STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses. Language: Fluency (level C) in English language and Portuguese. Good understanding of local dialects.

ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer. Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.

JOB PURPOSE

A category 4 tropical cyclone (Idai) made landfall on 14 March, 2019 in the Provinces of Sofala, Manica, Tete and Zambezia. The cyclone affected an estimated number of half a million persons and triggered resettlement of around 15,000 households in the provinces of Sofala and Manica. WFP Mozambique is seaeking to recruit a Programme Policy Officer who will be based in Sofala Province, and under the supervision of the Sub-Office CBT focal point and the technical guidance of the Cash-Based Transfers (CBT) Head of Unit, will provide support to WFP to continue assisting the most vulnerable households in the resettlement centers through cash transfers and voucher assistance. A new lean season assistance will resume in October 2020, for a significant number of households.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide project management support to specific and defined CBT programmes and projects of considerable size/complexity;
  • Support and perform actions related to the implementation of the CBT Business Process Model in all phases; from the design of the project response, to the intervention set-up, the implementation and project closure;
  • Monitor the CBT distributions to ensure compliance with WFP standard procedures;
  • Review the daily/final distribution reports and share distribution updates with the management in Beira and also Country Office (CO) if requested;
  • Support the review of all the CP CBT invoices and thereafter ensure that the invoices are forwarded to the CO for further action;
  • Support Supply Chain – CBT in relevant market assessment;
  • Support the negotiation of Field Level Agreements or contract agreements with partners;
  • Cooperate with government representatives and implementing partners;
  • Develop and coordinate CBT and wider programme data gathering and monitoring systems ensuring that rigorous quality standards are maintained;
  • Other as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least three years of postgraduate progressively responsible professional experience in the private or public sector demonstrating high performance;
  • Significant experience in the humanitarian sector, in Idai response an asset;
  • At least one year of relevant working experience (design, set-up, implementation and monitoring) in cash or voucher assistance in Mozambique or abroad
  • Proven capacity to support innovation in programme approaches;
  • Experience of working in partnership with the government local authorities.

TERMS AND CONDITIONS

Duration of contract: 6 months renewable
