Job Technical Specialist (Protection)
The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Port Sudan, and White Nile. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.
POSITION PROFILE
Overall purpose of the role:
Under the supervision of the Chief of Party, the Technical Specialist contributes to the development and implementation and the technical coordination of the FCDO funded consortia programme in Sudan. He/She is responsible for coordinating high-quality technical services, in close collaboration with consortium partners. To this aim, the Technical Specialist will support the enhancement of risk mitigation, response and prevention activities especially contextualization of social norm methodologies, harmonization and rollout of tools, guidelines and SOPs for case management, coordinate continuous capacity building and ensure standard donor and data analysis/reporting methods (in collaboration with PIM Specialist and MEAL) are in place for these activities. Additionally, the Technical Specialist will support harmonising Safeguarding mechanisms and processes
.DUTIES & RESPONSIBILITIES
Main Responsibilities:
Responsible for providing coordination and direction to the Consortium on technical activities Ensure the consortium has a coherent technical strategy that responds to the requirements of people the project intends to support, with necessary safeguarding measures in place Provide regular technical support and guidance to Consortium Technical focal points to strengthen the capacity of protection teams in delivering high quality GBV mitigation, prevention and response In collaboration with the Consortium Technical focal points and in alignment with Sudan GBV AoR guidance, coordinate, harmonise and roll out GBV case management SOP (including Cash for Protection, individual PSS and referral mechanism) as well as guidance on RESCUE pot and other related tools In collaboration with the Consortium technical focal points enhance GBV prevention efforts especially through supporting the coordination of contextualizing and overseeing social norm methodologies Support partners in the set up and development of WGSS SoPs, use of PSS curricula, gender-sensitive awareness raising messaging and community engagement Ensure a minimum standard of capacity and awareness on GBV referrals across protection teams (including sensitive legal cases) and other sector teams to reinforce the effectiveness of the more specialized staff response Ensure Do no Harm through coordinating and harmonising effective coaching, mentorship, and trainings required for implementation – ensuring ToR and monitoring is in place for various capacity development initativies across the delivery chain Undertake field visits to monitor the quality of implementation and provide technical advice and customized and needs based capacity building to protection staff In collaboration with PIM Specialist Ensure that ethnical, consistent and sound data collection management systems are in place for GBV protection activities, ensuing availability of data analysis for informed decision making and project design; Support consortium technical focal points with the adoption of standardized methodologies (including those developed by consultants or internally) related to GBV, including associated monitoring and evaluation mechanisms; Responsible for reviewing and collating the technical activities for donor and other external reports (as required) Stay abreast of developments that have an impact on the protection environment in Sudan and provide ongoing analysis on key issues on a regular basis. Identify challenges, bottlenecks and quality concerns and risks of doing harm related to GBV programming and escalate when needed, while taking lead on identifying possible solutions Serve as PSEAH/Safeguarding focal point for the consortium management unit
Capacity building
Lead the coordination, and when requested, development and delivery of participatory training materials, for downstream consortium members with ongoing coaching, mentorship, and training required for implementation of GBV programming Deliver or ensure that consortium members deliver and monitor regular trainings on Safeguarding, PSEAH and responding to GBV disclosures to partners In coordination with the Protection Consortium focal points, assess training and development needs within the consortium, develop a capacity building plan, including the development of and coordinate delivery of training materials to further build the capacity of protection downstream partners to undertake all necessary steps of the proposed programme In collaboration with the MEAL Co, establish processes, systems and learning events within the consortium
Project Design/Project Cycle Management
