  1. Introduction

Johanniter-Unfall-Hilfe eV. is a German International Humanitarian Non-Governmental Organization that provides international assistance through its Johanniter International Assistance department and its country offices. Johanniter International’s 2027 Strategic Programme objectives include Health, Livelihoods, and Disaster Response and Preparedness for communities affected by conflict and disaster.

Johanniter International Assistance in Kenya began its work in 2011, initially supported nomadic communities by providing immediate humanitarian aid. Since then, we have expanded our aid together with partner organizations and support affected communities in developing sustainable and climate-adapted agriculture, diversified income opportunities, and securing water supplies.

  1. Project Background

Nasinyono is a community of 750 households in Turkana West Sub County, which, along with many other locations in Turkana County and within the arid and semi-arid lands of Kenya, is very prone to droughts. The most recent drought ended in May 2024 following 5 failed rainy seasons, affecting the community’s access to water for themselves, their livestock and for crops. The Nasinyono population are pastoralists who are beginning to engage in small scale farming to increase their access to a wider source of foods and to increase their resilience in times of drought.

In a previous BMZ funded project for providing water to livestock and for irrigation of agricultural pastures, a water pan was installed to strengthen the communities’ resilience through farming activities.

Whilst the water pan has remained with water since the long rains of May 2024, it is forecasted that the rains will fail once again in the future, and as such, it is important that the water is retained as best as possible.

For this reason, once the water pan has emptied, we propose to remove all debris and silt to prepare the water pan for the installation of a dam liner to reduce seepage of water into the ground and to increase the length of time the water is retained for.

This work will be overseen by the Turkana County WASH Engineer, in liaison with a Johanniter contracted WASH Consultant Engineer and by Johanniter’s implementing partner, AICHM.

Project objective: Improving the availability of water for agriculture through the installation of a water pan dam liner in Nasinyono community by December 2026.

Purpose of the Consultancy

  1. Support Johanniter in the reviewing of the water pan tender documents received and advice on engaging an ideal water pan contractor.
  2. Ensure the contractor complies with the terms of the contract, safety, and environmental requirements and the specified technical requirements for the construction of the water pan and irrigation system.
  3. Provide technical oversight to the contractor in collaboration with the Turkana County WASH Engineer and ensuring all required standards for desilting and debris removal from the water pan and preparation and installation of the dam liner are met

Timeframe of the Consultancy

Expected Project duration: 7 days in March 2026.

Scope of Work

Under the supervision of the Johanniter International Assistance Programme Manager, the WASH Engineer will be responsible for carrying out the following functions and tasks;

  1. Together with Johanniter International Assistance team, review and evaluate the tender submissions for the desilting and removal of debris from the water pan and preparation and installation of the dam liner and assist in the selection of the ideal contractor.
  2. Ensure the contract complies with safety and environmental requirements and the specified technical requirements for the for the desilting and removal of debris from the water pan and preparation and installation of the dam liner

Expected Output and Deliverables

  1. Support Johanniter team in selection of an ideal contractor to install a dam liner to a water pan.
  2. Submission of a final report to Johanniter providing a complete overview of the work done, follow-up activities for monitoring, challenges and any other information deemed relevant.

Johanniter International Assistance (JIA) Responsibilities

  1. The JIA Programme Manager will provide the WASH Engineer with the relevant available data, reports, feasibility study on the water pan and any other required secondary information.
  2. JIA and its partner (AICHM) will provide contacts of relevant Ministry Departments in Turkana County if needed.

Minimum Qualifications

The proposals submitted must;

  1. Masters’ degree in Civil Engineering, Water Engineering or related field.
  2. 10 years of experience in WASH
  3. Registration with a relevant professional body (Engineer Registration Board)
  4. Previous experience designing, constructing and supervising water pans and setting up of irrigation systems in drylands is ESSENTIAL.
  5. Experience working with International INGOs and County Governments in WASH and infrastructure projects in Kenya is also an advantage
  6. Experience working with Local Communities and structures in WASH related projects.
  7. Ability to meet the agreed timeline and provide technical feedback during the implementation period.
  8. Excellent communication skills.

The proposals should include:

  1. The consultant’s CV
  2. Detailed financial proposal, linked to the work plan
  3. Detailed technical proposal/methodology and approach to be used to execute the assignment and work plan.
  4. Attach copies of contracts for three previous certified completed assignments
  5. Provide full contact details of three professional referees
  6. Attach copies of academic certificates and Professional membership certificates from the Kenyan Engineer Registration Board
  7. Attach Valid copies of KRA PIN and Tax compliance certificate
  8. Detailed Financial proposals should be in Kenya Shillings.
  9. Detailed work plan and timeline of key deliverables
