  • In Turkey, 47% of net electricity consumption is from the industrial sector , with an estimated 70% of this energy consumption from electric motor-driven systems (EMDS), 90% of which use 3-phase squirrel cage asynchronous motors as defined in the EU Eco-design Implementing Measure 640/2009 on electric motors as amended by Implementing Measure 4/2014. Electric motors in Turkey, in general, are not energy efficient.

    The project “Promoting Energy-Efficient Motors in Small and Medium Sized Enterprises (SMEs) in Turkey” otherwise known as TEVMOT Project aims to promote significant additional investment in industrial energy efficiency in Turkey by transforming the market for energy-efficient motors used in small and medium sized SMEs. This objective will be achieved by strengthening the legislative and regulatory framework related to both new and existing EE motors in Turkey, developing governance and information infrastructure, upgrading test laboratories at the Turkish Standards Institution (TSI), launching a “one-stop-shop” sustainable financial support mechanism, and developing and implementing a comprehensive public awareness and training program.

    The project is divided into five components focusing on:

    Component 1: Strengthened legislative and regulatory and policy framework for EE motors in Turkey.

    Component 2: Capacity building for relevant stakeholders to promote the benefits of EE motors.

    Component 3: Upgraded Turkish Standards Institute (TSI) test laboratory and strengthened monitoring, verification and enforcement.

    Component 4: One-stop-shop for financial support mechanisms.

    Component 5: Knowledge management and M&E

     

    The TEVMOT Project is being implemented by the Directorate General for Strategic Research and Productivity (DGSRP) under the Ministry of Industry and Technology (MoIT) with financial support of Global Environment Facility (GEF) and in cooperation with UNDP. The pilot motor replacement programme and on-site project activities in the SMEs started officially in the 7 pilot OIZs through the finance support programme of KOSGEB (Small and Medium Enterprises Development Organization of Turkey) as of January 2020.   

    The project covers seven (7) pilot Organized Industrial Zones (OIZ) in Ankara Sincan, Adana Hacı Ömer Sabancı, İzmir Kemalpaşa, Gebze, Antalya, Uşak, and Bursa. The most critical success factor for the TEVMOT Project will be successful implementation of the pilot and scaled-up electric motor replacement program in Small and Medium Size SMEs (SMEs) in Turkey to accelerate market transformation towards more efficient motors used in SMEs in Turkey. For this purpose, the level of subscriptions by SMEs to the one-stop-shop financial mechanism will be key to the achievement of this objective.

     

    Implementation Structure

    The project is being executed by the Directorate General for Strategic Reserach and Productivity (DGSRP) under the Ministry of Industry and Technology (MoIT), following UNDP guidelines for nationally executed projects. In particular, the Executing Agency is responsible for the following functions:

    • coordinating activities to ensure the delivery of agreed outcomes with project partners and other ministries and public administration;
    • certifying expenditures in-line with approved budgets and work-plans;
    • facilitating, monitoring and reporting on the inputs and delivery of outputs;
    • coordinating interventions financed by GEF/UNDP with other parallel interventions;
    • approval of Terms of Reference for consultants and tender documents;

    The administration of the project is being carried out by a Project Management Unit (PMU) under the overall guidance of the UNDP Climate Change and Environment (CC/E) Portfolio Manager and supervision of National Project Director (NPD) of the project assigned by DGSRP. The PMU is based in the project office at DGSRP in Ankara.

    Project Management Unit (PMU) is headed by the Project Manager and comprised of Project Manager, Project Associate and Project Clerk and supported by a Senior Technical Advisor for Energy Efficiency and Renewable Energy (STA-EE&RE). There is also a high-level international technical consultant (Chief Technical Advisor) providing overall guidance and technical support to the Project.

    In this respect, UNDP will hire a Field Coordinator who will work under the direct supervision of the Project Manager, in close collaboration with the CCE Portfolio Administrator/Projects Implementation Administrator and CCE Portfolio M&E Advisor to ensure smooth and timely management of inputs and for monitoring, evaluation and reporting of results. S/he will be responsible for the coherent operation of the project team.

     

    Objectives of the Assignment

    The Field Coordinator will be a locally recruited national selected based on an open competitive process.

    The objective of this assignment is to help the Project Management Unit (PMU) in order to maintain the smoothness of the site operations before, during and after Pilot Motor Replacement Phase through supervision of energy efficiency motor audits and motor replacements in the pilot OIZs’ premises placed in Adana, Ankara, Antalya, Bursa, Gebze, İzmir and Uşak in cooperation with the 7 OIZ Directorates and their Energy Management Units (EMUs). S/he will be responsible for maintaining and managing the operational networking and communication line in technical fields among the beneficiaries (SMEs), project partners, stakeholders, OIZ Directorates and Project Management Unit (PMU). S/he will be responsible for coordination of technical issues related to the motor replacement programme in project areas; mobilization of all project inputs, coordinating project consultants and sub-contractors and relevant similar activities.

    The Field Coordinator will be tasked with the day-to-day coordination of project activities, as well as with substantive, financial and administrative reporting. His/her prime responsibility is to ensure that the project produces the planned outputs and achieve the planned indicators and indicator targets by undertaking necessary activities specified in the project document to the required standard of quality and within the specified constraints of time and cost. This will require linking the indicators to the work plan to ensure Results-Based Management.

    Management of the implementation of motor replacement in the project pilot locations.

