Generic responsibilities 

 

Supervision of Daily Works and construction sites. Adhere to NRC policies, tools, handbooks, and guidelines as well as Government rules and regulations. Assist with the implementation of the shelter portfolio according to the plan of action. Prepare and develop status reports as required by management. Ensure proper filing of documents in both hard and soft copies. Ensure that projects target beneficiaries most in need and explore and assess new and better ways to assist. Actively participate in capacity-building trainings, workshops, and seminars organized by NRC. Contribute to organizational learning through the provision of specific community mobilization and technical analysis, lessons learned, and reports. 

 

Specific responsibilities 

 

Preparation of Technical drawings, BoQs, and cost estimations. Conduct needs assessments, focus group discussions, community meetings, and other community mobilization activities Explain to the beneficiaries and stakeholders the project implementation methodology, BoQs, designs, scope of work, selection criteria, best use practices for materials, and any other related beneficiary project documents Carry out regular follow-up visits with selected project beneficiaries during and post-project implementation Preparation of daily/weekly progress reports, instructions to contractors, variance orders, Produce site-level BoQs and BoQ amendments, Scope of Work following NRC Technical minimum standards. Document the existing condition of the site/unit. Technical oversight of site construction and other Engineering activities. Responsible for ensuring that the safety of beneficiaries and workers is maintained throughout project implementation and that proper measures are taken to ensure safety concerns are immediately rectified. Respond to any project beneficiary information requests and complaints as directed by the Project Coordinator and the MEL unit.Report on the daily activities of Incentive labour and complete documentation regarding attendance and performance. Participate in activities at distribution sites, including registration of recipient households, verification of IDs, and signing of distribution lists by beneficiaries Conduct household-level MEL activities and develop success stories from project implementation. Perform any other task relevant to the position as requested by the Project Technical officers and/or the Project Coordinator.

Experience working as a Shelter Assistant (or Equivalent) in a humanitarian/recovery contextPrevious experience working in complex and volatile contextsDocumented results related to the position’s responsibilitiesGood written and spoken English. Context/ Specific skills, knowledge, and experience: 

Bachelor’s degree in one of the Engineering Majors (civil, structural, water etc.), or equivalent experience. Social work, construction, or similar background.Basic knowledge in developing and following through on community mobilization and technical implementation of construction projects.Experience in overseeing site/unit-level construction activitiesBasic knowledge of documenting the progress of construction-related shelter activitiesExperience in monitoring construction activities/contractors.Experience in working at distribution sitesExperience in conducting needs/vulnerability assessments and previous participation in beneficiary selection processes.Experience in working with vulnerable households in urban settings with an NGO, charity, or similar organization.Experience in filing out BoQs and Scope of Work documentation Proven experience in performing assigned tasks in an efficient and effective mannerExperience in field-level coordination with community stakeholders and local government officials, and Basic experience in coordinating the technical aspects of implementation activities carried out by Daily/Incentive labour teamsLocal knowledge of areas of implementation and local building practicesStrong communication, interpersonal, analytical, and negotiation skills, including the ability to explain and present technical information.Basic computer skills, especially in Word and Excel.
