CARE is seeking an experienced and motivated Regional Security Manager – Americas (RSM-Americas), who will work to reduce the risks faced by CARE personnel, assets, and programs, across CARE’s presences in the Americas, including the Latin America and Caribbean Regional Management Unit and CARE country presences, as well as domestic offices and programs in the US, through the provision of specialized, coordinated and focused safety and security preparedness and management support.

The RSM will be responsible for managing, administrating, coaching, mentoring, and developing the capacity of CARE’s Safety & Security Managers and country office Safety & Security Focal Points, ensuring that a high best practiced focused, technical capacity is developed and maintained in-country offices and program areas. In addition, s/he will develop and oversee a network of Safety & Security Focal Points in US domestic offices and will also advise on physical security measures in place for domestic and international locations and oversee safety and security aspects of travel risk management for US-based staff.

The successful candidate will enable and support the establishment, and implement CARE’s safety and security processes and systems, drawing from the CARE Security Units (CSU’s) best practices, to ensure an effective region-wide security system as well as train and support staff to ensure that personnel and operational risks are minimized. S/he will demonstrate a high level of socio-cultural, political, and economic understanding of the many contexts in which CARE works. The RSM will also develop a solid working knowledge of CARE’s program framework in order to provide guidance and direction for safety and security to support CARE’s vision and mission.

The person in this role will be required to develop and maintain a network of information on strategic regional developments that could harm or influence CARE’s operations. S/he will work closely with the Regional Director, Country Directors, and US domestic stakeholders, in identifying priority areas, country offices, and program presences, building capacity, and systems as may be required.

The RSM will be required to travel to CARE’s operational areas in the region, including volatile and high-risk locations to support Country Offices in addressing deteriorating security, develop security plans, and provide technical assistance where appropriate. The RSM will be responsible for managing the regional security budget and provide the Director CSU with regular financial reviews and reports.

This position will be based in Atlanta, Georgia (USA) at the CARE USA Headquarters.

Qualifications:

  • Bachelor’s Degree in a field related to humanitarian work or security risk management.
  • Security management training
  • Must be fluent in Spanish and English, oral and written
  • At least 5 years’ experience managing gender-inclusive, operational NGO safety and security management systems in a range of environments and risk contexts
  • Experience developing and facilitating training workshops on safety and security topics in the NGO sector
  • A strong understanding of the NGO safety and security sector, trends, challenges, and legal frameworks
  • Must possess the ability to deal with sensitive issues with discretion, to respond positively to challenges, and to find creative and innovative solutions to problems
  • Should have exceptional report-writing skills
  • Demonstrated ability to work effectively in cross-cultural settings with people from diverse backgrounds

  • Strong assessment, evaluation, analysis, and strategic planning skills
  • Demonstrated ability to manage under stressful conditions
