strictly adhere to Christian Aid’s Code of Conduct. Any candidate offered a contract with Christian Aid will be expected to sign the Code of Conduct as an appendix to their contract. By doing so, candidates acknowledge that they have understood the contents and agree to conduct themselves in accordance with its provisions.
