Background

Save the Children has been working in Nigeria since 2001. The early focus was on getting children actively involved in shaping the decisions that affect their lives.  Today, SC is working in 20 states focusing on child survival, education and protecting children in both development and humanitarian contexts. The humanitarian response started in 2014 with Save the Children among one of the first responders to the conflict.

The ongoing conflict in the North East continues to increase population displacements, poor sanitation, hygiene, poor access to safe water supplies, restrict income-generating opportunities, limit trade flows and escalate food prices. As a result of the reduced food availability and access, local and IDP populations in worst-affected areas of Borno, Yobe and Adamawa states continue to experience food gaps, in line with crisis (IPC Phase 4) acute food insecurity, with an estimated 4,6M people in Phase 3-5 (Cadre Harmonizé (CH) Analysis).

In Borno state, as in overall Northern Nigeria, IYCF practices were extremely poor prior to the conflict and the challenges to exclusive breastfeeding and optimal IYCF-E practices faced due to displacement and strain from the conflict are significantly contributing to malnutrition in children under two years. In addition to making treatment available for children under five with SAM, there is an urgent need to prevent and reduce malnutrition through a multi-sectoral approach. This approach includes improving IYCF practices, improving water quality, improving sanitation and hygiene practices and ensuring that children are well protected and have access to various services in target communities.

 

Survey Objectives

General Objective: To determine knowledge, attitude and practice (KAP) of IYCF practices, risks associated with practices pertaining to water, sanitation and hygiene and child protection for children and their families affected by conflict in targeted LGAs in Borno state, Nigeria.

Specific objectives are:

1.       To determine knowledge, attitudes and practices on Maternal Infant and Young Child feeding practices/ nutrition in the targeted LGAs

2.       To identify key actors of change and/or influential community leaders and recommend approaches to include them in programme designs.

3.       To provide additional qualitative information on the choice of practices/ behaviours (through focus group discussions, Key Informant Interview, transect walks etc)

4.       To determine community knowledge and awareness on existing nutrition interventions.

5.       To recommend key simple, practical and achievable interventions that will address the identified issues to ensure appropriate practices.

6.       To determine the attitude and practice of people on water treatment and storage

7.       To determine the knowledge and awareness of people on diarrheal and other water borne diseases.

8.       To determine the community knowledge on hand washing and hygiene practice

9.       To determine the level of knowledge of parent and caregiver on child protection

10.   To determine the knowledge of parents and caregivers on availability of services for children and organization that cater for children right within their community.

Methodology

The survey will employ both qualitative and quantitative approaches to establish the knowledge, attitude and practices of at least the minimum core IYCF, WASH and Child protection indicators.

Scope of work

The KAP survey will be conducted in Borno state of North East Nigeria. The LGAs targeted will be Magumeri, Konduga, Kaga, Jere, MMC and Mafa with a focus on each LGA separately.

Responsibilities of the consultant

·       To develop and submit inception report (Protocol) which will include an interpretation of the study design & methodologies, sampling procedures, detailed work plan and financial proposal.

·       Conduct a desk review of the relevant program documents

·       Develop appropriate tools and instruments for gathering information by use of KOBO data kit

·       Develop and translate data collection tool to the local language (Hausa, Kanuri and other Languages as identified necessary)

·       Present the KAP Methodology to the various sector technical working groups in Borno for validation

·       Hold preliminary discussions with head of sectors, M&E manager and relevant key stakeholders.

·       Conduct KAP survey: Train data enumerators and supervisors, ensure the quality of data;

·       Undertake consultations with key stakeholders and conduct field data collection; Focus group discussions, Key informant interviews, etc.

·       Process and analyse the data, write and submit a draft report of the survey (per required format)

·       Present preliminary findings to the Technical working groups

·       Present the draft report of the findings to SCI for comments and feedbacks.

·       Revise and submit electronic copy of the raw data and final report including recommendations within the specified time of agreement.

SCI Responsibilities

·       Providing consultant with necessary documentations for desk review

·       Linking the consultant to relevant stakeholders while in Borno.

·       Identify and Hire supervisors and interviewer’s/data collectors.

·       Facilitate the movement of the consultant and team to and from the field

·       Flight/travel to and from the country of residence and visa costs shall be paid by SCI

·       Accommodation will be provided by SCI during the period of consultancy

Qualification Required

Education:

The consultant should be a holder of at least Master’s degree in Public Health, Nutrition or other related field and five years of relevant work experience

Work Experience:

·       Minimum of five years working experience in nutrition and food security assessments, including KAP, SMART, SQUEAC, etc (Experience in Northeast Nigeria context is desirable).

·       Strong analytical skills and research experience, with solid knowledge of quantitative and qualitative research methodologies particularly IYCF Survey methodology

·       Proven leadership and coordination skills.

·       Excellent knowledge of and experience with humanitarian guidelines and principles.

·       Sound experience and knowledge of Humanitarian Accountability framework (HAF), evaluation of integrated projects/programs and drawing lessons learned/good practices.

·       Computer literacy in MS Word, MS Excel and PowerPoint, digital data gathering devices. Excellent writing and document presentation skills.

·       Demonstrated ability to meet deadlines.

·       Familiarity with the National nutrition response program.

·       Ability to live and work in an isolated area in conditions of limited comfort

Languages:

·       Fluency in English is essential. Knowledge of local language is an added advantage.
