    Job Title: Technical Lead, Integrated Early Childhood Development (IECD)
    Reports to: Chief of Party

    Background

    Catholic Relief Services (C RS) was founded in 1943 by the United States Conference of Catholic Bishops to assist the poor and disadvantaged. CRS returned to Cambodia in 1991 and currently works in the sectors of Health and Education with approximately 15 Partners. CRS head office is located in Phnom Penh. CRS Cambodia is the hub office for Southeast Asia programming, including Myanmar, Laos, and Vietnam.

    CRS will be submitting a proposal for an anticipated USAID five-year Integrated Early Childhood Development (IECD) project in Cambodia. CRS Cambodia will serve as the prime on the application and will develop the proposal in consortium with other international non-governmental organizations, local implementing partners and local government counterparts. The proposed program will promote nurturing care for the most-vulnerable newborns and young children, starting before birth, through evidence-based integrated programming in early-childhood development to provide for children’s health, nutrition, s afety and security, responsive caregiving for social and emotional well-being, and opportunities for early learning. The estimated timeframe for this program is 2020-2025.

    Job Summary
    The Technical Lead will supervise and coordinate project activities to ensure that IECD interventions are effective and implemented according to proposal objectives and donor requirements. S/he will provide technical oversight to all project sectors and will strengthen communication, integration and harmonization of technical approaches across all Purposes. When necessary, the Technical Lead will fulfill Chief of Party (COP) duties as acting COP and will collaborate closely with implementation, technical and government partners. S/he will also ensure appropriate support to international and local implementing partners in collaboration with CRS internal departments (Finance, Human Resources, Commodity Management, Purchasing, Administration, etc.) as well as provide representation and liaising with national and local government counterparts as needed.
