  • The UN will implement a 24-month multi-partner Peacebuilding Programme with the support of Peacebuilding Support Office (PBSO) in all five States of Darfur, Sudan. The three Lead Agencies responsible for implementation are UNDP, UNHCR and UNICEF. The coordination of the programming in Darfur will be supported through Peacebuilding Fund (PBF) Secretariat, in Khartoum. The Secretariat – led by a PBF Programme Coordinator, supported by an M&E expert, a Communications Expert and three PBF Coordinators (IUNV) attached to the three lead agencies, will support the joint management of the PBF programme consisting of 5 projects documents, one for each of the Darfur States. UNICEF is the lead agency in South Darfur and Central Darfur. UNHCR is the Lead Agency in East Darfur and UNDP is the lead agency in North and East Darfur.

    The UN Peacebuilding Fund will help strengthen the capacity of the UN-system in Sudan in supporting the Prime Minister’s overarching vision and commitment to peace, by facilitating the mechanisms and processes to implement it, and by integrating UN system programming at the local level – where peace is built and felt – to establish a replicable methodology to deliver on the priority areas identified in the UN/AU Special Report (S/2018/530) and Security Council resolution 2429 (2018), and recapitulated by the Prime Minister in his request for PBF eligibility for Sudan, namely durable solutions for IDPs and refugees, rule or law and human rights, and peacebuilding at community level. 

    In Darfur, the PBF supported programme will focus its support on just and peaceful resolution of the land issue, understood as primary cause and ongoing driver of conflict, will help the Government restore the social contract and deliver on the optimism and expectations of a new Sudan, and will work to strengthen cultural resilience to future conflict by building the capacities of civil society for a rights-based approach to addressing disputes before they escalate into violence. It will also help the government to meet its commitment to apply UN Security Council Resolution 1325 and the relevant African Union resolutions regarding participation of women at all levels in the peace process and apply regional and international charters regarding women’s rights.

    The scale of the challenge is such that no single project, programme or track of assistance can encompass it.  A strategic framework is required to coordinate and articulate multiple interventions – those of the Government, the UN system, the donor community and implementing partners – to a set of collective outcomes for peacebuilding.  The PBF intervention seeks to contribute to the achievement of the following three outcomes for the whole of Darfur, each of which are supported by a technical lead:

    Outcome 1:  Durable solutions for the return of IDPs and refugees are made possible by peaceful resolution of land disputes, and sustainable land and natural resource management facilitates enhanced agricultural productivity, processing and value-chains to create jobs and improve livelihoods.     Outcome 2:   The social contract between Government and the people is restored and renewed: armed groups are disarmed, freedom of movement and physical security is taken for granted by men and women and the rule of law is perceived to be applied without fear or favour; quality basic services are accessible to all, and all feel a stakeholder to their provision. (Technical Lead: UNDP).

    Outcome 3:   A culture of peace and rights is nurtured and sustained in Darfur by a vibrant civil society with the commitment and capacity to represent the interests of all stakeholders in the resolution of disputes, and in holding Government to account for maintenance of the social contract.(Technical Lead: UNICEF).

    The PBF programme is therefore a project-level per State, coordinating a joint project between different implementing agencies on the state level (i.e. coordinating project implementation for each of the three substantive lead agencies). The IUNV function would therefore have a primary reporting line to the PBF lead agency in which he/she works and would be responsible for close coordination with other lead and PBF agencies.

    Under the overall guidance and supervision of Head of the PBF Secretariat Coordinator, the Project Analyst provides ongoing project, finance and administrative assistance and support to the project, performing a variety of standard administrative and financial processes ensuring high quality and accuracy of work, client oriented approach, effective operational management of project, and transparent utilization of financial resources.

    The Project Analyst works in collaboration with the operations, programme and project staff in the peacebuilding programmes to exchange information and ensure consistent services delivery.

    Summary of Key Functions: 

    • Administration and implementation of programme strategies, adapts processes and procedures;
    • Support to management of the peacebuilding programmes;
    • Administrative and financial support to the peacebuilding programme agencies;
    • Projects’ budgets management and organization of the cost-recovery system, control of the peacebuilding progarmmes’ accounts, and cash management.
    • Support in creation of strategic partnerships and implementation of the resource mobilization strategy;
    • Facilitation of knowledge building and knowledge sharing.

