    Jhpiego seeks a Team Leader for HIV Care & Treatment to provide technical expertise in the areas of HIV/TB treatment and HIV testing services and linkages to care for an upcoming Centers for Disease Control and Prevention (CDC) project funded through the US President’s Emergency Plan for AIDS Relief (PEPFAR). S/he will operate under the leadership of Jhpiego’s Senior Management Team and PI of the project and will oversee all activities related to determining performance gaps in implementation to achieve 95-95-95 UNAIDS targets, with particular focus on linkage to care, initiation of antiretroviral therapy (ART), and long-term viral suppression. The five-year project aims to support implementation of surveillance and program evaluation activities to enhance access to key epidemiologic and surveillance data needed for ongoing program improvements and decision making. The ideal candidate will work to develop solutions to persistent challenges, namely low enrollment numbers among infants and adults in care and treatment and high losses of patients in the cascade of services at all levels of the health pyramid.

    Responsibilities

    -Provide technical oversight, strategic direction and definition of project activities related to HIV linkage, treatment, care and support
    -Provide support to assist in the development of evaluation questions, methods and tools related to critical gaps in HIV linkage, care and treatment
    -Guide coordination with PEPFAR/ CDC and implementing partners to identify and define their key gaps, facilitate implementation of evaluations in partner-supported sites and support uptake of learnings
    -Work closely with National HIV/AIDS Program to facilitate the dissemination of evaluation findings and incorporation in national policies
    -Ensure all program evaluations incorporate the state of the art approaches for strengthening HIV linkages, care and treatment, and especially transition to TLD and differentiated care.
    -Provide insight in translating scientific evidence to improve practice and quality in service delivery for people living with HIV (PLHIV)
    -Coordinate advocacy, demand generation, and policy support, across the project, as required
    -Keep abreast of current scientific literature to propose innovative, locally relevant approaches to address HIV at sub-national level
    -Represent Jhpiego in relevant technical advisory/working groups and professional forums
    -Work with health care providers, local authorities, community members and project team members to identify service delivery issues that impede access to care and uptake of services
    -Identify training needs for healthcare providers and assist in the design and implementation of measures to address those needs
    -Work closely with the Principal Investigator and Technical Director to set project priorities and directions, and respond to requests for support from local counterparts
    -Work with M&E staff to design and implement a plan to track data/results to inform adjustments in project implementation
    -Document and maintain an inventory of successful tools and approaches to ensure PLHIV are engaged in their own care to remain on ART
    -Collaboratively develop of the project work plan with project staff, CDC, the government of Cote d’Ivoire, and other stakeholders, to ensure timely implementation and compliance to the requirements and regulations of the award

    Required Qualifications

    -Medical Doctor, Nurse or Pharmacist with an advanced degree in public health, health administration, international health or a related field
    -5+ recent years of experience providing HIV treatment, care and support for PLHIV
    -Demonstrated capabilities in capacity building at the organizational and individual levels, and experience working effectively with government
    -Experience in program evaluation and performance improvement
    -Demonstrated in-depth understanding of the healthcare system in Cote d’Ivoire
    -Familiarity with PEPFAR’s administrative, management and reporting procedures and systems
    -Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with donors, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
    -Expertise in research to practice—identifying and adapting best practices to specific project contexts
    -Excellent verbal, written interpersonal and presentation skills in French and English
    -Proficiency in Microsoft Office
    -Ability to travel nationally to project sites
