POSITION TITLE:  Project Lead – ASCEND/Zambia

Background:

We are currently seeking qualified candidates for the position of: Project Lead for an anticipated project focusing on Water, Sanitation and Hygiene (WASH) and Neglected Tropical Diseases (NTD), called Accelerating the Sustainable Control and Elimination of NTDs (ASCEND).  The project aims to establish, facilitate and develop a national coordination framework and national level coordination mechanism for the integration of WASH and NTD strategies. The project will also develop a communication strategy for WASH/NTD and new information, education and communication (IEC)/Social and Behavior Change (SBC) materials.  This position will be located in Lusaka, Zambia.

Confirmation of this position will be contingent upon FHI 360 securing the ASCEND award in Zambia, which will be funded by the UK Government’s Department for International Development (DFID) and has been contracted to Crown Agents as the fund manager. The expected start date is October 2020.

Position Description:

The Project Director will be the ultimate accountable person for the project within FHI 360. S/He will lead the project team, provide technical and managerial leadership, and ensure implementation fidelity and compliance with all relevant requirements, standards and procedures.

Key Responsibilities:

  • Serves as FHI 360’s project representative and as the main point of contact for all key stakeholders that work with FHI 360 on the assigned scope of work;
  • Provides overall project leadership, management, and technical direction, including developing technical strategies, making data-driven decisions about any program adjustments, and managing systems/staff to implement activities according to the agreed workplan and budget.
  • Ensures compliance with contractual regulations, local regulatory frameworks, international standards, and organizational policies and procedures;
  • Liaises with local government institutions, civil society organizations, private sector companies and investors, and other partners to coordinate activities, ensure synergies with other activities, and facilitate monitoring and reporting of project objectives and achievements;
  • Builds strong strategic partnerships with a wide group of stakeholders required to achieve project goals, including with local civil society and the private sector;
  • Leads preparation of project deliverables, including annual work-plans, budgets, progress and reports, project activity updates, in order to meet donor and corporate reporting requirements to document program performance and monitor overall award compliance;
  • Oversees a team of senior technical, operations, compliance and finance staff and
  • Supervises key staff, ensuring clear roles and responsibilities and lines of communication are maintained among the team members and ensuring appropriate performance management, motivation and accountability;
  • Represents the project at regional, national and international fora, including technical and investment conferences, policy briefings, networking events, etc, as applicable.

Minimum Requirements:

  • Bachelor’s Degree or its international equivalent in public health, business administration or a related area. Master’s degree strongly preferred.
  • A minimum of 8 years of project management experience, with strong skills in financial management, award management and compliance systems.
  • Has held senior-level management positions on INGO-led, donor-funded projects including, at a minimum, Deputy Director. Prior experience as a Project Director or Chief of Party preferred.
  • Demonstrated experience working across multiple sectors (at both management and implementation levels) to achieve public health outcomes, preferably in WASH, NTDs, and SBC. Experience in formation and support of sustainable cross-sectoral networks, is preferred
  • Experience with incorporating gender and vulnerable population needs into programming.
  • Proven ability to work effectively with government officials, particularly with Ministries of Health at various levels and preferably in Zambia, to support strategy development, implementation plans and decision-making.
  • Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects.
  • Deep understanding of the Zambian context, particularly in the relevant sectors. Zambian nationals preferred.
  • Excellent oral and written communication skills in English; fluency in a local language is an advantage.
