The International Renewable Energy Agency is an inter-governmental organisation headquartered in Abu Dhabi, mandated to promote the widespread and increased adoption and sustainable use of all forms of renewable energy in the pursuit of sustainable development, energy access, energy security and low-carbon economic growth and prosperity. IRENA’s mission is to play a leading role in the ongoing transformation of the global energy systems as a centre of excellence for knowledge and innovation, a global voice of renewable energy, a network hub for all stakeholders and a source of advice and support for countries. At present, IRENA has 161 Members (160 States and the European Union) that acceded to its Statute, and 22 additional States in the process of accession and actively engaged.

Within this mandate, the focus of the Knowledge, Policy and Finance Centre (KPFC) is on collecting data, developing knowledge platforms and conducting analysis to support the creation of enabling environments for investment and growth in renewables. This entails analytical work on policy and finance, socio-economic benefits, building a gateway to knowledge, giving input to advisory services that the Agency provides to its member states and at regional levels, and targeted engagement with the private sector and civil society.

IRENA is carrying out qualitative and quantitative assessments of the socio-economic impacts of deploying renewables, and is informing policy makers on ways to meet multiple objectives through the energy transformation. IRENA’s 2016 report, Renewable Energy Benefits: Measuring the Economics, was the first global study estimating the macroeconomic impacts of doubling the share of renewable energy by 2030. Subsequent reports (Perspectives for the energy transition: Investment needs for a low-carbon energy system, 2017; Global energy transformation: A roadmap to 2050, 2018), extended the analysis to 2050, and showed the impacts of low-carbon strategies on economic growth, human welfare, and jobs.

Continuing this line of work, IRENA will model and explore the socio-economic impacts of increasing the transition ambition. The analysis will support policy recommendations to meet the dual objective of just transition and sustainable development.

Duties and Responsibilities

Under the overall guidance of the Director of KPFC, the Programme Officer is expected to perform the following duties:

  • Undertakes analytical work and drafting on the topic of macroeconomic impacts of renewables;
  • Leads the engagement with macroeconomic modeling consultants.. This includes defining the main objectives of the work, designing the main scenarios and sensitivities, collecting and preparing data inputs, assessing the model results, and extracting key policy messages and identifying needs for further analysis;
  • Conceives the main objectives of the work taking into account the strategic priorities of the Agency and the global debate on energy and climate policies and their economic implications;
  • Keeps up to date with the evidence and global discourse on the socio-economic impacts of renewable energy;
  • Supports the Policy Unit in other projects related to the socio-economic benefits of renewable energy, with a focus on analytical and quantitative work;
  • Ensures coordination with other teams and Divisions within IRENA, on related topics such as renewable energy policies, finance, roadmaps and energy planning, technologies or costs;
  • Prepares written outputs, participates and assists in outreach and communication, and proposes next steps to fill knowledge gaps;
  • Assists in the planning and coordination of the Work Programme of the Division and contributes to its successful implementation;
  • Manages consultants and contractors as required;
  • Performs other duties as required.

Qualifications

Education: Advanced university degree (Master’s degree or equivalent) preferably in economics. Other disciplines such as engineering or relevant energy-related social science discipline may be considered. A first-level university degree in combination with additional years of qualifying experience may be accepted in lieu of advanced university degree. Solid understanding of energy economics and macroeconomics is also a key requisite.

Experience: A minimum of five years of progressively responsible experience in energy economics, macroeconomic analysis, energy policies and energy planning. Experience (including publications) on macroeconomic modelling and analysis, using methodologies such as macro-econometrics, or computable general equilibrium (CGE), is important. Work experience on labor, development economics, renewable energy policies in countries with high shares of renewables, or electricity market design are additional assets. A demonstrated ability to implement projects/programmes with good analytical skills and to produce reports and papers on applied economics, policy and energy issues is critical.

Language and IT skills: Excellent command of both written and spoken English. Knowledge of other languages is a plus. Excellent English writing skills are an important asset. Excellent IT skills, including advanced Excel user dealing with large amounts of data.