In close coordination with the Consortium Protection Technical focal points contributes to the development and implementation of the HOPE project, as well as the harmonization and rollout of tools, SOPs and guidelines with a particular focus on GBV; Work closely with the MEAL Coordinator on keeping track of indicators and outputs Monitor technical work plan and keep partners accountable to program commitments, ensuring program quality standards are adhered to per GBV minimum standards, relevant SoPs and approved logframe. Provide strategic recommendations on linkages for GBV programming and GBV risk mitigation with other sectors (e.g. women’s access to assets and livelihoods); Develop GBV risk analysis and ensure its contribution to the wider Protection Analysis to inform conso0rtium Protection Strategy Work closely with Protection Teams on identification of GBV needs of communities and gaps in Protection services within consortium’s areas of intervention; Support development of guidance on communication with communities’ mobile modalities, integration of protection with other core sectors, and ensure application of a participatory, community-based approach; Coordinate the development of and provide technical input into the development and implementation of relevant SOPs and technical standards; Maintain and overview of project activity level risks, consolidating agency specific risks at the consortium level, ensuring all risks have appropriate ownership, are monitored and mitigation and response measures are in place. In collaboration with the PIMS Specialist, oversee and manage the analysis of joint protection data, strategies – contributing to the development of quality reports or dashboard information to adjust programming intervention or support advocacy efforts Support the set-up of a harmonized interoperable protection information management system that facilitates data sharing and coordination across the consortium and feeds into the protection cluster. Review and support the consolidation of techical components for donor or other techical reporting by providing field specific context analysis technical sector specific analysis, beneficiary information, and technical feedback
Coordination and Representation
Lead the coordination of the GBV Technical Working Group within the consortium, ensuring key information on the project is available to Protection Technical focal points of the consortium, ensuring decisions are documented, followed up and taken to support the effectiveness of the consortium. In collaboration with partners and relevant actors, facilitate and coordinate any other regular consultations/ workshops and conferences/meetings – acting as the focal point on GBV issues with the donor Act as the technical point to Donor visits, including briefings, visits and other engagement with senior stakeholders, including UK ministers – supporting the Chief of Party in drafting tehcnical related talking points and accompanying visits as necessary Coordinate joint technical work plans, and where necessary link to advocacy interventions Coordinate the technical contributions/involvement of the consortium partners, ensuring mechanisms are in place for regular feedback and adjustments Active participation in, contribution to and representation in GBV AOR, PSEAH Network or other relevant bodies, including working groups and other meetings related to GBV and gender; Coordinate internally and externally with relevant actors to ensure teams are applying updated service mapping for effective referrals when requested by a client; Ensure that the consortiums work is coordinated with efforts of other agencies, ensuring the specific needs of vulnerable communities are being addressed; Feed into national clusters via the necessary Technical focal points, in particular regarding context, needs and possibilities for coordination; Ensure a collaborative approach empowering local actors in decision-making
SKILLS AND EXPERIENCES
Proven experience of at least 5 years in humanitarian protection and GBV programming in Sudan Experience in undertaking gender analysis using secondary data and developing gender sensitive assessments and monitoring tools Knowledge of and experience with Information Management for GBV including understanding of conducting data collection within case management and community engagement activities, and data analysis. Proven experience in capacity building on Psychological First Aid (PFA) and Psychosocial Support (PSS) at level 3 of IASC MHPSS pyramid, in accordance with Interagency GBV Case Management Guidelines. Experience providing technical guidance, developing and delivering participatory training/capacity building; Understanding of PSEAH/Safeguarding concepts and mechanisms Experience in report writing, data/information analysis, and MEAL with excellent writing skills in English Proven strong communication, coordination negotiation, and representation skills; Strategic analytical thinker with the ability to quickly develop good insight and understanding of the conflict, protection situation and the political environment of the programme Knowledge of Gender and Protection mainstreaming, AGD, PwSN and AAP approaches; with knowledge of International Humanitarian and Human Rights Laws and International standards relating to the protection of IDPs and refugees preferred Able to work confidently using his/her own initiative whilst also able to work flexibly with a diverse team which is remotely based – preferably experience working in a consortium environment

EDUCATIONAL QUALIFICATIONS:
University degree relevant to humanitarian work, preferably in law, social work, gender studies, social sciences or humanitarian aid

Other: Ability and willingness to travel to areas of implementation (currently within North Darfur, Central Darfur and North/South Kordofan, Khartoum) – therefore holds a valid passport
