Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as three Offices: the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. The departmental operating environment is interactive, participative and dynamic with continuous inputs received from the Board of Governors, the General Conference, policy- and decision-makers, as well as counterparts in Member States and in the international development community.

The Division of Information Management comprises four Sections and provides the Department of Safeguards with data processing services, secure information distribution, information analysis and knowledge generation necessary to draw independent, impartial and soundly based safeguards conclusions.

Main Purpose

Under the supervision of the Team Leader (Statistical Data Analysis), to contribute to the IAEA’s overall objective to maintain and further develop an effective and efficient verification system through the development and implementation of statistical methodologies and tools for safeguards.

Role

The Safeguards Information Analyst (Statistical Data Analysis) is: 1) a specialist, providing, inter alia, statistical methodologies and tools, statistical evaluations of safeguards data and preparing routine and special evaluation reports on Material Unaccounted For (MUF), Shipper -Receiver Differences (SRD) and Operator-Inspector Difference (D) statistics, sampling plans and random inspection strategies and results, quality of measurements and effectiveness of the results of inspections and consistency of sampling results with declared nuclear fuel cycle materials and processes; and 2) a team member, collaborating with colleagues to identify the best methods for verification activities and the timely interpretation and evaluation of analysis results from State declarations and verification data.

Functions / Key Results Expected

Contribute directly to the IAEA’s ability to draw timely and sound safeguards conclusions through, inter alia, timely acquiring and processing of information from State declarations and verification activities and obtaining satisfactory and timely responses to questions regarding the correctness and completeness of State declarations and the implementation of safeguards measures. In particular: Evaluate data consisting of accounting records from about 100 nuclear fuel cycle facilities and verification results from destructive analysis (DA) samples and non-destructive assay (NDA) measurements, based on information about declared nuclear material and activities, and using nuclear fuel cycle modelling tools and statistical evaluation tools.

Prepare reports on the results of such evaluations recommending follow-up actions when appropriate; participate in the preparation of verification sampling plans; contribute to improvements in stratification and sampling procedures as well as to the broader implementation of random inspections schemes.

Participate in the State evaluation process and contribute to State evaluation reports (SER).

Implement and maintain Near Real Time Accountancy (NRTA) systems for large plutonium Bulk Handling Facilities (BHF) and interpret the results.

Identify user requirements, suitable algorithms and designs for software components and databases to support verification activities and the timely evaluation of results.

Perform safeguards inspections, carry out complementary access and undertake other in-field verification activities.

Participate in conferences, seminars and training programmes as instructor for the Team’s areas of competence.

Qualifications, Experience and Language skills

Bachelor’s Degree

University degree in nuclear engineering, physics, chemistry, applied statistics, computer science or a related discipline.

Minimum of five years of relevant working experience as a nuclear fuel cycle information analyst.

Experience in measurement error estimation and propagation and statistical sampling methodologies.

Experience with nuclear fuel cycle metrology.

Experience in software development or maintenance, in particular for mathematical/statistical, scientific, and/or data visualization applications an asset.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $60962 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 24933*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks’ annual vacation, home leave, pension plan and health insurance
