ABOUT THE MISSION

SI has been working in Syria since 2012 and currently has strong coverage for WASH, FSL and NFI programs across North West (NWS) and North East Syria (NES). The NES programs provide an integrated assistance in the WASH, NFI, Shelter and Livelihoods sectors to displaced populations and host communities affected by the conflict. NWS programs are remotely managed and provide WASH and NFI/Winterization support to affected populations. Since 2016, SI has been partnering with a local health partner to develop and strengthen a WASH-and-Health integrated approach, and is currently developing the streamlining of Protection within its existing programs.

There are 3 implementing offices in Syria (2 in North East, 1 in North West) with the coordination in Amman. The total financial volume of the mission for 2020 was approximately of 26 million EUR (9 million for Deir Ez Zor/Hasakeh itself). The mission has now reached a number of approximately 42 expatriates and 229 national employees (9 expatriates and 82 national employees in Amuda-Hassake itself).

ABOUT TE JOB

SI is looking for a Field Coordinator, based in NES & Erbil and supervising our activities in HASSAKE / DEIR EZ OR.

Under guidance of the Country Director and in close collaboration with the Country Office (CO), the Field Coordinator is responsible for ensure that projects are carried out in accordance with Solidarités International’s charter, respecting all internal and contractual procedures. He/she mobilizes the material and financial resources necessary for programs to run smoothly, and supervises resource management. He/she is responsible for the teams’ security in his/her assigned zone is SI representative in his/her area of intervention.

This role will be crucial in continuing the development of SI’s access strategy in this very hard-to-reach area, affected by both long-term displacement since the early stages of the crisis as well as ongoing tensions in the area.

Number of persons under direct management: 7 expats staffs :1 Shelter PM, 1 WASH PM, 1 Distrib PM, 1 IM manager, 1 Admin manager, 1 Log manager, 1 Supply manager, and 2 national staffs:1 Security & Access Advisor, 1 Base Representative & Security Manager

Number of persons under indirect management: 80 staff (national staff payroll)

SPECIFIC STAKES AND CHALLENGES

  • Be able to support a large scope of sectorial activities and of large scale, with a significant number of direct reportees.
  • Coordinate strongly with the partners (especially the consortium’s ones) and take part in the Working Group dynamics.
  • Ensure activities in the Covid context

PRIORITIES FOR THE 2/3 FIRST MONTHS

  • Finalize and implement the programmatic strategy for the base.
  • Ensure continuity over a potential turnover od expatriates early 2021
  • Develop activities in new areas & eventually consider return to DEZ governorate

YOUR PROFILE

Diploma/education:

  • Master degree ideally
  • A degree related to International Relations and/or Project Management would be an advantage.

Experience:

  • A minimum of 4 years of field experience in humanitarian relief and/or development programs.
  • Previous experience in managing an expatriate team is highly appreciated.
  • Previous experience in coordination and representation is a must.
  • Previous experience in the Middle East is appreciated.

Technical skills and knowledge:

  • Excellent communication skills in both written and verbal English
  • Good computer skills (Excel, Word, Google Earth)
  • A good listener with very well developed diplomatic skills
  • Flexible and resourceful
  • Solution-oriented management
  • Multi-tasking and high
  • Interest in working in challenging, insecure areas is a highly appreciated.

Soft skills and spirit:

  • Ability and willingness to build up the capacity of its team
  • Ability to work under pressure

Languages:

  • Fluent English with excellent writing capacities is mandatory

SI WILL OFFER YOU

Solidarités International will offer you:

A salaried position: starting from 2860 euros gross per month (including 10% annual leave allowance paid monthly) and a monthly per diem of 700 USD a month in NES and 750 USD a month in Erbil. Please note that salary is not negotiable with SI.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of on 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3/6 and 9 month (with 850 USD allocated by SI).

To these break periods, it is necessary to add the granting of 1 additional rest day per month worked (i.e. 12 days in addition for a 1-year contract)

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS

Accommodation will be in SI Guesthouse in Erbil and Amuda.

Living conditions in Erbil are very good and staffs have access to a wide range of restaurants, cafes and bars. Most of occidental products (food, clothing…) are easily accessible in Erbil. The country also proposes several destinations for weekends.

Security inside NES is overall volatile and justifies specific arrangements for accommodation and displacements in the areas of intervention. Adherence to strict security procedures is necessary, while the security levels can vary according to the different geographical locations and the changes of context.

Over the last period due to covid restrictions and challenges (some quarantine in particular), expats have been spending more time in Erbil. However as activities go back to normal and cross-border system is streamlined, it is expected to spend “only” one month there upon arrival (to do the residency process + quarantine).

On this base, guesthouses are comfortable and there are restaurants and bars – even Carrefour!
