Programme Coordinator – Child Rights (1 position)

 

ROLE PURPOSE:

The COVID-19 outbreak was announced by the President of Indonesia on 2 March 2020. As of 8th May 2020, there are 13,112 positive cases, 943 deaths and 2,381 recovered across 34 provinces and 354 districts. This includes around 100 positive cases in children between 0 and 9 years old. Indonesia’s current testing rate is 0.19 per 1,000. The current COVID-19 test capacity is extremely low compared to other countries and so these figures might not reflect the real situation. Densely populated Java Island and the capital Jakarta has been the epicentre of the outbreak so far. The National Disaster Management Authority or BNPB has announced the Emergency Situation Status on Outbreak Disaster of COVID-19 in Indonesia, which has been extended until 29th May 2020. The National Taskforce for COVID-19 has been established, and sub national government from provincial to village level are expected to lead similar taskforces, but guidelines for community-based mechanisms are still being developed. Local government regulations and approaches to respond to the situation varies.

Save the Children Indonesia has securing internal funding from the movement named, the COVID-19 Global Central Fund. This funding aims to:

  1. To increase participation of children in the national and provincial dialogues around COVID-19 and ensure key Covid-19 messages are delivered in child friendly ways.
  2. To conduct pilot approaches that directly support some of most vulnerable children[1] within the COVID-19 crisis, with key health, education and protection services, delivered safely. We will focus on four key target groups.
    • Children of migrant workers
    • Children living in institutional care
    • Children with disability
    • Pregnant and lactating women and girls / children under 2

This fund will allow us to test these interventions in the current COVID-19 outbreak areas, to be later scaled up by other institutional donors and to other areas across the country.

While some activities will have a nationwide reach, our pilot approaches will take place in Jakarta and Bandung, and either Cirebon or Indramayu areas, to leverage our existing partnership and programme network.

Under the supervisory of Senior Manager – Java Programme Office, this Programme Coordinator position will lead Global Central Fund award implementation in the targeted district and provide TA to district level implementation. This will includes, ensuring programme activities are implemented according to the plan and will be responsible for budget management with subject to the designated budget authority threshold or scheme of delegation. S/he will be responsible for ensuring gender and inclusivity integration throughout the implementation. S/he will lead communication and coordination with multi thematic components of the programme and ensure coordination with local government counterparts and other stakeholders, as well as responsible for networking, sharing and learning at district level.

Working with Technical Advisors, partners, as well as consultant; the post holder shares the accountability to build the most positive and affirming work environment possible and ensure that the management, staffing and culture of the organisation are suitably aligned with the mission, evolving goals and strategic ambitions aligned with the Member Accountability Framework and Minimum Performance Standards for Associate Membership.

The post holder will contribute on achievement of the global KPIs on Operations Delivery, and contribute to achievement of global KPI’ as follows:

  • Contribute to compliance to security standard (KPI12)
  • Road safety indicator (MI15)

 

QUALIFICATIONS AND EXPERIENCE

Essential

  • Minimum bachelor’s degree on community development or social work, or any equivalent in relevant fields will be considered.
  • Minimum 5 years working experience with Government and non-Government organizations (preferably INGO) in the area of child rights governance, nutrition and health, migrant workers, and children with disability.
  • Proven skills on project cycle management, community development and mobilization and working closely with key stakeholders, especially local government.
  • Fluent in English, verbal and written.
  • Ability in problem solving, show initiative/being pro-active, passions to project, and work independently.
  • Respond to requests, queries in timely manner
  • Good information sharing/communication skills
  • Attention to detail, particularly with regards to expense transactions and financial reporting.
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches

Desirable

  • Have experiences working in West Java and Greater Jakarta.

Home based at West Java/DKI Jakarta province, speaking local language is an added value.

 

[1] Save the Children Indonesia has conducted a comprehensive exclusion/vulnerability mapping and has identified several groups of children at risk. This project only represents a four key target groups. We will review our approaches after the RNA as well.
