Background
The Crisis Prevention and Crisis Recovery (CPCR) Programme at UNDP Lebanon leads a wide range of multi-sectoral interventions aimed at strengthening resilience, restoring basic services, and supporting local development in crisis-affected and vulnerable areas across the country.
The programme currently manages large projects, including the Lebanon Host Communities Support Project (LHSP), Local Development Project (LDP), Food Security , Palestinian Gatherings project, Peacebuilding Project, and Disaster Risk Management (DRM) Project.
These projects are implemented across multiple regions of Lebanon and encompass a broad spectrum of activities, including the rehabilitation and provision of basic services and infrastructure, livelihoods and food security support, municipal and institutional capacity development, social stability and peacebuilding interventions, and disaster risk reduction and preparedness measures. The scale and geographic spread of these initiatives generate a high volume of procurement, contracting, and partnership arrangements, involving works, goods, services, long-term agreements, and complex implementation modalities with municipalities, unions of municipalities, and line ministries.
UNDP’s support under the CPCR portfolio integrates both policy-level engagement and operational delivery. At the upstream level, UNDP provides technical advice and strategic support to national institutions for the development of policies, strategies, and frameworks related to social development, crisis response, resilience, and local development, and produces key analytical reports and assessments to inform national programming. At the downstream level, UNDP supports the design and implementation of local development and recovery initiatives in some of the most vulnerable and underserved areas of Lebanon, in close collaboration with municipalities and unions of municipalities, and in coordination with relevant ministries and national counterparts.
Scope of work, responsibilities and description of the proposed analytical work
Under the overall supervision of the Programme Manager and close coordination with the Programme Officer and Project Managers, the Senior Consulting Engineer will provide programme contractual and quality assurance support across the CPCR programme, including LHSP, LDP, Food Security, Palestinian Gatherings, Peacebuilding, and Disaster Risk Management projects. The Consultant will be responsible for strengthening contract management systems, ensuring technical and contractual quality, and reinforcing compliance, consistency, and best practices across all infrastructure, services, and engineering-related engagements.
To ensure high-quality implementation and effective risk management across the programme, the Consultant will undertake the following functions:
- Provide oversight and technical advisory support on the administration of awarded contracts and contract amendments across all CPCR projects.
- Lead or support the review of contract variations, claims, extensions, and amendments, facilitating negotiations, formulating recommendations, and maintaining proper records of contractual discussions.
- Establish and maintain harmonized templates, checklists, and approval workflows to streamline coordination between CPCR projects, engineering units, and the procurement unit.
- Support the enhancement of workflows, reduction of manual processes, and introduction of efficiency and automation measures to strengthen contract tracking, documentation, and institutional memory.
- Provide ongoing advisory support to CPCR teams on contractual, procurement-related, and contract-implementation matters.
- Conduct spot-checks and targeted reviews to verify that works and services are delivered in line with approved designs, technical specifications, and contractual obligations.
- Monitor contractor and consultant performance, ensuring adherence to contract terms, quality standards, timelines, and reporting obligations, and flag risks or non-compliance in a timely manner.
- Support corrective actions and preventive measures to reduce contractual, financial, and operational risks across the programme.
- Contribute to the assessment of engineering and contract management performance across CPCR projects, including the identification of systemic gaps, recurring challenges, and good practices.
- Document lessons learned and support the development of improvement plans and strategic recommendations for strengthening contract management and quality assurance in the following programme cycle.
- Support capacity-building efforts for engineering, programme, and area office teams through guidance notes, coaching, and on-the-job support.
Expected Outputs and Deliverables
The Consultant is expected to submit a monthly progress report undertaking the above tasks (indicating the number of BOQs review, and activities under the TOR noting that the total duration should not exceed 10 months (number of working days should not exceed 18 working days per month).
Institutional arrangements
- With day-to-day management by CPCR Programme Manager and close coordination with the Project Managers, the Senior Consulting Engineer will closely coordinate with the Programme Officer.
- UNDP will be responsible for providing the contractor with all necessary materials related to the project in a timely thorough and transparent manner. UNDP will be also responsible to provide clarifications and facilitation of the work.
- Day to Day transportation from home to office (& vice versa) shall be covered by the Consultant’s own means. The Senior Consulting Engineer will rely on his own means of communication and transportation.
Duration of work
- The assigned duration for this consultancy is 10 months.
- The mission is expected to commence the 1st of March 2026, and to be completed by the 31st of December 2026.
- The time needed to review/ comment/ approve deliverables and outputs is (5) five working days.

STANDARD MINIMUM QUALIFICATIONS
Education
- A Master’s degree with minimum of 10 years’ experience in Engineering Sciences or Engineering Project and Contracting and Contract Management. Experience in managing engineering contracts, contractors claim and reviewing variation orders is required. At least 2 years of experience in work with UN agencies an advantage.

Language: Fluent in English and Arabic (both oral and written).
