Scope for Proposed National Spatial Planning Framework White Paper

Scope

UDSP requires to develop a White Paper to offer guidance in the creation of a National Spatial Planning Framework Law to be provided to the Ministry of Urban Development and Land for consideration.

The White Paper will contain the proposed items:

} Outline of key planning levels and associated plan types

} Scope of each planning level / the tools required for translating one level of planning to another.

} Lead institution for plan formulation

} Stakeholders included in consultation for plan formulation

} Institution/entity responsible for approval and amendment

} Amendment process

} Review and renewal timeframe

} Institutions/entities responsible for implementation

} Institution/entity responsible for oversight

} Reference international examples of different plan types and plan frameworks

} Zoning and land use management framework, focusing on the interface between SDF plans and detailed planning

} Planning process for districts, provinces, regions and national level.

} Explanation of planning standards.

} How to develop a plan? Key guidance.

} Roles and MUDL and other stakeholders in planning process.

Requirement:

The Consultant composed of a team of urban planning and urban design with concrete knowledge and experience in the required disciplines. The consultant should have master degree in Urban Planning and Urban Design with 15 years of experience in international context in the mentioned disciplines. Additional capacity of Urban Policy and Planning is required. Urban Policy specialist should have 15 years of experience in international context.

Duration: This assignment is for a period of 3-6 months.
