Chemonics seeks a Task Order Director, HIV/AIDS in support of the Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project in Arlington, VA. The Procurement and Supply Management project will be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The Task Order Director, HIV/AIDS is considered the most senior technical expert on the HIV/AIDS Task Order (“Task Order 1” or “TO1”) and will provide strategic direction and oversight on TO1 activities as well as manage the TO1 Program Management team. The TO1 Director will serve as the main TO1 point of contact and representative with USAID; collaborating across PSM teams, donors and stakeholders to successfully achieve TO1 objectives. In addition, the TO1 Director will maintain an understanding of logistics and systems strengthening activities.

Responsibilities include:

• Provide strategic oversight and direction for TO1

• Implement task order activities and ensure achievement of project goals

• Contribute to the preparation of annual work plans and progress reports for submission to USAID

• Provide direction and guidance to US-based and Field Office staff and consultants on liaising with U.S. and international partners, donors, and technical experts as needed

• Determine annual priorities in collaboration with USAID and local partners, including beneficiary groups, work sites, and support services

• Ensure program implementation is in compliance with provision of TO1 under the GHSC-PSM contract and U.S. government contracting rules and policies

• Coordinate the development and implementation of the project technical strategies, adapting global and regional technical resources and tools as needed

• Coordinate with PSM senior staff and contribute to PSM’s overall planning accountability, and organizational systems

• Foster and demonstrate a workplace inclusive of creating opportunity, serving others, building trust, innovation and exceeding expectations

• Represent the project in technical meetings, conferences, and coordination platforms

• Perform other duties and responsibilities as required

Qualifications:

• Bachelor’s degree in management, international development or public health and a minimum of twelve years of experience managing multi-country programs in the international development sector required. Alternatively, a graduate degree in management, international development or public health and a minimum of seven years of experience managing multi-country programs in the international development sector preferred

• Clinical experience in the management of HIV/AIDS required

• Significant involvement interacting with senior US and foreign government officials

• Detailed understanding of PEPFAR from both a U.S. and field perspective

• Prior experience managing PEPFAR and/or USAID-funded agreements

• Experience successfully managing diverse teams, and ensuring the quality of their products

• Demonstrated ability to communicate clearly and concisely both orally and in writing

• Willingness to travel and work abroad a minimum of 4-8 weeks per year; experience living or conducting volunteer work in developing countries

• Demonstrated leadership, versatility, and integrity

• Fluency in English required; proficiency in a second language is preferred
