    For every child, hopeThe role of the Division of Financial and Administrative Management (DFAM), is to safeguard the financial resources entrusted to UNICEF for the survival, development and protection of the world’s children by maintaining and improving financial and administrative systems and procedures to ensure efficient, cost-effective andtransparent utilization of these resources.

    How can you make a difference?

    Assist the Budget Manager in:

    -Preparing, monitoring, analyzing and reporting on both Programme and Institutional Budgets in assigned geographical location.

    -Ensuring compliance with budget policy and procedure.

    -Maintaining the financial planning and management systemsA. BUDGET PREPARATION1. Provide support to offices on:• Policy, procedure and guidance• Budget formulation tools.2. Review office budget submissions for data quality and consistent application of budget policy.3. Provide support to the technical review and budget review process through:• Participation in meetings• Analysis and interpretation of global or regional informationB. BUDGET IMPLEMENTATION1. Update and communicate budget/post management data based on results of budget review. Maintain budget/post management data based on interim approved requests for changes.2. Review and reconcile budget and post management information in planning and financial management systems using available monitoring tools, resolve issues and communicate relevant information to budget owners and focal points.3. Provide timely support to budget owners and focal points on:• Policy, procedure and guidance• Budget formulation systems.4. Monitor programme and institutional budget variance, identify problems, suggest remedial or alternative actions necessary to resolve issues identified through monitoring, and advise offices on corrective actions.C. BUDGET ANALYSIS & REPORTING

    1. Assist the Budget Manager in:• Trend and other analysis, and forecasting of global and country/regional or HQ office budgets. • Ad-hoc analysis related to the improvement of efficient use of UNICEF resources and cost control measures2. In collaboration with business partners as appropriate, identify, analyze and propose corrective action to system-related problems (i.e. Vision, Budget formulation system) under the areas of responsibility of the Budget Manager.3. Contribute to the preparation of regular reporting on performance by the Strategic Resource Management Section.D. CAPACITY BUILDING & KNOWLEDGE TRANSFER

    1. Assist the Budget Manager to consider improvement to budget policies, procedures and guidelines.

    2. Provide training to budget owners and focal points in assigned regions or HQ divisions and other Budget Assistants of the Unit in the operation and functionality of planning and financial management systems.

  • Completion of Secondary Education (i.e. High School Diploma) is a minimum requirement, with University level courses in Business Administration, Finance, Accounting, Statistics or Mathematics.
  • A minimum of seven (7) years of progressively responsible experience in analytical problem solving, information processing, statistics, finance, budget or accounting.
  • Passing the GGST Exam (Global General Service Test) or UN Administrative Support Assessment Test (ASAT), in English is required.
  • Non-US candidates must be in possession of an existing US G4 visa or be a US permanent resident/citizen.
  • Fluency in English (verbal and written) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.
