Save the Children Senior Procurement Officer in 125 views


ROLE PURPOSE: 

Since January 2011, Save the Children has been the Principal Recipient (PR) of three grants under the Global Fund to fight AIDS, TB and Malaria (GFATM) funded program in Myanmar. After successful implementation, Save the Children, under the leadership of the Myanmar Health Sector Coordinating Committee (M‐HSCC) and the National Programs, signed three additional Global Fund Grants under the New Funding Model (NFM) for the period 2018‐2020 with continuing for 2021-2023. Under these grants, Save the Children disburses Global Fund financing to 15 SRs in total covering all 17 states and regions of Myanmar. 

To ensure good flow of Procurement and Supply Management (PSM) practices for the GFATM program, Save the Children PR manage the pharmaceutical and health products supply to all SRs by procuring through multiple channels such as international (majority), local authorized suppliers and etc. As a consequence, SCI is providing a full time Sr. Procurement Officer to run the procurement process from internaltional and local supply. 

The Senior procurement officer is mainly responsible in close collaboration with Senior Procurement coordinator and other PSM team members, to supervise the overall procurement activities (International and local procurements), and related activities in term of distribution arrangement, reporting and audit and directly report to Senior procurement coordinator. 

KEY AREAS OF ACCOUNTABILITY :

 

1.    Procurement and logistics arrangement

       Under supervision of Senior PSM Coordinator, to manage international , local procurement and logistics activities.

       Prepare Bid and RFQ documents for international and local procurement including the transport service.

       Conduct international and local procurement process by leading / advising procurement committee members during bid opening and evaluation meetings, liaising with suppliers to monitor clarifications and award of suppliers and following SC rules & regulation.

       Manage in monitoring of International shipments including reviewing shipping documents against with purchase order, SCI’s PR and GFATM QA policy as well as import license to ensure that all shipments and quality products are received timely.

       Report to the supplier for any damage or discrepancy of the shipment if required.

       Prepare documents for payment process for International and local procurement after inspection of the shipment.

       Prepare the documents for financial reporting and system reporting for international procurement by Pool procurement mechanism.

       Arrange the distribution for the delivery of  goods to SR’s warehouse.

       Inform SRs regarding the arrival of the items in country and monitor the flow of distribution in close collaboration with SRs and Forwarder.

       Collect and check GRNs from SRs for each shipment.

       Manage to fulfil monitoring tool (i.e.: Status sheet) and keep update filing system related to international and local procurement (Folder and shared-Drive).

 

2.   Support of SR PSM capacities

       Develop good partnership relations with SR and Counterparts.

       Actively participate to strengthen SRs’ PSM capacities strengthening.

       Serve as a focal point for all SRs relating to International and local procurement process, lead-time and transport based on SCI and GFATM PSM policies and guidelines.

 

3. Interaction with other SC-GFATM technical areas:

       Actively interact with other SC colleagues especially finance team (in relation to the submission of full set of supporting documents for payment of the goods procured)

       Work with other departments of the SC office in Myanmar as needed.

Based on the workload of the team, under the supervision of senior PSM Coordinator, support PSM members to handle any necessary task among each other.

EXPERIENCE AND SKILLS

 

Essential

•    Technical skills in procurement and Pharmaceuticals Supply chain management.

•    Good analytical skills with the capability to focus in details.

•    Excellent Computer skills, specifically with Microsoft Office (Excel, Word, Outlook, etc).

•    Excellent interpersonal skills.

•    Burmese language is a must and good working knowledge of English (spoken and written).

•    Commitment to Save the Children’s mission and values.

 

Desirable

Ability to develop and foster relationships both with SRs, Save the Children and LFA colleagues.

Ability to think creatively to solve problems and find effective and efficient ways to accomplish goals.

 

Skills and Experience:

Minimum 3-4 years’ experience in Procurement and Supply Management of health and pharmaceutical products

Experience in administrative management of PSM activities.

Experience with INGO in Myanmar will be an asset

 

Education:

 

Communication and Technical Skills

·         Good English communication skills, both written and verbal

·         Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure

·         Willingness to travel to field offices and work in difficult environment according to travel requirements

·         Ability to work collaboratively with colleagues across the organisation developing effective working relationships to deliver outstanding results for children

·         Commitment to and understanding of Save the Children’s aims, values and principles.
