How can you make a difference?
Under the general guidance of the Regional Emergency Advisor and supervision of the Emergency Manager, at the Emergency Unit, at LACRO, the Reports/Information Officer will be responsible to ensure the delivery of timely and quality reporting documents such as: the situation reports (SITREPS), the Humanitarian Action for Children (HACs) and UN documents (HRPS etc.). The staff member will coordinate the different internal and external processes with several stakeholders at UNICEF, including: Programme sections (child protection, education, health, WASH etc.), Communication sections and country offices (Cos) at LACRO as well as with UNICEF Emergency Unit (EMOPS) based in New York. The incumbent will establish and maintain collaboration with OCHA as well as with UNHCR/IOM (within the framework of the Regional Migration Response Plan (RMRP).
Summary of key functions/accountabilities:
- Draft and prepare situation reports (SITREPS) of UNICEF activities/results of the humanitarian response in LACRO, including the current Venezuela Migration/refugee L2 response, based on monitoring results, and combined with inputs from country offices/teams, sections etc.
- Coordinate the inputs of the Humanitarian Action on Children (HAC) and draft the inputs.
- Prepare/update other emergency-related and ad-hoc products, i.e. infographics, presentations, briefing notes, etc. in consultation with the emergency manager.
- Systematically screens and cross-checks internal /external reports for accuracy and consistency.
- Maintains essential contacts with programme sections (child protection, education, health, nutrition, C4D, AAP, WASH) to coordinate timely flow and ensure that: results-based information from HPM and other monitoring systems is reflected.
- Support the enhancement of the information management tool, including maintaining the SHARE POINT site inside the UNICEF system.
- Liaise with the Communication section in ensuring data reflected in the HAC documents are accurately reflected.
- Draft Regional Emergency Management Team Meetings Minutes (REMT).
- Maintain an up to date emergency funds tracking tool and work closely with the resource mobilization officer in maintaining an up dated data base.
- Undertake research and prepare background materials for meetings, briefings etc.
- Engage with HQ focal points to identify priorities, good practices etc. to ensure quality of products.
- Contribute to the design, development and implementation of reporting solutions to enhance the utilization of the existing tools.
- Liaise with IOM/UNHCR on the Regional Migration Response Platform (RMRP) for the Migration Crisis, OCHA, clusters etc., and coordinate the regional inputs of the RMRP and represent UNICEF at the Monitoring Working Group. Attend OCHA Redlac meetings and draft notes for LACRO.
- Participate in monitoring missions and seek to enhance the reporting mechanisms with Cos.
- Support country offices in the drafting of their Humanitarian Response Plans (HRPs).
- Any other related tasks as required.
To qualify as an advocate for every child you will have:
- Education: A university degree in one of the following fields is required: Social Sciences, International Relations, Political Science, or another relevant technical field
- A minimum of two years of relevant professional experience is required.
- Experience working on reporting and monitoring.
- Experience working in an emergency setting is considered as a strong asset.
- Fluency in both Spanish and English are required. Knowledge of another official UN language (Arabic, Chinese, French or Russian) or a local language is an asset.
