The position is assigned in the Office of Anticorruption and Integrity (OAI). OAI supports the right of ADB staff to work in an environment free from inappropriate behavior, misconduct, harassment and bullying.

Job Purpose

The Senior Investigation Officer is responsible for reviewing and investigating complaints and allegations of staff misconduct, including workplace bullying, harassment, sexual harassment and retaliation. The incumbent will report to Director, AIID, OAI and will supervise Administrative Staff and National Staff (NS1 and NS2).


a. Investigations

  • Assists with the investigation of allegations of staff misconduct under ADB’s Code of Conduct, especially in relation to bullying, harassment, sexual harassment and retaliation, including the following:

o Reviews and assesses complaint findings prepared by OAI’s complaints assessment team and formulating detailed investigation plans and strategies;

o Conducts complainant, witness, and subject interviews; obtains and analyzes exculpatory and inculpatory evidence;

o Reviews and analyzes all reliable and relevant information;

o Makes objective credible investigative findings;

o Prepares and edits investigative reports and supporting documentation to the highest standards of quality, thoroughness, accuracy, timeliness, and objectivity.

  • Assists with the management of OAI’s outsider retainers and other OAI staff when a team approach to investigations is employed.
  • Shares the impacts and outcomes of investigations to the Office of Professional Conduct and Budget, Personnel and Management Systems Department.
  • Contributes to recommending policies, processes, and procedures to improve OAI’s investigative methodologies to Director, OAI.
  • To the extent permitted by the workload from the above responsibilities, assists other OAI staff in the performance of their duties under the direction of the Director, AIID, OAI.

b. Knowledge Management

  • Assists in the monitoring and reporting on OAI investigations, independently as required; including but not limited to maintaining full and complete records on OAI’s investigative data retention system.
  • Assists in the identification of training material for use as case studies within OAI and for external awareness-raising activities.
  • In coordination with other Departments and Offices, assists in the conduct of seminars and workshops, make presentations, and facilitate meetings to foster an understanding of ADB’s policy requirements, taking into account lessons learned from investigations.
  • Builds partnerships and liaise with other staff and departments to ensure maximum institutional effectiveness and impact from OAI’s efforts and deliverables.

c. Others

  • Undertakes other work as may be assigned by the Head, OAI, or Director AIID related to carrying out the Job Purpose.


Relevant Experience & Requirements

  • Master’s degree in ethics, law, corporate governance, human resources, criminal justice, law enforcement, behavioral psychology, or related fields, or equivalent; Bachelor’s degree in ethics, law, corporate governance, human resources, criminal justice, law enforcement, behavioral psychology or relevant fields. Related professional qualifications will be an advantage.
  • Demonstrated leadership in professional work relevant to the position.
  • At least 10 years of relevant professional work experience demonstrating progression of responsibilities; and 6 years of supervisory experience.
  • Prior experience in handling investigations into allegations of bullying, harassment, sexual harassment and/or retaliation in the workplace is essential.
  • Excellent oral and written communication skills in English, including the ability to clearly and concisely prepare, present, discuss and defend issues, findings, and recommendations at senior levels and to produce complex and compelling briefs, reports, papers, etc.
  • Strong emotional intelligence with excellent interpersonal skills, and the ability to exercise sound and independent judgment, prudence and maturity in complex and sensitive cases.
  • Ability to work with discretion in handling sensitive and confidential matters.