     

    • Contribute to preparation, update and follow-up of Annual Work Plans (AWP) and Procurement Plan for the relevant Project activities.
    • Taking necessary actions to comply with the approved AWP’s and procurement plans
    • Uptake the management, coordination and implementation of motor replacement program in the pilot OIZs and provide technical and administrative guidance and support to the project team and experts and the field implementing partners.
    • Provide technical input to the procurement processes of the pilot EE motor replacements using” one-stop-shop”.
    • Facilitate and conduct relevant field level meetings, assessments, trainings and events related to designing and implementing of EE motor replacements for SMEs with full support of PMU, Senior Technical Advisor (STA) and project experts (i.e. International Chief Technical Advisor, Local Finance Coordinator, Local Waste Expert).  
    • Coordinate / supervise the implementation of data collection and data entry activities (including helping in and capacity building of EMU staff of OIZs, conducting random spot checks of the activities, making sure that the data quality is adhered to etc).
    • Ensure that interventions are carried out as planned. This may include ensuring systems, tools, forms and checklists are properly used by the relevant parties involved in the pilot phase.
    • Actively participate in the implementation and monitoring of quality activities, ensuring that rigorous monitoring and evaluation framework is being applied to measure the progress against set objectives.
    • Ensure full compliance of operations with UNDP and GEF regulations and policies and operational strategies of the UNDP Turkey Country Office and relevant reference documents and policies.
    • In cooperation with PMU and project experts, support identification of potential SMEs in the pilot OIZs in motor replacement programmes through the selection process and structuring the conceptual roadmap of EE motor replacement potential of the SMEs.
    • Conduct desk analysis, identifying the companies to carry out walkthrough and detailed audits (in-depth),

     

    • Examine and validate standard motor testing reports (SMTR) and investment plans (MEEIPS) generated by the audit consultant companies and ensure deliverables of the audit companies comply with technical requirements. 
    • Provide close technical assistance to the SMEs during implementing of the MEEIP through obtaining and installation of the EE motor in the SME.
    • Guide purchasing, installation and reporting of high efficient electric motor replacements for each number of SMEs in the pilot OIZs for the entire replacement processes.
    •  Closely work with the project Local Waste Expert who will be designing an electric motor recycling programme in accordance with the requirements of Directive 2012/19/EU and coordinate implementation of the recycling programme.
    • Prepare high quality reports as essential condition for completion of the motor replacement in SMEs.
    • Develop an archiving system for the project-related reporting and correspondence
    • Supervise finalizing the detailed inventory list of motors.
    • Support the Project Manager with preparation and presentation of pilot status reports to the Project Steering Committee.
    • Build up close and trusty cooperation with OIZ Directorates and their structured Energy Management Units (EMUs) at site.
    • Coordinate the activities in cooperation with the business partners (i.e.KOSGEB, pilot OIZs and their EMUs, EVDs) in the field and maintain relations with the implementing partner (DGSRP).
    • Collaborate with the project awareness raising expert to continuously communicate with the relevant parties, find out and list the SMEs who are willing to conduct on site electric motor efficiency measurements; to create proper SME pipe-line for sequential measurements.
    • Perform other related tasks, upon request.

    Support development of Motor Replacement programme (Pilot and Dissemination Phases)

     

    • Support further conceptualization of the interventions of Pilot and Dissemination phases and their feasibility from an implementation perspective.
    • Contribute to the development and implementation of instruments of pilot operations including: technical materials related to EE motor design, EE motor manufacturing in compliance with the latest MEPS, EE motor regulations, motor product testing and certification requirements, basic financial analyses to introduce life cycle analysis of true electric motor replacement costs, and electric motor systems purchasing and management practices.,
    • Support structuring of the national database on inefficient and efficient motors within the industrial sector.

    Provide technical inputs into design of awareness raising and information exchange materials  

    • In cooperation with the relevant project expert, provide technical contextual input in the preparation of all kinds of audio-visual, printed or digital materials
    • Support promoting the systematization of lessons learned, results and knowledge finding as a result of the impact of the project. Support the Media and Communication Expert with providing content inputs for generating case studies for the efficiency gain after motor replacements.

    Reporting Structure

    The Field Coordinator reports to the Project Manager.

    Other Considerations: Beside frequent field travels to the project locations, the Field Coordinator will be based in Ankara within the Directorate General for Strategic Research and Productivity building in Ankara.

    • University degree in engineering, energy sciences or other relevant technical fields with Master’s Degree in relevant field;

    or;

    University degree in engineering, energy sciences or other relevant technical fields with additional 2 years of relevant professional experience.

    • Computer proficiency in MS Office (Word, Excel and Power Point) is prerequisite.
    • Fluency in both English and Turkish languages including the ability to draft and edit project documentation is required.
    • Advanced university degree in one of these fields (i.e. those indicated as minimum requirement) is an asset.

    Professional Experience and Qualifications

    • A minimum of 8 years of relevant professional experience is required.
    • At least 5 years of experience in energy efficiency in industrial sector is required.
    • Professional experience of more than 10 years is an asset.
    • More than 7 years in “energy efficiency in industrial sector” field is an asset.
    • Comprising relevant industrial energy efficiency certifications will be an asset (e.g. Energy Management or Industrial Energy Audit/Project or International Energy Efficiency & Management certification from authorized agencies or institutions; energy performance contracting certification; PCF or similar from authorized agencies or institutions).

    Specific Experience and Qualifications

    • At least 3 years of experience in performing energy audits in industrial facilities is required.
    • Experience in performing energy audits of electric motors and electric motor driven systems in industrial facilities.
