Context

Under the direct supervision of the Chief of Mission to Nigeria, in coordination with relevant regional thematic specialists and the Economic Community of West African States (ECOWAS) Liaison Officer, the Senior Programme Manager (FMM II) will be responsible for the overall coordination and management of the Phase II of the European Union (EU) – funded Programme “Support to Free Movement of Persons and Migration in West Africa (FMM II)”.

The overall objective of the proposed intervention is to maximize the development potential of free movement of persons and safe, orderly and regular migration within ECOWAS in the context of the regional integration process. Previous EU support towards the implementation of ECOWAS migration related policies and frameworks was instrumental in improving migration governance in the region. This second Phase of the FMM programme will build on the success of the previous output for migration governance at regional and national level, with the inclusion of civil society, through a multi- stakeholder consortium implementation modality, comprised of the International Centre for Migration Policy Development (ICMPD) and the International Labour Organization (ILO), under the lead of the International Organization for Migration (IOM). The programme will be implemented at regional, national and local levels, with the main objective of effectively implementing the ECOWAS Free Movement Protocol and the ECOWAS Common Approach on Migration.

This five-year programme aims to maximize the development potential of free movement of persons and migration in West Africa by supporting the effective implementation of relevant ECOWAS frameworks.

Responsibilities

1. Coordinate and support the functioning of the programme governance and management structures, specifically the Committee for Programme Steering and Coordination (CPSC), with the donor and the Consortium partners.

2. Manage the implementation of all programme activities, ensuring a smooth coordination among the Consortium partners and with ECOWAS, as well as with the FMM team and respective regional thematic experts and focal points in Nigeria and ECOWAS countries and Mauritania.

3. Coordinate the administrative, human resources and financial aspects of the programme and supervise programme staff, in close coordination with the Resources Management Officer (RMO) in Abuja and where necessary with relevant country offices.

4. Monitor compliance of consortium partners with their obligations in implementing the programme as stipulated under the multi-partner agreement and flag compliance issues to the supervisor.

5. Ensure that monitoring and evaluation frameworks and activities are carried out to support the overall follow-up of activities, results and objectives of the programme and ensure the timely submission of narrative and financial reports to the EU Delegation in Abuja, in accordance with the provisions of the contribution agreement signed between the three Agencies and the EU.

6. Maintain regular liaison with the EU, ECOWAS, and all other project stakeholders.

7. Coordinate the development of programme-relevant information products, including contributing to the development of a solid exit strategy in close coordination with the PSU, ECOWAS and other project stakeholders.

8. Identify opportunities for synergies between FMM and other continental and regional programs related to free movement of persons and mobility, especially those involving members of the consortium, to maximize impact and avoid duplication of efforts.

9. Perform such other duties as may be assigned.

Qualifications

Education

  • Master’s degree in Political or Social Science, International Relations, Law or a related field from an accredited academic institution with seven years of relevant professional experience; or,
  • University degree in the above fields with nine years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in similar positions of progressive responsibility;
  • Experience in the area of migration management;
  • Experience in coordinating complex inter-agency programmes and engaging with multiple partners and stakeholders;
  • Experience liaising with regional bodies, governmental authorities, diplomatic missions and other international/national institutions;
  • Experience in migration management (policy, donor liaison, protection, labour mobility and social inclusion) programmes and capacity-building activities; and,
  • Previous work experience in the West African Region is an advantage.

Skills

  • Solid understanding of south-south mobility dynamics;
  • Understanding of the continental integration architecture in Africa and the role of Regional Economic Communities (RECs) is an advantage; and,
  • Knowledge of UN, ECOWAS and Bilateral donor programming.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written).

Working knowledge of French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
