Background Information

The Position: The post of Youth Programme Specialist/Coordinator is located in the Nairobi Service Unit of the UNFPA Somalia Country Office (CO) and reports directly to the Deputy Representative (Head of Programmes).

Main Tasks & Responsibilities

Job Purpose

The Youth Programme Specialist/Coordinator will be responsible for the coordination of the whole Youth programme thematic area including the technical and advisory services to support the youth activities in the country office.

Major Activities/Expected Results:

The primary roles of the Youth Programme Specialist/Coordinator are:

Youth Programme leadership, management and capacity development. Strengthening of CO’s strategic partnerships. Evidence and knowledge management and innovation. Youth Programme coordination. Youth Programme advisory and technical backstopping.

Duties and responsibilities

  • Lead the Youth programme thematic area, including design, development, implementation, monitoring and reporting of the whole programme components and interventions, with a particular focus on the EU-funded Social economic empowerment of youth project by:

Ø Assessing priority technical requirements of the programme.

Ø Providing technical and managerial support to UNFPA partners in the implementation of the programme.

Ø Organizing and participating in periodic technical reviews as well as programme evaluation exercises.

  • In collaboration with Government counterparts, non-governmental organizations (NGOs) and other partners, provide direct support and leadership in the implementation of activities in areas of Adolescents and Youth, Adolescent Sexual and Reproductive Health, HIV/AIDS and youth, and social economic empowerment of youth in line with Government’s priorities and according to UNFPA programme policies and procedures.
  • Support and lead the CO’s Youth, Peace and Security component and interventions.
  • Strategically analyse and interpret the political, social and economic environment relevant to adolescents and youth in Somalia, and identify opportunities for UNFPA assistance and intervention.
  • Expedite and coordinate project implementation by establishing collaborative relationships with executing agencies, experts, Government counterparts and other UN agencies facilitating timely and efficient delivery of project inputs and addressing training needs of counterparts.
  • Help create and document knowledge about current and emerging sexual and reproductive health and youth issues, by analysing programme, projects, strategies, approaches and ongoing experiences for lessons learned, best practices, and share with management for use in knowledge sharing and planning future strategies.
  • Support advocacy and resource mobilization efforts of Country Office by preparing relevant documentation, i.e. project proposals, project summaries, speeches, donor profiles, and participating in donor meetings and public information events.
  • Work closely and systematically with key partners, other UN sister agencies and other relevant stakeholders to support coordination of UN Inter-Agency working group on Youth, joint UN team on AIDS and others.
  • Provide inputs to corporate processes including assessments, evaluations, programmatic reviews, tools, and similar exercises.
  • Be responsible for the management of the budget of the Youth programme portfolio including allocations, financial monitoring, and financial reporting for all the Implementing Partners assigned to his/her portfolio, and supporting yearly and ad hoc audit and spot checks processes of Youth programme Implementing Partners.
  • Undertake regular field missions to Somalia in order to engage with implementing partners, counterparts, and UNFPA staff, and to monitor progress of Youth programme activities on the ground.
  • Provide technical supervision to Youth programme staff of the Country Office.

Contribute to quarterly and yearly corporate reporting exercises including the on-line Strategic Information System (SIS), mid-year and end-year progress reports in respect of the Youth programme.

Qualifications and Experience

  • Minimum of 5 years of progressively responsible professional work experience with a minimum of 2 years of experience in humanitarian and relief operations;
  • Strong technical knowledge in the youth programming and application of social and behavioral change in the area of youth;
  • Experience in project management;
  • Proven ability to produce demonstrable results;
  • Established network within the development and humanitarian community;
  • Ability to work under pressure;
  • Ability to work in teams and in a multi-disciplinary, complex and multi-country programme environment;
  • Previous work experience in UN system would be an advantage;
  • Interest in the field of development and humanitarian assistance;
  • Written and spoken proficiency in English and Somali languages;
  • Ability to adapt to new environments and to establish and maintain good working relations with individuals of different cultural backgrounds.

Education:

  • Master’s degree in public health, international cooperation, sociology, public administration, or other related field.
  • A first level university degree in combination with 7 years of relevant experience in may be accepted in lieu of the advanced university degree.