    1. Ensures administration and  implementation of  programme strategies, adapts processes and procedures focusing on achievement of the following results:

    • Effective application of Result-Based Management (RBM) tools and establishment of management targets (BSC). Establishment of the mechanisms to track use of (RBM) tools and maintenance of RBM database;
    • Presentation of gender responsive information/ reports for identification of areas for support and interventions;
    • Implementation of the peacebuilding programmes’ partnerships and resources mobilization strategies, preparation of reports.

    2. Provides effective support to management of the peacebuilding programmes focusing on the achievement of the  following results:

    • Presentation of thoroughly researched information for formulation of country programme, preparation of project documents’ drafts, work plans, budgets, proposals on implementation arrangements; including gender analysis
    • Initiation of a project, entering project into Atlas ( in small offices), preparation  of required budget revisions;
    • Provision of guidance to the executing agencies on routine implementation of projects, tracking use of financial resources;
    • Follow up on performance indicators/ success criteria, targets and milestones, preparation of reports;
    • Analysis of the situation in programme, identification of operational and financial problems, development of solutions;
    • Preparation and conduct of audit of the project, implementation of audit recommendations.

    3.   3. Provides administrative and financial support to the Programme Unit  focusing on achievement of the following results:·    

    • Proper control of the supporting documents for payments, review of projects Financial Reports;
    • Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; including tracking for allocation of 30% of the budget for gender integration/programming)
    • Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.

    4. Projects’ budgets management and organization of the cost-recovery system, control of the      peacebuilding progarmmes’ accounts, and cash management.

    • Financial resources management through planning, guiding, controlling of the resources in accordance with the UN rules and regulations;
    • Establishment of the development projects’ budgets preparation/modification monitoring system, control of budgetary status versus authorized spending limits (ASL) and budgets delivery levels;
    • Sending project budget to Commitment Control (KK) if authorized by the Senior Management (can be done only based on signed produces and project budgets);
    • Elaboration of the internal expenditures’ control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; payrolls are duly prepared; travel claims, and other entitlements are duly processed;
    • Manager level 1 in Atlas if authorized by Senior Management and approval of vendors in Atlas;
    • Control of accounts closure;
    • Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
    • Control of the Accounts Receivables for the peacebuilding programms, projects and follow up with partners on contributions, maintenance of the General Ledger.
    • Monitoring of financial exception reports for unusual activities, transactions and investigation of anomalies or unusual transactions. Provision of information to supervisors and other UN staff at HQ on the results of the investigation when satisfactory answers are not obtained;
    • Primary contact with local bank management on routine operational matters including negotiation of exchange rate on replenishments;
    • Transaction and stop payment approval on internet banking systems;
    • Timely and accurate approval of bank reconciliation, including documented review of exceptions;
    • Initiation of bank transfers and deals, selecting bank transfers and deals for approval and settlement;
    • Performing Pay cycle manager role in Atlas;
    • Timely preparation of monthly cashflow forecast for use by Operations Manager
    • Role as cashier for cash disbursements made on site.

    5. Provides support in creation of strategic partnerships and implementation of the resource  mobilization strategy focusing on achievement of the following results:


    • Analysis of information on donors, preparation of donor’s profile and database, establishment of contacts with donor counterparts;
    • Track and reporting on mobilized resources.

    6. Ensures facilitation of knowledge building and knowledge sharing in the peacebuilding programmes focusing on achievement of the following results:

    • Organization of trainings for the operations/ projects staff on programme;
    • Synthesis of lessons learnt and best practices in programme;
    • Sound contributions to knowledge networks and communities of practice.

    Education:

    • Master’s degree in Business Administration, Commerce, Human Resources, Finance, Post conflict, conflict sensitivity, Social Sciences, International Relations and any other related fields.
    • A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

    Experience:

    • Experience at the national and/or international level in project/programme formulation, management, administration, finance or programme support service.
    • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).
    • Experience in handling of web-based management systems.
    • Sound knowledge of UNDP rules and regulations for Programme and Operations management is an advantage

    Language Requirements:

    Fluency in the English and Arabic is required.
