Description

The Fiscal Affairs Department of the International Monetary Fund is looking for a well-qualified expert to fill a contractual position as Technical Assistance (TA) Advisor (Extractive Industries; primarily to oil, natural gas, and mining tax revenue administration) in the Revenue Administration II Division based in Washington, DC. The appointment term would be for a period of two years, on a renewable basis, subject to satisfactory performance and continued business needs. (French language skills are required for this position)

The Revenue Administration II Division provides technical assistance to IMF member countries in two regions (Sub-Saharan Africa and the Western Hemisphere) in both tax and customs administration. The selected candidate will be expected to participate in review/diagnostic missions in a wide range of countries to develop plans for implementing major Extractive Industries (EI) revenue policy reforms; improving the organization and management of EI revenue administration; identifying and assessing risks in the EI sector and developing appropriate compliance risk management plans; modernizing procedures for the assessment and collection of EI revenues; and developing taxpayer service, audit, and enforcement programs for the EI sector. He/she will also supervise the technical experts based in member countries and/or at the IMF’s Regional TA Centers. In addition, he/she will be required to support the division’s EI sector research and policy development work, contribute to the development of EI revenue administration policy guidelines, and develop and present relevant seminar and workshop material at training and capacity building events. Extensive overseas travel may be expected.

Qualifications

Applicants should hold a university degree or equivalent qualifications in a field related to taxation, such as economics, accounting, law, or business administration. Applicants should also have (i) extensive experience in tax administration work—direct experience in a revenue administration headquarters would be highly desirable; (ii) technical skills and knowledge in areas of EI industry operations, EI accounting and finance, international tax issues for EI sector, EI legislation, and compliance risk assessment for the EI; (iii) successfully developed and supported the implementation of major EI tax policy and administration reforms in developed and/or developing countries; and (iv) a sound understanding of effective EI tax policies for developing countries, based on a combination of theoretical and practical experience. In addition to technical expertise, the applicants should possess strong diplomatic skills, and excellent written and oral communication skills in French and English. Fluency in Spanish, or Portuguese is desirable but not necessary. Preference will be given to candidates who have a minimum of 10 years of practical experience in a senior management or advisory position.
