The overall purpose of the evaluation is to assess the relevance, effectiveness, efficiency, impact and sustainability of the NRC South Sudan LFS programme to enhance accountability and learning. The evaluation is to assess whether the NRC SS LFS program is in line with the NRC Response Policy, assess how NRC SS LFS contributes to self-reliance and durable solutions of the people it targets, how well LFS program integrate with the other core competency (CCs) in NRC to achieve results, the LFS program best practices and to assess how well the program targets the relevant project participants. The results will inform current and future programme direction. The evaluation will- address the following specific objectives.

2.1.1. To explore and highlight key trends and existing capacities and identify areas where NRC should strengthen its support to LFS programme across the Country.

2.1.2. To identify if, how, and where NRC provided the best response modality available for targeted populations.

2.1.3. To identify the LFS programme’s specific role in strengthening resilience in target communities (vis-a-vis and in synergy with other sectors), bearing in mind NRC’s conflict displacement focus.

2.1.4. To identify the LFS programme’s contribution to improving food security and strengthening livelihoods and where NRC should focus its efforts in this area, bearing in mind NRC’s mandate and programme policy.

2.1.5. To identify best practices that are already being implemented as well as issues which require attention to improve NRC’s LFS programme design in South Sudan.

The evaluation will focus on understanding the appropriateness, coverage, quality and results (effectiveness) of the programme, and their links with other sector programmes, in order to identify what is working well and what can be improved, keeping in mind NRC’s focus on improved integrated programming.
