  • To address the global challenges of VAWG, the European Union (EU) and the United Nations have embarked on a new multi-year programme- the EU-UN Spotlight Initiative. The Spotlight Initiative aims to support transformative change on the ground to end violence against women and girls.

    The Spotlight Initiative in Timor-Leste will be implemented through five UN agencies (UN Women, UNFPA, UNDP, UNICEF, and ILO) with a focus on addressing intimate partner violence and domestic violence. The overall vision of the Spotlight Initiative in Timor-Leste is that women and girls enjoy their right to a life free of violence, within an inclusive and gender equitable Timor-Leste. This contributes to implementation of Timor-Leste’s National Action Plan on Gender Based Violence (2017-2021), with attention to holistic prevention and responses to violence against women and girls.

    UNDP in Timor-Leste has led the United Nations’ effort to develop and consolidate democratic governance institutions, systems and processes to make them more inclusive and responsive the since 2002. Since then, UNDP has been supporting government efforts to strengthening key governing institutions of oversight, accountability, local development, electoral support and rule of law. The Programme offers support to policy design and implementation as well as capacity development on national level, as well as to enable more effective service delivery on local level.

    Under the guidance and direct supervision of the Head of Governance Unit, the Programme Analyst is responsible for implementing UNDP’s components of the Spotlight Initiative portfolio, primarily focusing on rule of law, which includes coordinating relationships with national partners and stakeholders, monitoring and reporting, and support to managing the finances and personnel of the portfolio. The Programme Analyst guides and facilitates the delivery of the Spotlight Initiative programme by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary.

    The Programme Analyst works closely with the UNDP Head of Governance Unit, EVAW Programme Specialist, Multi-stakeholder Steering Committee, Resident Coordinator’s Office, implementing UN agencies, European Union Delegation, as well as other stakeholders, Government officials and civil society ensuring successful UNDP implementation under the Spotlight Initiative portfolio.

     

    Summary of Key Functions:

    • Ensure timely implementation of the UNDP-led activities under the Spotlight Initiative;
    • Management of the Spotlight Initiative programme;
    • Creation of strategic partnerships and implementation of the resource mobilization strategy 
    • Advocate and facilitate knowledge building and management and communication

    1. Ensure timely implementation of the UNDP-led activities under the SI:

    • Coordinate the UNDP components of the overall Spotlight Initiative programme work plan development and implementation according to programme document;
    • Oversee the work of the team and ensure timely implementation;
    • Ensure programme meets expectations as specified in programme document, and update senior management and Technical Unit team as required;
    • Provide technical assistance to local partners;
    • Gather inputs and coordinate the preparation of work-plans, periodic narrative progress reports and expenditures status reports to UNDP Head of Governance Unit;
    • Establish systems for project planning, implementation and monitoring, in collaboration with partners;
    • Record and maintain documents on relevant Programme activities, issues, and risks.

    2. Ensures effective management of the Spotlight Initiative focusing on quality control from formulation to implementation and monitoring and reporting, and management of people and finances, achieving the following results:

    • Gather and compile all information necessary for monitoring and reporting on programme from the planning to the evaluation stages;
    • Monitor the implementation of activities and the expenditure of funds; conduct regular monitoring visits, as required;
    • Draft and provide inputs to annual and quarterly reports; coordinate the submission of implementing partner financial and narrative reports;
    • Provide inputs from programme activities and results to Reporting;
    • Coordinate development and preparation of financial resources of the programme including budgeting and budget revisions, and expenditure tracking and reporting;
    • Monitor the allocation and disbursement of funds to participating partners;
    • Supervise and manage the performance of the Programme Assistant. 

    3. Ensures creation of strategic partnerships and implementation of the resource mobilization strategy   focusing on achievement of the following results:

    • Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities.
    • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

    4. Advocate and facilitate knowledge building and management and communication focusing on achievement of the following results:

    • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.
    • Document the programme implementation process and products.
    • Development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
    • Sound contributions to knowledge networks and communities of practice and provide inputs to the development of knowledge products internally and externally of the programme.
    • Organization of trainings for the operations/ projects staff on programme issues as well as major advocacy campaigns, events, workshops and knowledge products.

    Impact of Results:

    The key results have an impact on the success of Spotlight programme within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

    Education:

    • Master’s Degree or bachelor’s degree (or equivalent) in Business Administration, Public Administration, Law, Human Rights, Management, Gender Equality, Social Sciences or related field 

    Experience:

    • At least 2 years of relevant experience with a master’s degree or 4 years with a bachelor’s degree at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects in the field of rule of law/justice sector reform.
    • The candidate must ideally have combined expertise/knowledge in gender equality/elimination of violence against women and girls, including on the Law against Domestic Violence and the current National Action Plan Gender-Based Violence, in addition to substantive experience in implementing access to justice projects.
    • Experience in coordinating and liaising with government agencies, at the administrative post, municipal and national levels, CSOs and/or donors is an asset.
    • Experience supporting/implementing an EU-funded project is an asset. The candidate should have capacities to work with Access to Justice Clinics and Mobile Courts.
    • The candidate should have experience implementing activities at the community level, with Suco Councils, VPU and/or Community Police, as well as working with referral pathways.
    • The candidate should have capacities to work on case management systems of rule of law institutions. Overall knowledge of Timor-Leste legislative system will be beneficial. 

    Language Requirements:

    • Fluency in English and Tetum (national language of the duty station).
    • Knowledge of Portuguese is an advantage;
    • Strong writing and communication skills in English.
