The mission of WHO’s Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The objective of the Strategic Health Operations Department is to ensure the establishment of strong emergency management system at all three levels of the Organization (based on incident management), implementation of operations and services according to agreed standards, and availability of a strong logistics and operational support capacity. The Department prioritizes support to the most vulnerable and low capacity countries.

DESCRIPTION OF DUTIES

Within the delegated authority, the incumbent is assigned all or part of the following duties which are performed according to the needs and agenda:

  • Develop methods and plan including data collection tools for revising the PHEOC Framework.
  • Collect information and conduct data analysis to update the PHEOC Framework.
  • Support the development of EOC-NET and working groups, such as [email protected] mailbox and membership SharePoint, planning and conducting WG meetings and conference calls.
  • Contribute in capacity-building, including training and exercises to strengthen operational capacities of WHO and partners .
  • Contribute to development of EOC policies, technical standards, guidelines and Standard Operating Procedures (SOPs).
  • Provide direct support to Member States and International Organizations when required.
  • Perform all other related duties as assigned, including literature reviews and operational researches.

REQUIRED QUALIFICATIONS

Education

  • Essential: A university degree in medicine/science/public health.
  • Desirable: An advanced level degree (MA orPhD) in a public health related subject.

Degree or certificate in emergency management is an advantage.

Experience

  • Essential: Minimum of five 5 years of experience in public health research, at least two of which are with an International Organization, ideally WHO.

Experience in conducting systematic reviews and other research on EOCs. Experience in EOC-NET and its working groups.

Knowledge and experience in SharePoint. Proven skills in communication with WHO and its partners. Experience in preparing for and delivering EOC training. .

  • Desirable: Experience in public health emergency operations, monitoring and evaluation is an advantage.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,962 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4222 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
